RE. Initial Site Plan for 2415 Ivy Road Commercial Redevelopment Project
Request for waiver of parking lot curb and gutter and parking lot surface.
Dear Frank:
Please consider this request to allow a portion of the parking area within the 2415 Ivy Road Commercial
Redevelopment project, located on Ivy Road adjacent to the Bell -Air Market, to be constructed without
curb and gutter and a few parking spaces to have an alternative parking surface. As stated in Section
18.4.15.a & g, the County Engineer may waive or modify these requirements.
The majority of the proposed parking for the redevelopment of the commercial building will have
parking with a curb and gutter system and asphalt surface. The proposed travelways shall also be
installed with curb and gutter and an asphalt surface. The redevelopment of the project is proposing to
utilize the existing paved and gravel area in the rear of the site for additional parking to the meet the
overall parking requirements. Currently, the majority of this area is a gravel parking and storage area
that was used for the Virginia Tractor Company with a paved travelway. The redevelopment of the site
will overlay the existing asphalt travelway and construct some additional paved parking areas and utilize
a few parking spaces on the existing gravel surface as the asphalt travelway is extended around the
building for Fire and Rescue accessibility.
The waiver of the curb and gutter for the parking spaces in the rear of the property allows the site to
maintain the existing drainage patterns in this area, and continue to drain to the existing infrastructure.
In addition, an existing yard swale is proposed to be upgraded to a water quality swale to provide some
stormwater management and detention for the site. These parking areas will be used primarily by the
employees of the businesses within the building, and the customers will primarily use the spaces
proposed on the front of the building and existing spaces on the east side of the building. Bumper
blocks shall be installed on the asphalt parking spaces that will not have a curb and gutter system to
prevent any cars from extending past the pavement area for these spaces.
