We typically do not ask for easements for the pipes in these situations,just the facilities. However,they should be indicated on the plan if they exist. I do not have a problem with the improvements being constructed over the pipe, RCP is sufficient enough to handle the weight of the new structure above. If it was HDPE I would probably be concerned.The'only thing I can think to ask for the clearance between the pipe and the proposed footing. III update that in my comments regarding this. To your other point,there seems to be no design standard in 30-7-5 that applies to this situation.The actual grading for this project is minimal to nonexistent, consisting only of minor grading around the footing of the ramp to bring the grade to the level of the new foundation.They are not making any major cuts or fill,and the walls being constructed do not act as retaining walls. Although again,you are correct these areas should be indicated on the plans. It appears that the new ramp and canopy, as well as the new canopies added to the two existing stairways lie in an area with Managed Slopes. They're not showing the slopes on the drawings, but they do exist according to our GIS and the last major amendment, SDP201400019.The canopies and new ramp will need to meet the design standard criteria in Section 18-30.7.5. Also, there is a storm drainage pipe that runs under the existing stairways and the new pedestrian ramp, but the plans do not show any easement boundaries around the pipe. I'm going to ask them to show and label all existing easements so I can check it on the next submittal, but I wanted to know if you had any comments or concerns about the improvements being located over top of the pipe.
