Dear Mr. Wentland,
Thank you for your review of the final site plan for Inglewood Terrace. We have revised the plans per
County comments dated June 21, 2016. Please find below a detailed comment response letter describing the
changes we have made to each of your comments.
Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a
PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. No SWPPP was included with the submittal and needs to be provided.
The SWPPP has been included with this submittal.
Stormwater Management Plan (SWMP)

The roadway is to be private beginning at the end of state maintenance. A private street request has
been submitted.
3. Include all necessary hydrologic and hydraulic analysis for the site, including the VRRM worksheet
for Redevelopment and verification the channel leaving the site is adequate. Include the Stormwater
conveyance culvert on the LD-229 worksheet. STR-C3D to STR-C3 also appears to be entered
incorrectly on the worksheet. The nutrient credits will need to be purchased before plan approval.

All hydrologic and hydraulic analysis has been included with this submittal included the VRRM
worksheet. The LD-229 has been reworked to accurately reflect the stormwater conveyance system.
4. Verify the pipe profiles are correct. B2 and B3 appear to be shown and labelled incorrectly on the
profile view. The stub-out is not shown on C4. Drainage information has been removed from the
plan. Please provide plan and profile information for the drainage system, including a drainage area
map for the inlets. Provide details on weirs/orifices for the detention system and show how the 60"
and 72" pipes will be connecting to the MH-1 s that are shown.
The labels for B2 and B3 have been revised to depict the correct elevations. The 60" and 72" pipes
will now be connecting to JB-ls rather than MH-1s. Details on the weirs/orifices have been added to
the plan. A drainage area map for the inlets has been included with this submittal.
5. More detail will be needed where A4 and C4 connect to the retaining wall. Retaining wall/headwall
designs will be needed before approval. A4 also does not appear to continue through to the lower
wall on the plan sheets.
A4 is not to continue through to the lower wall as it will be capped on its end. The retaining wall and
headwall will require further design by a third party that has yet to be determined at this time.

7. The curb cut on the turnaround is discharging runoff onto the fill slope. The slope will need to be
protected from erosion. The current grading shows a ridge in the middle of the swale.
The turnaround has been revised to include curb and gutter on all sides. Therefore, the runoff will no
longer discharge onto the fill slope.
8. Provide a Stormwater Maintenance agreement for the site.
A Stormwater Maintenance agreement has been included with this submittal.
9. Provide plans for the retaining wall and verification that there is no issue with the wall and wall
foundation being submerged during storm events. It appears the 100yr storm event overtops the wall
and runs into the buildings and neighboring property. Retaining wall plans will be required before
approval as the travel way and townhome construction is dependent on the walls and ensure that
wall construction does not affect the neighboring property behind Lot 3.
The retaining wall requires further design by a third party that has yet to be determined at this time.

Erosion and Sediment Control Plan (ESCP)
1. Additional erosion control measures should be used below ST1 to ensure runoff does not enter the
neighboring property. Demonstrate how ST1 will function during construction. It appears that it will
be filled in almost immediately when the storm system and fill slope are installed. Site does not
appear adequately protected through all stages of construction. It is also recommended that offsite
grading easements are acquired when grading within 5' of the property line. Please schedule a
meeting to discuss how to move forward.
The stream will be diverted around ST1 during first phase of sewer installation and thus should not
fill immediately.
