Below are responses to the comment dated September 111. 2019. Planning Department — Cameron Lan ille 1. [32.5.2 (s)] Please add the application number. SDP201900045, to the project title on Sheet C- 001. State that this is minor site plan amendment 91 in the title. ✓ C-001: The application number has been added and the title indicates it is a minor amendment. 2. 132.5.2 (s)] In the signature panel on Sheet C-001. remove the Health Department and add Albemarle County Service Authority. ✓ C-001: The signature panel has been updated. 3. 132.5.2 (a)] Remove reference to SP201300027 in the Special Use Pcnnit and Zoning Overlay notes on Sheet C-001. ✓ C-001: The reference to SP 201300027 has been removed. 4. 132.5.2 (s)] Please revise the project narrative on Sheet C-00I so that it explains all proposed revisions in Phase 1. This includes the revisions to the drive -through lane design, the revisions to the location of the paved asphalt vehicular and pedestrian travel way down to Moore's Creek, casement vacations/revisions. lighting changes. landscaping changes; etc. ✓ C-001: Project narrative has been revised as requested. 5. 132.5.2 (a)1 Please provide the parcel boundary dimensions and add a note to Sheet C-001 stating the instrument number of most recent plat of record. ✓ C-001.: The parcel boundary dimensions are labeled, and the Instrument Number is included in the Site Data Notes 6. 132.5.2 (a)] Revise the Zoning Overlay note on Sheet I so that it states that "portions of the property lie aa-ithin the Preserved Steep Slopes Overlay District.' ✓ C-001: The zoning note has been updated 7. [32.5.2 (a) and ZMA201200007] The realignment of the 10' paved vehicle and pedestrian travel way down to Moores Creek is within an existing 15' public access casement recorded on a plat in DB 5013, pg. 259-264 with a deed of casement in DB 5013, pg.265-274. The revised alignment of the travel goes outside of that easement. Per the approved proffer 45C of ZMA201200007_ the existing casement will need to be vacated; and a new easement platted with an associated deed of dedication that dedicates the revised easement to Albemarle County for public use. a. Please submit an casement plat application for review and approval. b. Once approved and recorded. add labels to all applicable sheets showing the now easement boundaries and reference the instrument of the recorded plat and deed of dedication. ✓ An easement plat will be submitted under separate cover. 8. 132.5.2 (a)1 On Sheet C-001, please add the Steep Slopes note as stated on Sheet 1 of SDP201700012, ✓ Refer to sheet C-001.: The Steep Slopes note has been added. 'I1ue location and dimensions of all existing> and proposed improvements including buildings (maximum footprint and height) and other structures; walkways; fences; walls; trash containers; outdoor lighting, landscaped areas and open space; recreational areas and facilities; parking; lots and other paved areas; loading and scivice areas; signs; and the proposed Paving; material types for all walks, pausing lots and driveways. [32.5.2 (b)] Please add a note to the Site .Data table on Sheet C-00I stating the maxitnum building height permitted, and the proposed building height in accordance with Section 21.4 of the Zoning Ordinance. a. [32.5.2 0)] Please show all existing easements and water, sewer, and drainage syslems on the Sheet C-1.01. No easements are shown. State the easement. type (public/private), the width. and recorded instnrmcut number for the plat and deed of easement (if applicable). ✓ C-101: Existing easements are shown. a. Easements that will be vacated prior to this minor amendment approval should state the deed hook and page number of the vacation plat. ✓ An easement plat will be submitted tinder a separate cover. b. All new easements should be shown on Sheets C-206 and C-207. ✓ C-207 & C-208 All new easements are shown and labeled. 14. [32.7.8 and 4.1.71 Several revisions are needed to the Lighting Plan (Sheet C-501). See ARB comments I€1-5 for additional information. a. [4.17.4 (b) (1)] Provide additional foot-candle measurements within the: parcel. they are currently spaced too far apart. Revise the photometric plate to provide light levels all along; the property line along; 5th Street, ✓ C-501: The frequency of foot-candle measurements has been increased. b. However, the full extent of the pmperty is not visible, Page 2 16 17. Page 3 and internal landscaping is going to be installed as park of the site plan. for Phases 2 & 3 since hardscapes .i.n those areas are not being .installed/approved with this minor amendment. This plan should only show Iandscaping required for Phase 1, unless the intent is to provide all landscaping. Please clarify what the intent is. Additional comments may be forthcoming about revisions to the Plant Schedule and landscape plan drawing. a. Per the approved Application Plan of ZMA201200007, all Phase 1 landscaping around the retaining wall must be installed with Phase 1. The landscape plan must be enlarged to show those items. Update the Plant Schedule on Sheet C-204 as necessary. b. If internal parking lot trees or other vegetation being used for overall canopy requirements will be provided with the fixture site plan amendment for Phases 2 and 3. state this on the plans and remove those future items from the Plant Schedule quantities and calculation. ✓ C-204 & C-205: Landscaping plan and scheduling has been revised. [32.7.9.5 (b)] Street trees must be provided 35' O.C. along Sth Street. See ARB comments for additional details, and revise Sheet C-204 as necessary. ✓ Refer to sheet C-204: The trees along 5`' street have been adjusted. 132.7.7.9 (c)l Please add a note to the landscape plan that states "All landscaping and screening shall be maintained in a healthy condition by the current owner or property owners' association and replaced when necessar-y. Replacement material shall comply with the approved landscape plan." ✓ Refer to sheet C-204: The note has been added. ARI3 Margaret Maliszewski l , 'Ihe lighting plan shows a number of revisions not included in the description on the site: plan cover sheet. Parking lot pole light fixtures differ from those previously approved. Parking lot pole lights must have a consistent appearance throughout the development. I.f.'lighting changes are proposed in. this minor amendment, lighting on the entire site must be addressed with this amendment. ✓ Minor site plan amendment for phase 2 will be submitted after phase 1 has been approved. T'he light fixtures on the phase 2 minor site plan amendment will match the fixtures in phase 1. 2. Foot. -candle levels on the photometric plan are spread too far apart to detennine consistency with the ordinance and guidelines. Revise: the photometric plan to provide light levels all along the property line along 51h Street. ✓ C.'-501: The frequency of font -candle measurements has been increased. 3. 'I'lie photometric plan shows a maximum light level of 29.7-foot candles. 20 foot-candles is the maximum approvable to greet EC guidelines. Please revise the plan accordingly. 4. Include the standard lighting; note on the lighting plan:F.ach outdoor luminaire equipped with a lamp that ernits 3, 000 or more initial lumens shall be a Mall culoffluminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and awry from adjacent roads. Light pole locations shown on the lighting plan differ somewhat from those shown on the site, grading and utility plans. Revise the quantity and spacing of the large trees along 5th Street to 35' on center all along the frontage. ✓ C-204: 7'he trees along 5th street have been revised. 7. The landscape plan is difficult to read, Marie plant synibols are too light to read when shown under pipes, etc. In the p1w t schedule, the smallest symbols are too small to clearly distinguish them .t:rorn each other. Revise accordingly. ✓ C-204 & C-205: the landscape plan has been revised 8. 'There appear to be inconsistencies between the plant schedule and the plan in the quantities of some plants. Please check the Red Maple, Willow Oak, Allee Elm, and Fsasiern Red Cedar. ✓ C-204: The planting quantities have been revised. 9. Show on the landscape plan a boundary between the Phase 1 and Phase 2 Nellie Stevens/Little Gem planting; that corresponds to the Phase I and Phase 2 quantities in the plant schedule. ✓ C-204: A phase line has been added and the phase 2 landscaping has been removed. Page 4 CDD Inspections — Michael Dellinger 1. Add the following note to the general notes page: "Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineer design also. Walls require inspections as outlined in USBC. ✓ C-001: The note has been added. 2. Add the following note to the general notes page: "Accessible parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall be at the same level as the parking space they serve. ✓ C-001: The note has been added. 3. Add the following note to the general notes page: "ALL water lines, sewer Lines, and fire lines from the main to the structure MUST have a visual inspection performed by the building department," ✓ C-001: The note has been added. 4. [C-206&207] The improvements are not shown.1Yre plan needs to show that the easements encompass the utilities. ✓ C-207 & C-208: The utilities and improvements are now shown. Page 6 Fire .Rescue — Shawn Maddox 1. Please add a note indicating a Knox box is required on the structure, Location can be coordinated with the hire Marshal's Office. ✓ Refer to sheet C-001: A note has been added. 2. The FDC must be shown on the site plan acid located within 100- of a fire hydrant. The preferred location is off of the building. ✓ Refer to sheet C-203: Proposed FDCs have been added. 3. The curb on the median in the right in/right out at 5"' street should be n.iountable due to the restriction of the travel lame in order to accommodate larger emergency vehicles, ✓ Refer to sheet C-201: The island curb is now called out as CG-3 Please let me know if you need any additional information.
