(Tax Map 60, Parcel 68B) The Albemarle County Planning Commission at its meeting on August 18, 1981 unanimously denied your request for approval of a slope increase over the 18% maximum grade allowed by the private road ordinance. Timothy Lindstrom STAFF REPORT: TWIN GROUP/JESSUP PROPERTY FINAL PLAT - REQUEST FOR APPROVAL nLI c,r grin -- Location: Portion of parcel 68B, tax map 60; Jack Jouett District; located off the west side of Barracks Road (Rt. 654) south of the Colthurst Subdivision. Acreage: 1.062 acres. Zoning: PRD/R-1. History: ZMA-79-13, an RPN request for eleven lots, was denied by the Board of Supervisors on July 18, 1979. A subsequent application (ZMA-79-31) for an RPN for ten lots with open space was approved by the Board of Supervisors on October 17, 1979. The Albemarle County Planning Commission, at its meeting on July 21, 1981, approved the Twin Group/Jessup Property lot 6 Final Plat. This was a proposal to divide one of the approved lots in the RPN (1.062 acres) leaving 13.938+ acres in residue. Proposal: The applicant is requesting the Planning Commission to approve an increase in the allowed slope on a private road from 18% to 24% grade. (18o grade is the maximum allowed by the private road ordinance). Staff Comment: A condition of ZMA-79-31 states that County Engineer approval of the private road plans is required prior to final subdivision approval. The applicant found, when road profiles were drawn up for this subdivision, that one section of the road, approximately 175' in length, exceeded the 18% maximum, allowable grade. The County Engineer has reviewed the applicant's road plans and profiles. (His memo is attached). The County Engineer recommends that a 24% grade be allowed for this private road with the requirement that the pavement specifications be improved to meet the new pavement standards adopted in June, 1981. The County Engineer also states that he feels there will be no difference in main-- tenance costs for the road. If the Planning Commission chooses to approve this request, the Staff recommends that the following condition of approval be required (in addition to the conditions required on the July 21, 1981 Planning Commission meeting): 1. The plat will be signed when the following condition has been met: a. County Engineer approval of pavement specifications (designed in accordance with June 1981 adopted specifications).
