Subject: Hogwaller Farm community meeting/thoughts and questions
Hello David—
Thanks once again for offering to do the community meeting for this ZMA application.
Here (below) is what I would consider the main talking points for the community meeting, in case this is a useful
reference. None of this is really new material, I think it's all stuff we've discussed previously.
• Unique project—involves multiple properties, some in the City and one in the County.
• County property is currently zoned Light Industrial (LI); to use the property for the applicant's proposed use, a
rezoning or zoning map amendment is required.
• Specifically, the applicant wishes to rezone from Light Industrial to Rural Areas (RA), which allows for
agricultural, forestry, and fishery uses. The project narrative and application plan indicate that the property in
Albemarle County will not contain any improvements; it will be converted from forest to agriculture.
• The Comprehensive Plan designates the future use of this property for"Parks and Green Systems."That
designation is probably more geared towards green systems (conserve riparian ecosystem, and promote
sustainable watershed management). Adjacent Moore's Creek is currently designated as an impaired
waterway (?).
• The County requires the applicant to present the proposed project to nearby property owners (and other
interested community members) during a community meeting, to solicit initial feedback. The public has
additional opportunities to participate in the review process during public hearings conducted by the PC and
then the BOS.

And as you've pointed out, we also need to receive clarification from the applicant—do they intend to provide any other
application plan or other material?The County is probably looking to get clarity on:
- the existing conditions (is the berm existing, proposed, or are they proposing to modify an existing berm?);
- the limits of clearance and land cover conversions (what areas would be converted from riparian forest cover to
ag?);
- the graphic convention used for the "berm" (show contours/topo, not blobs).
And of course there may be other additional topics to discuss with the applicant?

FYI (below).
Pam Riley mentioned that, if the 9/11 meeting for Hogwaller Farm ZMA does not officially satisfy the County's
Community Meeting requirements, then she would like the Charlottesville Music Institute and Hogwaller Farm
applications to be put on the same 5th &Avon CAC meeting agenda (presumably in October— David mentioned that
the 9/21 agenda is already full).
However, at this point(pending verification from applicants), it appears that the meeting this Monday evening 9/11 will
be acceptable to Rick and Pam and everyone else involved.
Just FYI at this point; I'll follow up if anything changes.

I am able to attend the Monday night meeting.

I spoke with Tim this morning to find out if the community(and specifically the adjacent 12 property owners) had'been ti
notified in the required time frame for the Monday night meeting for it to be considered an official County community
meeting.
My main concern is that we provide the property owners and the community residents near the Hogwaller Farm ZMA an
opportunity to express any concerns or opinions they may have about the proposed project.
I mentioned to Tim that we have another application, the Charlottesville Music Institute, proposed to be located at 1740
Broadway, that may be put on the agenda of the 5th and Avon St CAC meeting for Sept 21st.
Given these two applications are in general proximity, it it turns out the Monday meeting can not be considered an official
community meeting for the County, it would be efficient for community members to hear about both applications at the
same meeting arranged for another time. That meeting could be a 5th and Avon St CAC meeting or it could be held in
the Woolen Mills area. As I mentioned to Rachel regarding the Music Institute application, the only Woolen Mills resident
on the 5th and Avon Street CAC is Brian Roy.
I defer to the staff on the final determination of whether Monday's meeting constitutes an official community meeting and
how to handle these community meetings on both applications. Thank you for listening to my input and for your efforts
on arranging these meetings.

And thank you for being willing to attend the meeting, despite the short notice. I agree—we only yesterday (September
7) received a copy of the meeting announcement, which was dated August 25. Receiving that letter earlier would have
been beneficial to all.
Hopefully both City and County property owners received that 8/25 letter with reasonably sufficient advance notice.
Based on the info I have from that letter, and in speaking with one of the City's Planners, the meeting logistics are as
follows:

that I can make the meeting so your email preceded his. His email,did not include time and location of meeting space in
Clark. I wonder how many of the Charlottesville residents will be able to make such a short-noticed meeting, especially
when the meeting time is not posted in the communication to us.
