This email is in response to your request for a status update of the proposal.
Attached is the last round of review comments sent back in May. Additionally,attached is a set of emails between VDOT,
Tim Miller,and myself discussing the subject matter of comment#10 from the May 21,2019 review letter.
Emails below are recent approvals from ACSA and VDH.
Also,ARB review planner provided the following review comments on 5-28-19:
"I have reviewed the site plan submitted by Meridian Planning Group with revision date of 5/7/19. I have the following
comments:
1.My emailed comments from May 3 requested that a note be added to the plan indicating that the new monument sign
and sign lighting are shown only for information and are not approved with the site plan; a separate sign application is
required. This note was not added to the plan, but it is needed.
2. The plant quantities in the plant schedule do not appear to correspond directly with the plant symbols drawn on the
plan. Please explain these discrepancies/revise the landscape plan accordingly. (The rendering of the landscape plan
makes it difficult to read and to distinguish the various plant symbols.I realize this may be contributing to the apparent
inaccuracies.Also, if a single symbol is intended to represent multiple plants, this will need to be noted on the plan/in the
schedule.)

b. 10 poppy mallow noted in schedule; 23 drawn on plan
c. 100 Pennsylvania sedge noted in schedule; 16 drawn on plan
d. 26 Big bluestem noted in schedule; 31 drawn on plan
e. 63 Little bluestem noted in schedule; 36 drawn on plan
f 11 switchgrass noted in schedule; 14 drawn on plan
g. 6 Ginkgo noted in schedule; 8 drawn on plan"
A resubmittal of the site plan is needed to address all outstanding items.

Sounds like VDOT is ok with the lateral proposed. But does this private lateral require an easement from
VDOT to locate in the r/w?

Hey Chris,
The applicant could get a permit for this water line connection. I do wonder why it has to be a
parallel service connection and not a pipe that could serve others. This long service connection
tests the bounds of permissibility for a utility connection. Doesn't ACSA want to use this space to
serve more than one customer?

I am reviewing a revised version of the above ref site plan. I received your approval of this plan on 09-4-18;
however, the plan has been modified from being served by a private well to now being served by public
water. As proposed the new design relies on a 1" private water line lateral within the VDOT r/w. The
proposed lateral connects to the existing ACSA public water line in the r/w (see attached highlighted sheets).
Does this private lateral require an easement from VDOT to locate in the r/w? Also, while discussing it, do
you anticipate this private lateral being permitted in the r/w?

The 1"waterline is a new private lateral. I believe an easement is needed to locate the private lateral in the R/W. Thus VDOT
would be the owner of the land that this line is going through and would need to grant this site the easement.
VDOT has not reviewed this new version of the plans with the waterline because I planned on having them review the easement
plat. Let me email VDOT a copy of the plans and get their comments on it.

I do not understand comment 10. Utilities located within a public r/w does not require an easement plat.
Can you explain what is it you need?
