Bohler Engineering is pleased to submit on behalf of CA Senior Living Holdings, LLC, the Final Site
Plan 4' Submission for the Block 8A Senor Living Facility. The following is our comment response
letter addressing comments received from various departments. Each comment is addressed and
responded to as follows:
Albemarle County Department of Community Development — Cameron Langille, Senior Planner
Comment 1: Previous Comments: [32.5.2b] The special exception for density will need to be approved
prior to the approval of the final site plan.
Revl: Comment outstanding. Additional information that was requested for special
exception has not been provided to date from Collins Engineering.
New Comment: Rev. 2: Special exception to shift density between blocks 8 and 4 is
scheduled to go to the Board for approval on October 16, 2019. Once approved by the
Board, this comment will be addressed.
Response 1: Acknowledged.
Comment 2: Previous Comments: [32.5.2a] [COD 2.3.2.3] The proposed front setback exceeds the 25'
front setback maximum as indicated in the Code of Development. While the plan was
revised since the initial site plan to move the building closer to the street, it still does not
meet the required setback. A justification will need to be provided to modify this
requirement from the COD.
Revl: Comment outstanding. Justification will need to be submitted and reviewed with
next submittal.
New Comment: Rev. 2: Special exception to increase maximum front setback has been
approved. Please see attached memorandum to file for ZMA201500007 and
SDP201900026 for additional details and considerations to keep in mind for future
blocks.
Response 2: Acknowledged. The special exception sheets have been added to Sheet C-904.

Comment 6: Previous Comments: [32.5.2i] All easements need to be platted and approved prior to
final site plan approval, including off -site improvements. Deeds may be required for off -
site improvements to ensure maintenance.
Rev I: Comment outstanding. Easement plat has not been submitted to date.
New Comment: Rev. 2: Easement plat, SUB201900138, has been submitted and is under
review. Once the plat is approved and recorded, the final site plan will need to be
updated to include the new easements and state their deed book and page number for the
actual plat and any accompany easement deeds.
Response 6: Acknowledged.
Comment 7: Previous Comments: [Proffer #4] Affordable housing of 15% needs to be provided for
the 87 units that count towards density.
Revl: Comment outstanding. Affordable housing needs to be provided.
New Comment: Rev. 2: Per applicant comment response letter, affordable housing
options are currently being discussed with the developer. Please provide additional
information and confirmation on how this comment will be addressed with the next
submittal.
Response 7: A note that additional affordable housing will be provided in future block areas per
proffer #4 has been added to Sheet C-102.
Comment 8: [32.5.2 (a)] On Sheet C-102, please revise the "Associated Plans" note. The proffers that
apply to Brookhill are now from ZMA201800011, approved July 17, 2019. The
Application Plan and Code of Development are still from ZMA201500007.
Response 8: The Associated Plans note has been revised on Sheet C-102.
Comment 9: [32.5.2 (a)] Replace the proffers on Sheet C-103 and C-104 with the approved proffers
from ZMA201800011.
Response 9: The proffers have been replaced with the approved proffers from ZMA201800011.
Comment 10: [ZMA201500007] Please fill out the Block Area Summary on Sheet C-106. Some cells
are currently blank. The applicant should coordinate with the engineer working on the
Block 8B final site plan so that all acreages are consistent between the two plans.
Response 10: The Block Area Summary on Sheet C-106 has been revised. This updated
information will be coordinated with the Block 8B engineer to ensure compatibility.
Engineering — Emily Cox
Comment 1: Previous Comments: WP0201900004 must be approved before final site plan can be
approved.
Rev. 1: Comment not addressed.
New Comment: Rev. 2: Comment not addressed.
Response 1: Acknowledged. WP0201900004 approval is anticipated in the coming days once the
letter of confirmation for offsite grading has been provided.
