1. [17-403] Groundwater assessment. The applicant paid the fee for a Tier IV Groundwater Assessment, however, this
assessment is not needed as the property is currently served by municipal services. Please work with the lead planner to
request a refund of this fee.
2. [ZMA198700007, 32.5.1(c), 32.5.2(a)] Setbacks.
a. In the project notes, revise the setbacks to those listed below. (Note: These setbacks were established by the
approved rezoning plan, ZMA198700007.)
i. Building setback: 30ft min
ii. Parking lot setback: loft min
b. Depict the setback lines on the plan maps for at least the existing and proposed site plans.
[32.5.2(i), 32.5.2(m), 4.12] Travelways and easements.
a. Please ensure all travelways are measured from face -of -curb to face -of -curb. It appears some travelway
measurements provided on the plan may be measuring from back -of -curb to back -of -curb. (Note: All
travelways must be at least 12ft wide.)
b. Provide deed book and page numbers for all access easements shown on the plan.
c. Provide a 2-way ingress/egress from the parking lot area to accommodate employees and emergency vehicles.
The current site configuration forces employees and emergency vehicles to go through the queuing area before
reaching the parking lot.
d. At the property's entrance/exit, provide pavement marking to indicate when 2-way vehicular travel becomes 1-
way queuing for the car wash facility. This will ensure that egress from the site is not obstructed.
e. Specify the direction of travel for the 12ft travelway shown between the queuing lane area and the car wash.
f. Adjust the moveable bollard/traffic cone label such that it accurately indicates where these improvements will
be placed.
g. On Sheet 3, please remove the two vehicles symbols adjacent to, but not within, the queuing area. They appear
to be left over from a previous version of the plan.
4. [32.6.2(a), 32.5.2(a)] Application reference number. On the cover sheet, please include the initial site plan application
reference number — SDP201900052. (Note: The final site plan will be given a separate reference number so it is suggested
that room be reserved so this information can be easily added in the future.)
5. [32.6.2(h)] Signature panel. Provide the following signature panel on the cover sheet.

6. [Comment, 32.5.2(a)] Sheets. The sheet index provided on the cover sheet suggests that several sheets may still be in
process. Please be aware that any sheet included in the Table of Contents must be provided before final site plan approval
can be granted.
7. [32.5.2(a)] Magisterial District. Include in the project notes or on the cover sheet that this property is in the Rio magisterial
district.
8. [32.5.2(a)] Zoning. Revise the following.
a. In the project notes, combine both "Current Zoning" and "Proposed Zoning" line items into one line item that
is simply labelled "Zoning". Site plans do not typically distinguish between current and proposed zoning
districts unless a change to the zoning classification is being proposed.
b. As part of the zoning notes, include the overlay districts to which this parcel subject. This can be done in
parenthesis following the zoning district. (Note: This parcel is subject to the following overlay districts:
Airport Impact Area, Entrance Corridor, and Managed Steep Slopes.)
9. [32.5.2(b)] Building height. Note that the maximum building height for this district is 65ft.
10. [32.5.2(f)] Watershed. Indicate on the cover sheet or in the project notes whether the property is located within a watershed
of a public water supply reservoir. (Note: The property is located in the South Fork Rivanna watershed which is not a water
supply watershed, however this information must be noted on the plan.)
11. [32.5.2(a)] Owner. Similar to the "Developer" and "Engineer" information provided in the project notes, include
information regarding the parcel owner as well.
12. [32.5.2(a)] Information Sources. Provide both the source of the topography and source of the survey.
13. [Albemarle County Engineering Policy] Benchmarks. Reference the benchmarks used for surveys.
14. [32.5.2(a)] Abutting parcel information. Please include the zoning district and present uses within the abutting parcel
information label(s).
15. [32.5.2(a)] Departing lot lines. Depict the departing lot line for tax map parcel TMP 45-94A (SCT Rio Hill LLC) along U.S.
Route 29.
16. [32.5.2(a)] Parcel boundary. Provide curve data for C1, C2, and C3.
17. [32.5.20), 32.5.2(l), Albemarle County Engineering Policy] Utility easements. Indicate the deed book and page reference for
all existing utility easements located on the property.
18. [32.5.2(d)] Slopes. Demonstrate where managed steep slopes areas are located on the property.
19. [32.5.1(c)] Dimensions. Show the dimensions of the building footprint on the plan.
20. [32.5.2(n), Albemarle County Engineering Policy] Retaining wall. Label the maximum height of the retaining wall.
21. [Albemarle County Engineering Policy] Sight distance. Indicate the available sight distance for left turn lanes.
22. [32.5.2(b), 4.12] Parking schedule.
a. The required parking for this application is 30 parking spaces. Anything over a whole number rounds up to the
next whole number, as the use requires more than [insert lesser number] of parking spaces. Please revise.
b. Indicate which spaces will be used as employee parking spaces. Staff recommends providing at least one
parking space per employee, being mindful of parking needs during overlap times if shift work is anticipated.
23. [32.5.2(n)] Paving materials. Indicate the proposed paving materials for the parking lots and driveways.
24. [32.5.2(n), 4.12.19] Dumpster pad. Provide a detail for the dumpster pad in accordance with Sec. 4.12.19.
25. [32.5.2(q)] Traffic generation figures. Provide traffic generation figures for the property in accordance with Sec. 32.5.2(q).
26. [32.5.2(n), 4.15.5] Proposed sign. If the applicant plans to locate a sign on the property, the intended location of the sign
must be shown on the site plan. Please be aware that signs are not approved with the approval of site plans, they are
approved through separate permits. See Sec. 4.15 for more information.
27. [32.5.2(e), 32.7.9.4] Landscape features to remain. On Sheet 2, provide a note/label regarding the general composition of
the vegetated area at the rear of the property (i.e. evergreen, deciduous, mix of type). For the portion of the wooded area that
will remain, provide a Conservation Checklist (attached). (Note: If ARB agrees, preserving this wooded area may act as a
substitute for providing an additional large tree along Woodbrook Dr. See review comment #28b below)
28. [32.5.2(p)] Landscape Plan.
a. It appears the symbology for the large trees species may have been accidental switched in the legend. Revise.
b. Like parking, when calculating the number of street trees needed, if more than "x" (whole number) of trees are
needed, please round up to the next whole number.
c. Due to the presence of an overhead power line across the front of the site, the applicant may also need to work
with Dominion Power to ensure that the proposed placement of street trees along U.S. Route 29 does not
interfere with power line maintenance.
d. Staff recommends removing from the plan proposed sodding that falls outside the property boundary.
e. See comments from the ARB review regarding other landscaping -oriented comments.
29. [32.5.2(n)] Outdoor lighting. Please be aware that if lighting over 3,000 lumens will be provided onsite, an outdoor lighting
plan and schedule, in accordance with Sec. 4.17, will need to be provided as part of the final site plan per Sec. 32.6.2(k).
30. [Comment] Will off -site, temporary easements be needed for construction?

31. Add the following note to the general notes page:
a. Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in
height require a stamped engineered design also. Walls require inspections as outlined in the USBC.
b. Accessible parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall
be at the same level as the parking space they serve.
c. ALL water lines, sewer lines, and fire lines from the main to the structure MUST have a visual inspection
performed by the building department.
d. All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks.
e. Building or structures built before January 1, 1985 must have an asbestos survey performed in order to apply
for a permit. Asbestos removal permits are required if positive for such. Contact VDOLI for additional
requirements and permits for demolition projects.

33. The 15' travel way must provide 20' of travel width for emergency apparatus as there is no other way to service the
building.
34. Provide the location of the closest hydrant. If the hydrant is more than 250' from the structure then a hydrant must be
provided on site. Any existing hydrants identified for use must not impact travel lanes when used for fire suppression.

6. Sidewalk abutting parking area should be 6' wide.

Dear Ms. Gleason:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Carter Engineering,
Consultants, dated August 21, 2019 and find it to be generally acceptable.
Please note that the final site plan must show conformance with the VDOT Road Design Manual
Appendices B (1) and F, as well as any other applicable standards, regulations, or other
requirements.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399

Dear Mr. DeBacker,
At its meeting on Monday, October 21, 2019, the Albemarle County Architectural Review Board
unanimously voted to forward the following recommendations on the above -noted Initial Site
Development Plan to the agent for the Site Review Committee:
Regarding requirements to satisfy the design guidelines as per § 18-30.6.4(2), (3) and (5):
A Certificate of Appropriateness is required prior to final site plan approval.
1. Ensure that the site plan building footprint, renderings, and building elevations
show the same design and details, including the depth of the bays.
2. Provide material and color samples, for all materials. Include material and color
information for all materials and building components on the architectural
elevation sheets (01-A1 and 01-A2). Indicate on the drawings the material and
color for the overhead door on the north side (exit) of the tunnel. Provide
material and color samples for the canopies, vacuum equipment, and auto
sentry and gate equipment.
3. Clearly specify if the large window area on the south end of the front of the
building is an overhead door or a window. If it is an overhead door, it is preferred
that it be glazed.
4. Show all structures and equipment in the site plan and renderings. Include
vacuum canopies in all graphics to allow for a complete review.
5. Ensure that all structures are designed to appear fully integrated into the overall
site.
6. Ensure that the material and color of the overhead door on the north side of the
building is integrated into the design of the building and the character of the EC.
If it is an overhead door, it is preferred that it be glazed.
7. Submit a window glass sample and specs with the next submission.
8. Add the standard window glass note to the drawings with the next submission:
Visible light transmittance (VLT) shall not drop below 40%. Visible light
reflectance (VLR) shall not exceed 30%.
9. Provide detail drawings and color samples for the vacuum and auto sentry
equipment.
10_ Provide in the plan all pay station and vacuum station -related elements
(canopies, trash cans, lighting, pay stations, etc.).
11. Eliminate the under -mounted LED lights contained in the vacuum equipment.
Provide drawings that confirm the lack of illumination.
12. Provide a dumpster screen detail in the site plan.
13. Ensure the dumpster is shown in the same location throughout all drawing sets.
14. Provide preliminary information on vacuum and pay station -related signage for
review.
15. Revise the drawings to show where building- and car wash -related equipment is
located. If the location is inside the building, note this on the plans. If located on
the rooftop, provide a roof plan showing equipment locations, and show the
equipment locations and heights on the elevation drawings.
16.Add the standard mechanical equipment visibility note to the drawings with the
next submission: Visibility of all mechanical equipment from the Entrance
Corridor shall be eliminated.
17. Provide a complete lighting plan for review. Include all building- and ground -
mounted lights in the lighting plan. Include specifications and manufacturer's
cut -sheets for all proposed light fixtures.
18. Remove the light fixtures shown above the three awnings in the middle bay of
the EC elevation.
19. Include the following standard note on the lighting plan: Each outdoor luminaire
equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff
luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads. The spillover of lighting from
luminaires onto public roads and property in residential or rural areas zoning
districts shall not exceed one half footcandle.
20. Provide the required large shade trees along the EC. Locate these to be outside
of the power easement.
21. Provide flowering ornamental trees interspersed among the required large shade
trees.
22. Revise the plant schedule so that the shade trees along the EC are 3 %2" caliper
at time of planting and the street trees proposed for Woodbrook Drive are 2'/"
caliper at time of planting.
23. Provide one more large tree parallel to Woodbrook Drive.
24.Add one more medium or large shade tree 2 %2 caliper at planting to the planting
area adjacent to the sidewalk on the west side of the building, near the southern
entrance.
25. Add two more medium or large shade tree 2 %2 caliper at planting to the planting
areas adjacent to the sidewalk perpendicular to the building that connects the
parking lot, entry aisles and building.
26. Provide at least four large trees along the west, and one more large tree along
the north, perimeters of the parking area. These trees must be at least 2 Y2"
caliper at time of planting.
27. Provide screening for the vacuum stations, the auto sentry and gate, and all
associated equipment. Provide screening shrubs along the southern and
northern borders of the property and along portions of the EC frontage that are
not screened by the building. The screening shrubs must be of a species,
spacing, and height that will provide the screening of all mechanical equipment
at the time of planting. If screening of mechanical equipment is provided
elsewhere then provide screening shrubs to the south, along the stormwater
management basin, at a minimum planting height of 24" to minimize the impact
of the stacking area.
28. Provide large shade trees, 2Y2" caliper at planting, in the planting island between
the entrance drive aisle and the parking spaces to help screen the vacuum
equipment.
29. Revise the planting height for the Inkberry and Yaupon Hollies to be at least a
minimum of 24".
30. Provide shrubs or other vegetation along the front of the building.
31. Add the standard plant health note to the landscape plan: All site plantings of
trees and shrubs shall be allowed to reach, and be maintained at, mature height;
the topping of trees is prohibited. Shrubs and trees shall be pruned minimally
and only to support the overall health of the plant.
32. Provide a pedestrian connection between the internal sidewalk and the sidewalk
along the edge of the EC.
33. Provide a label specifying the maximum height of the proposed retaining wall.
34. Revise the proposed contours such that they appear natural, rounded and do
not have less than a ten -foot radius throughout the site and where they blend
with the existing topography.
35. Provide the conservation checklist in the site plan.
36. Provide a tree protection fencing detail in the site plan and show the tree
protection fencing in the Grading and Draining Plan sheet.
37. Sign applications are required for all proposed signs. Eliminate cabinet style
signs or limit them to secondary signs. All cabinet type signs must have opaque
backgrounds. Reduce the number of colors used in the sign to be no more than
three (including white). Eliminate overly intense colors from the sign proposal.
Regarding recommendations on the plan as it relates to the guidelines:
1. Consider balancing the heights of the towers.
2. Consider moving the building further away from the EC, while maintaining parking and
equipment behind the building (as viewed from EC).
3. Consider shifting the travel lane to the south to create additional planting area
for screening in the planting island.
• Regarding recommended conditions of initial plan approval:
Prior to Initial Plan approval: None.
Regarding conditions to be satisfied prior to issuance of a grading permit:
1. Provide the conservation checklist in the site plan.
2. Provide a tree protection fencing detail in the site plan and show the tree protection
fencing in the Grading and Draining Plan sheet.

Conservation Plan Checklist — To be placed on Landscape Plans
(Handbook, pp III-284-111-297 for complete specifications)
The following items shall be shown on the plan:
❑ Trees to be saved;
❑ Limits of clearing (outside dripline of trees to be saved);
❑ Location and type of protective fencing;
❑ Grade changes requiring tree wells or walls;
❑ Proposed trenching or tunneling beyond the limits of clearing.
2. Markings:
❑ All trees to be saved shall be marked with print or ribbon at a height clearly visible to equipment operators.
❑ No grading shall begin until the tree marking has been inspected and approved by a County Inspector.
3. Pre -Construction Conference:
❑ Tree preservation and protection measures shall be reviewed with the contractor on site.
4. Equipment Operation and Storage:
❑ Heavy equipment, vehicular traffic and storage of construction materials including soil shall not be permitted within the driplines of trees
to be saved.
5. Soil Erosion and Stormwater Detention Devices:
❑ Such devices shall not adversely affect trees to be saved.
6. Fires:
❑ Fires are not permitted within 100 feet of the dripline of trees to be saved.
7. Toxic Materials:
❑ Toxic materials shall not be stored within 100 feet of the dripline of trees to be saved.
8. Protective Fencing:
❑ Trees to be retained within 40 feet of a proposed building or grading activity shall be protected by fencing.
❑ Fencing shall be in place and shall be inspected and approved by a County Inspector prior to grading or construction.
9. Tree Wells:
❑ When the ground level must be raised within the dripline of a tree to be saved, a tree well shall be provided and a construction detail
submitted for approval.
10. Tree Walls:
❑ When the ground level must be lowered within the dripline a tree to be saved, a tree wall shall be provided; and a construction detail
submitted for approval.
11. Trenching and Tunneling:
❑ When trenching is required within the limits of clearing, it shall be done as far away from the trunks of trees as possible. Tunneling
under a large tree shall be considered as an alternative when it is anticipated that necessary trenching will destroy feeder roots.
12. Cleanup:
❑ Protective fencing shall be the last items removed during the final cleanup.
13. Damaged Trees:
❑ Damaged trees shall be treated immediately by pruning, fertilization or other methods recommended by a tree specialist.
NOTE: IT IS THE DEVELOPER'S RESPONSIBILITY TO CONFER WITH THE CONTRACTOR ON TREE CONSERVATION
REQUIREMENTS.
