( en ,raysurveying com) From: Andrew Reitelbach, Senior Planner Division: Planning Date: October 17, 2019 Subject: SUB2019-00139 Hunter Lewis — Two -Lot Division Fax 434-972-4126 The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-302(A)3; 14-302(A)41 The access easement along the old road bed that serves the northeastern portions of this property, as well as the adjacent parcels across the old road bed appears to end at TMP 27-3AL Does this easement not continue on to serve the additional parcels located farther along the old road bed? In addition, as the new 30' private street easement appears to overlay the existing "30' width RAV," does this new private street easement end at the proposed new property line between Parcel A and the residue parcel? 2. [14-302(B)4] Note 5E on sheet 1 indicates that there is a cemetery on this property; however, the cemetery location is not depicted anywhere on sheet 2. 3. [14-308.1] The Tier II groundwater assessment fee was paid for this subdivision plat. However, the Tier II groundwater assessment review is only required for plats proposing lots less than 21 acres. This plat appears to create two lots that are both greater than 21 acres (Parcel A at 25.09 acres and the residue at 204.75 acres), so the Tier II groundwater review does not appear to be needed for this plat. 4. [14-309; 14-310; 14-4161 This subdivision plat requires Health Department approval prior to approval being granted by the Community Development Department. The soils evaluations for this property and the proposed subdivision plat have been transmitted for review to the Health Department. Comments or approval from the Health Department will be forwarded to the applicant upon receipt by County staff. Ray and Associates, Inc., dated August 30, 2019 and find it to be generally acceptable. A VDOT Land Use Permit will be required prior to any work within the right of way.
