Jessup Property, Route 654
Albemarle County
Attached is a xerox copy of the entrance grades to the Jessup RPN
Property. A recent review by our Traffic and Safety Office indicates
we will not require a left turn lane to be constructed along Barracks
Road to this property. However, due to the super elevation and the steep
projected grades from the property a maximum of a plus 3% grade will be
required and an appropriate entrance landing.
I am by copy of this letter and drawing to Mr. Tucker and Mr. Evans
making them aware of our review. If you should have any further
questions, please advise.

Dear Mr. Evans:
Reference is made to your letter of January 25, 1980, which I received
on August 13, 1981.
I have reviewed your calculations and offer you the,following method
which I use to determine the runoff control requirements.
16.0 Acres - Total land
x 50
0.80 Acres - Maximum impervious area allowed without a runoff control permit
-0.25 Acres - Area for new road
0.55 Acres - Area left for 10 lots without runoff control permit
This amounts to an average of 2,396 square feet per lot without a runoff
control permit.
I hope this will help in your design of the lots.

RE: Twin Group/Jessup Property RPN - Private Road
DATE: August 10, 1981
I received a plan and profile from Max Evans showing the referenced private road.
He showed two profiles for the road - one with an 18% grade (maximum allowed by
the private road ordinance) and one with a 24% grade. The 18% grade had cuts up
to 15 feet in some locations for as much as 100 feet along the road. This grade
would make it very difficult to get acceptable entrances into lots 1 & 2, not to
mention the amount of clearing and grading to get the necessary 2:1 slopes on the
cuts and fills. The alternate plan showing a 24% grade for 175 feet has less
destructive consequences than the 18% grade. At the lot entrances there is only
a 3-4 foot cut.
I would recommend that the 24% grade be allowed in this project with the require-
ment of the new pavement standards that were adopted in June of this year. I
feel that there will be no difference in maintenance of this road with this steeper
grade.

Please revise your plat to include the following comments. Five copies of the
revised plat must be submitted by noon, July 15, 1981 in order
for the Planning Commission to review it on July 21, 1981 , 7:30 p.m.
Board Room, County Office Building, Court Square, Charlottesville, Virginia. other-
wise it will be deferred to a later date. Please note that these comments should not
be considered final. THE APPLICANT OR A REPRESENTATIVE MUST BE PRESENT FOR THE
PLANNING COMMISSION MEETING.
No subdivision plat will be taken to the Planning Commission without all
applicable technical information as required by the Land Subdivision and Development
Ordinance. To assist the applicant and the Staff in this, please submit the
appropriate checklist along with the revised copies of the plat. Also, please read
any enclosed comments from other agencies and contact me if you have any questions.

1. Twin Group PRD Final Plat, Route 654: A private entrance permit
will be required for any new entrance onto Route 654.
2. Bickers Gasoline Purps Addition Site Plan, Route 250 W.: We would
recommend a slight shift in the alignment of the pump island, as well as
the existing island separating Route 250 from the property. In addition,
the placement of raised curb on the east and west property lines in order
to reduce width of entrance and to create a protected parking zone for
users of this property. I have discussed this recommendation with Mr.
Foster. A commercial permit will be required for this alteration.
3. Reed Rubin Final Plat, off Route 680: A private street commercial
entrance should be constructed at this location.
4. Carrie Lou Lamb Final Plat, end of Route 769: A private street
commercial entrance should be constructed at the end of Route 769.
S. Ednam Village, Section II Preliminary Plat, Route 250 W.: Ade-
quate entrances exists to Route 250. This'is a private subdivision and
we have no comment.
6. Lewis Estate Final Plat, Route 795: A private entrance permit
will be required.

It looks questionable to us that there is enough room for original septic fields
with the required alternate sites for septic fields to serve 44 units, particularly
when we don't know what these units will be used for.

I. Twin Groun PRD Final Plat - Soils in this area consist of Hayesville
silt loam. This is a deep well drained clay soil with bedrock at 60 inches.
There are some very stony soils :nearby.
2. Bickers Gasoline Pumps Addition Site Plan- No comment.
3. Reed_ Rubin F4.nal Plat- Soils in this area consist of Hayesville silt
loam on the ridge;, and Ashe loam on the steep slopes. Hayesville is a deep
well drained clad soil. Ashe is a shallow, excessively drained soil found on
steeper slopes. ro location map.
4. Carrie Lou Lamb Final Plat- Soils in this area consist of Starr silt
loam, Rabun clay loam and Myersville very stony silt loam. Starr is found
along streams and is subject to seasonal flooding. Rabun is a heavy clay
soil with hard rock at 40 to 60 inches. Myersville is a stony soil with
rock outcrop frequently.
�. Ednat Village Section II preliminary plat- No comment.
6. Lewis Estate Final Plat- Soils in this area are Mayodan loam and
-Bucks silt loam. These are both deep well drained soils.
7- Hen_Javor Site Plan - Soils in this area consist of Hayesville silt
loam. This is a deep well drained clay soil.

Here are my comments, with regard to the availability of public water
and sewer, for this month's meeting. If you or any of the developers
have any questions, please call me at your earliest convenience.
(1) Twin Group PRD Final Plat: Public water is available from
a 12" water line along Route 654. Public sewer is not avail-
able.
t(2) Bickers Gasoline Pumps Addition Site Plan: Public water is
available from a 6" water line near the intersection of Routes
240 and 250. Fire flows are presently near 875 gpm at 20 psi
residual with static pressures in the 90's. Public sewer is
not available.
(3) Reed Rubin Final Plat: No public facilities are available.
(4) Carrie Lou Lamb Fin.? Plat: No public facilities are available.
*(5) Ednam Village Secti; I Preliminary Plat: Public water is
available. A 10" c.,:c. r main will need to be relocated. Public
sewer will be available once the new AWm p.V 1: is ready for
operation and the first section of the Cron <nterceptor is
constructed. Construction plans for both a ities will be
