(ciaeger@tbiric.com) From: Cameron Langille — Senior Planner Division: Planning Services Date: May 17, 2017 Subject: SDP-2017-00024 Surface Parking Expansion — Minor Amendment #1 The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] First Review Comments: 1. [32.5.2 (s)] Please provide a project narrative on the Cover Sheet that explains all changes to the site proposed by this site plan amendment. 2. [32.5.2 (a)] Please amend the Zoning classification in the Property Information table on the Cover Sheet. The property is zoned RA Rural Areas, EC Entrance Corridor Overlay District, Airport Impact Area Overlay District, and Managed Steep Slopes Overlay District. 3. [32.5.2 (a)] Please state the magisterial district and County and State in the Property Information on the Cover Sheet. 4. [32.5.2 (a)] Please state the minimum setback and building separation standards, yard requirements, and building height regulations for the RA Zoning District in a table on the Cover Sheet. 5. [32.5.2 (a)] In the Property Information table on the Cover Sheet, state the deed book and page number for the most recently recorded plat and deed for the property. 6. [30.7 and 32.5.2 (d)] There are areas of Managed Steep Slopes Overlay District on the property. Please provide an exhibit with existing topography at a maximum five (5) foot contours, and label all areas of the site with existing Managed Steep Slopes of twenty-five (25) percent or greater. The grading plans should demonstrate that proposed grading of the Managed Slopes is in compliance with the design standards of Section 30.7.5. 7. [32.5.2 (b)] In the Land Use Schedule on the Cover Sheet, please state the overall acreage of the property, the square footage of each proposed use, the existing and proposed impervious cover on the property, and the total area of disturbance for the project. 1 8. [32.5.2 (f)] Please indicate whether the site is located within the watershed of a public water supply reservoir. 9. [32.5.2 (j) and 32.5.2 (1)] The plans do not show any easements around existing utility and storm drainage features. Please clearly delineate, dimension, and label all existing public and private easements around sewer, water, and drainage facilities. 10. [32.6.2 (j) and 32.7.9] The plans show removal of shrubs and plantings where the new ramp will be located. For changes to parking lots and landscaping, a landscaping plan is required to demonstrate compliance with the minimum requirements of 32.7.9.6 (landscaping within parking areas) and 32.7.9.8 (tree canopy). Please provide additional details on the species and quantity of existing landscaping and the amount and types that will be removed. In accordance with 32.7.9.9, any landscaping removed may need to be replaced. Additional landscaping comments may be forthcoming on the next review. 11. [32.5.2 (b) and 32.5.2 (n)] The site plan shows removal and permanent reduction of seven (7) existing parking spaces where the ramp is proposed. Please provide a calculation of the existing number of parking spaces, the required number of parking spaces, and the proposed number of parking spaces to verify that the site is in compliance with the minimum amount of parking required. Albemarle County Engineering Services — Bobby Jocz, rjocz@albemarle.org — Requested Changes: 1. Provide clearance between proposed pedestrian ramp footings and existing 36" RCP storm sewer pipe. Provide details in grading plan notes on how conflicts with the existing storm sewer system will be addressed during construction.
