Thank you for your VSMP permit plan review comments on the subject plan, dated May 2, 2019.
We have addressed your comments, and made some other plan edits. The change and edits are
addressed in blue below along with your original comments. Please let me know if you have any
additional questions or comments.
Original Comments from 05/02/19
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain(1) a PPP, (2) an ESCP, (3) a SWMP, and(4)any TMDL measures necessary.
1. Section 1 —Registration Statement:
a. Item 8—Provide a est. date. Mid-October fo construction (estimated).
b. Item 9—Enter 0.93 (if correct)for total land area of development as well.
The revised acreage within the LOD is 2.03 acres.
c.Item 12—Sign & date.
This is a County project. I believe Stavros Calos from the Water Resources
Department has discussed this with John Anderson with regard to signature.
2. Section 6—Provide a PPP exhibit sheet that can be updated with field changes.
11x17 sheets provided as per your conversation with Kip Mumaw. Sheets 7-9 of the ESCP
contain PPP information.
3. Section 9—Sign & date.
See above.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.
1. Provide an exhibit sheet. See also Sheets 7-9 of the ESCP.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is disapproved, and the reasons are provided in the comments below. The erosion
control
plan content requirements can be found in County Code section 17-402.

1. Cover sheet—
a.Add WP0201900023 for the WPO#. Complete
b. Show a vicinity map at 1"=2000' scale. Complete
2. Sheet 2—
a. Show all existing easements and DB/PG (i.e. SWM, drainage, ACSA sewer,
access).
The access easement to the basin is shown, along with deed book and page reference.
b. Show managed slopes overlay. Complete. Shown in legend as dashed line
c. Show existing right-of-way with street name,route number&width label.
The easement runs through existing private internal roads of the Woodbrook
Shopping Center.
d. Show existing guardrail. Complete. Shown in legend.
3. Sheet 4—State area to be disturbed in the narrative(amount). Complete
4. Sheet 4/5—Assuming the graded access is temporary-provide a blurb about the
removal.
The graded access will be a permanent feature to aid with long-term maintenance access.
The narrative and plans have been revised to clarify the parts that will remain in place as
well as temporary construction access and laydown.
5. Sheet 7—
a. Provide a 70' paved construction entrance. Include the CE detail from the
County's
design manual. {DSM, pg. 81. The construction entrance should begin at the edge of
pavement(off the main street).
We have provided a 70' CE off of the paved internal shopping center travelway.
However, we are proposing to not pave this entrance, given the short duration of the
construction activity and the lack of a water source. Please see the Variance request
on Sheet 5. As a solution, we are proposign that"day-to-day" construction traffic
not enter the area of grading at the bottom of the basin in order to keep the CE as
clean as possible.
b. Provide CRS symbol(or hatching)for the graded access road. {VADEQ ESC HB,
Spec. 3.03} Complete
c.Add SR symbols (or hatching),all slopes steeper than 3:1 required if they are to be
stabilized with vegetation. ( ompid .as well.
d. Show B/M symbols (or hatching)to slopes adjacent to accessway—Treatment 2
(EC-3)for slopes 3:1 or greater. {VADEQ ESC HB, Spec. 3.35,3.30 Complete &
added to narrative.
6. Sheet 8-Add MU symbols (or hatching),mulch to be applied immediately following
seeding. Complete & added to narrative.
7. Show final grading and stabilization of accessway removal. Narrative and Sheet 7 edited
to show part of CE and accessway as permanent maintenance access features, as well as
part of construction circulation and laydown area that are temporary.
Performance Bond
Since this is a County project, the performance bond is not required.
