a relatively simple process, and VDHR has a quick turnaround time. I am also copying Rebecca and Lea
(Zoning) on this email, since this relates to a proffer and I want to be sure Zoning is updated and is
satisfied with how this proffer is being addressed.
ARB staff were able to figure out that this site has been surveyed before — please see attached "Hip
House VCRIS" report. Blake at VDHR confirmed this survey and that it was done well before the proffers
for ZMA2005-3. This survey did not include the outbuildings. However, the staff report for ZMA2005-3
references multiple buildings, which are likely these outbuildings. This is the building at 3640 Lonesome
Pine Lane. Please see staff report language below:

Therefore, to satisfy this proffer per VDHR standards, the VCRIS database needs to be updated to
include all the outbuildings as well. Blake said this process can be accomplished relatively quickly once
the field work is done. From Blake, here is what is needed:
Reconnaissance Documentation
The following materials shall be provided for each recorded property:
1. One (1) hard copy reconnaissance -level documentation form utilizing V-CRIS for the data entry;
2. One (1) set of 3'z" x 5" or 4" x 6" color photographs placed in neatly labeled photo transparent sheets
and labeled according to DHR requirements;
3. One (1) set of digital images saved on a CD-ROM or shared via large file transfer system as an
uncompressed .JPG file, 1600x1200, at 300 dpi. Individual digital images shall be named and organized
according to the convention found in DHR's Survey Photograph Policy (2016); and
4. One (1) site plan sketch of each property indicating the relationship between the primary resource(s)
and any secondary resource(s), the public sidewalk and street or road and neighboring properties,
significant landscape features and any significant natural features such as creeks and rivers.
The buildings only need to be photographed from the exterior. A consultant with a VCRIS license can
complete this update. Alternatively, you may contact Blake (804-482-6086 or
blake.mcdonald@dhr.virginia.gov) to get a free VCRIS license that allows data entry only. Blake
encouraged you to contact him directly to compete this process.
In summary, I believe updating the VCRIS database per Blake's instructions would satisfy this proffer. I
would need Zoning's determination on whether this needs to be fully completed before I can
conditionally approve the site plan, or if it just needs to be in the VCRIS queue by the time I need to take
an action (July 3rd)

Tori,
As an alternative — for our recent Birdwood project that had existing houses on it, I'm told that the
County has an architectural historian that looked at those prior to demolition of those houses.
Is that something we could do here to satisfy this proffer?

Tori,
Thanks for your email. There are some existing houses located on this property that are actually in
the process of being scheduled for demolition.
Would we still need to go through the process and expense of a study if these houses are planned to
be removed? They are not historical, 60s-70s era construction I believe.

Hi Elise and Todd,
My name is Tori Kanellopoulos, and I am the lead reviewer for SDP2019-23 UVA Encompass Health,
which goes to SRC tomorrow. I know Tim Padalino normally reviews UVA projects, however given his
workload I took this project. I have been coordinating with Tim and Zoning on this site plan and the
proffers. After meeting with Zoning today, there is one proffer that, based on our Proffer Tracking
System, has not yet been met and is required prior to initial site plan approval:

I was wondering if you all have any background on this, and maybe it has already been submitted? Or
could be submitted prior to my action letter due date (July 5, although I will be off, so really July 2 or 3)?
Zoning determined that this needs to be done prior to initial site plan approval.
Separately, we are also meeting with legal tomorrow to determine the timing of the CCP, although we
expect that the initial can be approved conditionally before the CCP.
Please let me know if you have any additional insight or any questions. I have sent John Hash at
Timmons all review comments except those related to the proffers. This appeared to be the only proffer
that would hold up the initial site plan, and my other proffer comments are just for information
purposes (and relate to other projects Tim is reviewing).
