This report summarizes our observations and contains ten (10) CBRs performed in accordance with
Virginia Test Methods. This report focuses on the 0.65 miles of Newcomb Mountain Lane as constructed
between STA 9+00 and STA 43+50 which was developed primarily in cut, with rock slopes cut at 1V/1H
or flatter. The construction of this length of NML was completed as it exists approximately 10 years ago
with only rough grading performed from STA 43+50 to STA 57+90. CBR Samples were collected between
STA 9+00 and STA 43+50 in accordance with VDOT's Pavement Design Guide for Secondary Roads.
Results of laboratory testing indicated that the upper foot below finish subgrade typically consisted of non -
plasticity silty SAND with gravel. Further, VTM-CBR laboratory values range from 22.6 to 55.0 percent.
Three additional samples were collected between STA 43+50 and STA 57+90 after finish subgrade was
developed just recently this year before base stone was placed and compacted. Results of laboratory testing
also indicated that the upper foot below finish subgrade consisted of non -plasticity silty SAND with gravel.
VTM-CBR laboratory values range between 16.7 and 22.7 percent. Please refer to the attached laboratory
test results for details.
Reportedly, the first section of roadway completed ten years ago was graded according to plan with six
inches of compacted VDOT 21A basestone applied to finish subgrade. It is our understanding that the
current Acceptance Procedure was not required a decade ago. However, we observed that the road
embankment was composed of more than 50% rock fill and that recent inspections did not reveal erosion,
settling or sliding issues during the following ten years. Rip -rap ditch lining was installed in place of EC-3
Type A on the right side of the roadway from STA 25+13 through STA 31+50 and on the left side of the
roadway from STA 29+03 through STA 33+50. Torrential rain events occurred last year [which caused
slides and washouts all through the Ivy area], resulted in some washing of the rip -rap ditches which have
since been repaired with EC-3, Type A lining, re -shaped and rip -rapped (Section 244 of VDOT Road and
Bridge Specification). Given the extreme topography of Newcomb Mountain Lane and use of roadside
ditches with strategically placed CMP culverts at grade sag points, underdrains (UDs) and cross -drains
(CDs) are not required. Furthermore, this secondary road has no bridges or culvert foundations that require
structural inspections. CMP culverts were inspected to assure open capacity to drain onto riprap discharge
blankets to minimize surface rutting. Inspection of existing rock slopes indicate stable conditions with
negligible accumulation of rock material on fall -out zones as provided.
The second section of roadway (STA 43+50 to STA 57+90) was recently completed, which consisted of
shallow fills and cuts. Roadway fill consisted of minimal amounts of rock particles, which was observed

during placement and compaction tested according to Section 302 of VDOT Road and Bridge
Specifications. See attached reports that include subgrade compaction testing and base stone depth
verification for this section of Newcomb Mountain Lane.
In conclusion, it is our opinion that all portions of Newcomb Mountain Lane addressed in this report were
constructed in accordance with industry standards. Further, the undersigned certifies that all completed
work specified herein was built according to construction plans developed by Terra Engineering and Land
Solutions (Final Private Road Plans dated 02.15.05). We recommend that main section of NML roadway
be proof rolled for acceptance and stone depth be verified when the house construction traffic subsides. In
addition, we recommend that inspections and testing shall be performed after preparations for pavement
are completed and prior to asphalt application on the main section of NML to satisfy Albemarle County
Private Road Acceptance Procedure (effective 11.01.11).

Location of Testing: Evaluation of Finish Subgrade for Newcomb Mountain Lane from Approximately STA 42+00 to STA 58+00
Comment:
Viola Engineering, PC (VEPC) arrived on -site as requested to evaluate finish subgrade conditions throughout the roadway section noted above
prior to placing basestone for proposed pavement sections. Subgrade conditions consisted of red -brown silty sand with varying amounts of
gravel. VEPC evaluated exposed subgrade conditions with soil probe testing and nuclear density testing. VEPC approved finish subgrade for
placement of basestone based on hard penetration resistance displayed from soil probe testing, hard drill rod penetration resistance displayed at
test sites, and nuclear density tests at least 95% of the maximum dry density in accordance with VTM 1. See the attached Compaction Test
Summary for nuclear density test results. Depth of tests is referenced in feet from below finish subgrade (bfsg).
All field testing was performed in accordance with
acceptable ACI, AWS, RCSC, DOT, AASHTO and/or
ASTM protocol and practices. Unless noted otherwise in
the Comment section, all observed work was performed in
accordance with good construction practices, the
construction drawings and specifications, and applicable
state building code. Field testing services do not relieve
the Contractor of responsibility for compliance with
contract documents requirements.

Location of Testing: Evaluation of Basestone for Newcomb Mountain Lane from Approximately STA 42+00 to STA 58+00
Comment:
Viola Engineering, PC (VEPC) arrived on -site as requested to check depth and monitor and test compaction of basestone (VDOT 21A) placed
along the roadway section noted above. VEPC performed four depth checks throughout the roadway section and evaluated compaction of
basestone with soil probe testing and nuclear density testing. Depth of basestone at each depth check performed was within a quarter inch of
the design depth (6 inches). Pictures of each depth check can be seen on the attached Photo Log. Test information for depth checks is as
follows:
Depth Check 1: STA 44+00, Right of Centerline - 5.75 inches
Depth Check 2: STA 48+00, Left of Centerline- 6.00 inches
Depth Check 3: STA 52+00, Left of Centerline - 6.00 inches
Depth Check 4: STA 56+00, Right of Centerline - 6.25 inches
Compaction of basestone was approved based on dense relative density displayed from soil probe testing, dense relative density displayed at
test sites, and nuclear density tests at least 95% of the maximum dry density in accordance with VTM 12. See the attached Compaction Test
Summary for nuclear density test results. Depth of tests is referenced in inches from below finish grade (bfg).
All field testing was performed in accordance with
acceptable ACI, AWS, RCSC, DOT, AASHTO and/or
ASTM protocol and practices. Unless noted otherwise in
the Comment section, all observed work was performed in
accordance with good construction practices, the
construction drawings and specifications, and applicable
state building code. Field testing services do not relieve
the Contractor of responsibility for compliance with
contract documents requirements.
