Staff Report - Planning Commission Meeting - July 21, 1981 - page 2 Staff Report - Meredith Bickers Site Plan (Family Market): Location: Parcel 32A, tax map 56, White Hall District; located at the northeast corner of the intersection of Rt. 635 and Rt. 250 West, south of Crozat. Acreage: .45 acres. Zoning: HC, Highway Commercial. History: VA-81-43 - A variance was granted by the Board of Zoning Appeals on July 14, 1981 to allow gas pumps and island twelve (12) feet from the right of way of Rt. 250 West. A variance of 138 feet of the scenic highway setback was granted. Proposal: To locate gas pimps, island and storage tanks at the existing "Family Market." Also the planting islands on the plan are proposed. Reason for Planning Commission Review: N/A. Topography of Area: Level. Condition. of Roads Servinc_Preposal: This section ofRt. 250 West carries 3,245 vehicle trips per day. Watershed Impoundment: South Fork Rivanna. Soils: No comment. Comprehensive Plan Recommendation: The site is located within the Crozet Community and is designated as cormmercial in the Comprehensive Plan. School Impact: N/A. Type -Utilities: Public water is available and utilized from a 6" line near tom= intersection of Rtes. 240 and 250. Public sewer is not available. Staff Comment: The Health Department commented that the existing septic system is satisfactory for the existing use. The Hig::way Department. recc^zmends that the pump island be shifted to the east and noted t)iat the light pole could be relocated to the pump island. These changes have been noted on the plan. The Highway Department also recor=eded t at the existing island between Rt. 250 and the gas pumps be redesigned and that additional islands be placed to reduce the width of the entrance and protect the proposed parking area. These changes have a'_so been noted on the plan. The Fire Official requires separate permits for the installation Of the gas tanks and ventilation system. The site plan will meet the requirements of the Zoning Ordinance and Staff recommends approval with the following conditions: RECOMMENDED CONDITIONS OF APPROVAL: 1. Permits will be processed when the following conditions have been met: a. County Engineer approval of pavement specification's over the gas tanks and drainage facilities, if required; b. Staff approval of landscaping in islands on Rt. 250 West; c. Fire Official approval to include the location of fire hydrant (note on plan), dumpste. location (note on plan), gas tanks and ventilation system; d. Virginia Department of Highways & Transportation approval of commercial entrances and islands on Rt. 250 West; e. Parking spaces on pavement shall be painted or marked with some type bumper blocks and parking spaces over storage tanks shall be marked with bumper blocks. Staff approval of these revisions to the plan.
