Incidentally, how is easement plat review progressing with Andy Reitelbach? Elam, E-mail sent last Monday included request for a sediment trap (ST) —a substantial new comment. Having reviewed revised plans sent as .PDF last Friday: 1. All prior Engineering review comments are addressed, including design -related email request items sent 6-May 2019 (save one; item for T. Shumate, above). 2. Certain non -design -related items persist, required for VSMP Plan approval. 3. New Engineering review comments should typically be held to a minimum, but on 6-May, Engineering requested ST design —yet not a word of protest. 4. A number of review errors stressed the review process. The number of (review) errors was high. At no point did you or Tom express frustration. Again, not a word. Tom /Elam: I am grateful for calls several weeks ago, which advanced design and review. Your responsiveness and initiative kept this on track. Email would not have helped as much. Thank you Please keep an eye out for Approval -pending VSMP /WPO Memo, which outlines Process. This memo will state non -design -related requirements which persist (required prior to VSMP Plan approval), including: easement recordation, VAR10 permit issuance, retaining wall coordination with County building permits (not required for VSMP Plan approval, but possibly required for building permit approval), and print plan set submittal (4 -full size) /SWPPP (ESC /SWM Plan) inserts for approval. Elam, excellent work —multiple comments are withdrawn; there were multiple review errors. I appreciate speaking with you several weeks ago. The most substantive remaining comments: 1. Reverse benches on 2:1 cut slopes above facility, and Swale A may require revised contours. Swale A, if 12' wide, may be in pavement. 2. Given 10-yr. depth of flow in swales, A, B, C, (0.370', 0.200', 0.123') 12' width may be reduced to 8.67' to provide 0.66' depth. A design decision. 3. Swale typ., with 5:1 side slopes and 2' bottom appears to be 12.0' wide. Swales B, C appear to scale 6'-0" in plan view, C-1.02. Revise plan view width to scale. 4. Banked 2:1 cut slope (contours 810', 816') and swales A, B, C, should be shown to scale in plan view, with grading that matches typ., and benches that convey runoff to edges of cut slope. 5. A typical detail for benches is required. Recommend benches extend 10'-15' beyond edge of cut slope at 0% grade, to serve as a natural level spreader. 6. Benches do not require easement, but should receive periodic maintenance, indefinitely. If length of benches not extended, erosion may occur at edge of cut slope. 7. Engineering recognizes 4' horizontal: 1' vertical grade (bench contours at 8101, 8161), but a bench detail, as well as contour labels (810', 816') at very edge of cut slope should help ensure design is built. 8. I lost track of 4' width approaching edge of 2:1 cut slope —a trick of the eyes, perhaps, but we need to ensure 4' bench (reverse bench that fits within 4 horizontal: 1 vert) carries at least to the edge of the cut slope (recommend extend 10'-15' beyond edge). 9. Need SWPPP logs 10. C-2.01, Note 2: Provide a tentative schedule for exploring soils in the detention basin in at least 2 locations, since Haysville loam is prone to piping. 11. Alternative (to 10.): Provide C-2.01 Note requiring contractor to export soils evaluated by a qualified geotechnical professional as unsuitable for basin embankments (based upon sampled physical properties). 12. If I I., provide Note requiring suitable fill material for basin embankments. 13. If I I., provide Note specifying qualified geotechnical evaluation, with reports submitted to owner and Albemarle County, describing suitability of on -site soils for extended detention basin embankments. 14. Geotechnical Note should specify classes of suitable (fill) soils, and reports must indicate that suitable soils are used to construct extended detention basin embankments. 15. Need 18" DIA Ex. Det. Pond outfall pipe length, slope, INV in/out labels on Section through Detention Basin, C-2.01. 16. A few edit changes (C-1.02 basin discharge INV out elev. (170 LF at 0.5%) appears to be 789.65', for example). 17. Note: Work within existing 30' Easement requires coordination with VDOT / VDOT Land Use Permit. Given review errors /extent of review comments, this submittal is exceptional —calculations, profile, attention to design, data /notes provided, energy balance eq. —this is a comprehensive response. My fault. The plat needs to provide an easement that more than encompasses the wet pond, an area beyond pond embankments to allow maintenance in the future —we recommend 10'-15' beyond limits of grading required to construct the wet pond.
