Response and reporting practices 1. Stormwater ManagementBMP's (1) The project proposes to use the existing SWM facility constructed to serve the overall Brookhill development to meet the water quality requirements of the subject property.The SWM facility, Pond 11,designed and approved to meet state and local regulations,can be found in the attached Stormwater Management Plan. 2. Other Controls (1) No solid materials, including building materials,garbage and debris shall be discharged to surface waters of the State,except as authorized by a Clean Water Act§404 permit. (2) Where construction vehicle access routes intersect paved public and private roadways, provisions will be made to minimize the transport of sediment by vehicular tracking onto the paved surface. Where sediment is transported onto a road surface, the road will be cleaned thoroughly at the end of each day. Sediment will be removed from the roads by shoveling or sweeping and transported to a sediment disposal area. Street washing will be allowed only after sediment is removed in this manner. Bulk clearing of accumulated sediment will not include flushing the areas with water. Cleared sediment will be returned to the point of likely origin or other suitable location. (3) The contractor shall ensure that compliance with applicable state or local waste disposal, sanitary sewer or septic system regulations is attained. (4) Contractor will ensure that no discharges from any temporary asphalt paving operations are allowed to enter into the stormwater system. (5) Contractor will ensure that any other potential pollution sources such as the storage of fertilizers, chemicals, vehicle fueling, sanitary waste facilities, etc. will be managed in a manner consistent with local and state regulations. The contractor will provide the owner with a list of any hazardous materials at least 48 hours before bringing the materials onsite. Materials will be handled in a controlled manner with as few handlings as possible. Materials will be stored and protected in accordance with the manufacturer's recommendations and requirements of the project specifications. G. Pollution Prevention Plan (1) Short and Long-Term Goals and Criteria (a) The construction-phase erosion and sediment controls will be designed to retain sediment on site to the maximum extent practicable and to eliminate or reduce discharges of oil, grease, floatables, suspended sediments or dissolved pollutants to receiving waters. (b) All Control measures must be properly installed and maintained in accordance with the manufacturers' specifications and good engineering practices. If periodic inspections or other information indicates a control has been used inappropriately or incorrectly,the contractor must replace or modify the control for site situations. (c) If sediment escapes the construction site,off-site accumulations of sediment must be removed by Contractor at a frequency sufficient to minimize off-site impacts (e.g., sediment in the street could be washed into storm sewers by the next rain and/or pose a safety hazard to users of public streets). (d) Contractor must remove sediment from sediment traps or sedimentation ponds when the volume of the wet storage has been reduced by 50%. (e) Litter,construction debris,and construction chemicals exposed to storm water will be prevented from becoming a pollutant source for storm water discharges (e.g., screening outfalls, picked up daily). Contractor will clean storm water inlets as required to ensure that grounds and public properties are maintained free from accumulations of waste materials and rubbish.All waste materials will be removed from the site and legally disposed at public or private dumping areas. Contractor will provide on-site containers for collection of waste materials, debris, and rubbish. The disposal of solid waste in open dumps is prohibited. The disposal of wastes into the storm drainage system or waterways is prohibited. The contractor will completely remove temporary materials and equipment when their use is no longer required. At the completion of the project,the contractor will remove waste materials,rubbish,tools, equipment, machinery, and surplus materials, and clean all sight-exposed surfaces. The project site will be left clean and ready for public use.All cleaning and disposal operations will be conducted in accordance with all current local, state, and federal codes, laws, ordinances, regulations, rules, standards, etc. Disposal of demolition and debris materials will be in landfills approved for such use by local, state, and federal regulatory agencies. Debris, rubbish, concrete, and other demolition material will be removed and transported in a manner that will prevent spillage on pavements, streets, and adjacent areas. Spillage that occurs will be cleaned up. Volatile wastes will be stored in covered metal containers and removed from the premises daily. The disposal of volatile wastes in storm or sanitary drains is prohibited. The contractor will prevent the accumulation of wastes,which create hazardous conditions. (2) Inspections The contractor will bear primary responsibility for daily inspections of all E&S devices and pollution prevention measures to ensure continuing effectiveness. A record of inspections and corrective actions shall be kept on-site. This inspection frequency shall be modified to every four(4)business days if a TMDL or exceptional waterway impacted by the construction is identified in this SWPPP. Contractor inspections shall be conducted as follows: • At least once every five(5)business days. • Within 48 hours of the end of a storm event that results in runoff.Where areas have been finally or temporarily stabilized or runoff is unlikely due to winter conditions (e.g.,the site is covered with snow or ice,or frozen ground exists)such inspections shall be conducted at least once every month. • Disturbed areas and areas used for storage of materials that are exposed to precipitation shall be inspected for evidence of, or the potential for, pollutants entering the drainage system. Erosion and sediment control measures identified in the plan shall be observed to ensure that they are operating correctly. Where discharge locations or points are accessible, they shall be inspected to ascertain whether erosion control measures are effective in preventing significant impacts to receiving waters. Where discharge locations are inaccessible, nearby downstream locations shall be inspected to the extent that such inspections are practicable. Locations where vehicles enter or exit the site shall be inspected for evidence of offsite sediment tracking. • Based on the results of the inspection, if contractor believes that stormwater controls are not operating effectively he will report such to the Design Engineer. The design engineer will revise the stormwater pollution prevention devices as appropriate, but in no case later than seven (7) calendar days following the inspection. • If the existing erosion and sediment controls need to be modified or if additional erosion and sediment controls are necessary, implementation will be completed before the next anticipated storm event. If implementation before the next anticipated storm event is impracticable, they shall be implemented as soon as practicable. Such modifications will provide for timely implementation of any changes to the plan within seven(7)calendar days following the inspection. • Contractor shall prepare a report summarizing the scope of the inspection,names and qualifications of personnel making the inspection,the dates of the inspection, major observations relating to the implementation of the stormwater pollution prevention plan, and actions taken in accordance with Part II F.4 and II G of the DEQ Stormwater Regulations.The report shall be made and retained as part of the stormwater pollution prevention plan in accordance with Part II B of the regulations. • Major observations should include: the location(s) of discharges of sediment or other pollutants from the site; location(s) of erosion and sediment controls that need to be maintained; location(s) of erosion and sediment controls that failed to operate as designed or proved inadequate for a particular location; and location(s) where additional erosion and sediment controls are needed that did not exist at the time of inspection. Such reports shall identify any incidents of noncompliance. Where a report does not identify any incidents of noncompliance, the report shall contain a certification that the facility is in compliance with the stormwater pollution prevention plan and this permit.The report shall be signed in accordance with Part III K of this permit. Copies of the report forms to be completed by the inspector are attached in Appendix B. The inspection reports will be signed in accordance with the permit requirements. These reports will be provided to the construction manager at the completion of the project. Section 7.
