Explanation: In accordance with Section 4.12.6 of the Zoning Ordinance the Zoning Administrator has final say over the total required parking spaces for a hospital. Given that Encompass Health operates 131 physical rehabilitation hospitals across the United States (see letter titled "RE: UVA Encompass Health Rehabilitation Hospital Parking Requirements" dated July 3, 2018) and has an understanding of the parking demand these types of facilities generate, Zoning has no problem with their proposed calculation of 80 beds equaling 160 required parking spaces. If this number or calculation significantly changes Zoning asks that the applicant re -submit a parking request for Zoning approval. Let me know if you have questions. This just needs to be done before the final site plan, so no rush. We don't expect any significant changes in parking needed — it's just a requirement of the Zoning Ordinance. As 4.12.6 indicates you will need to send me a "parking study' that justifies the number of parking spaces you are proposing. Basically, what I need is some information that explains how you came up with the number of spaces whether it is industry standards, number of employees, proposed number of patients, etc. I just need some way to confirm what you are proposing is adequate. As for a determination request, I think your email shall suffice. Once I receive the parking study I can make my determination and attach it as Zoning Review Comments on the Site Plan. These review comments will in essence be a Zoning Administrator determination of the parking requirements. Feel free to send me any parking related documents by email and let me know if you have questions! From 4.12.6 Parking Requirements Hospital: The number of proposed spaces shall be shown in a parking study submitted by the hospital. The number of required spaces shall be determined by the zoning administrator. In making the determination, the zoning administrator shall consider the recommendations in the parking study, traffic generation figures either known to the industry or estimated by the Institute of Transportation Engineers, peak parking demands, and other relevant information. (Amended 2- 5-03). Also, I will be out all next week on vacation, so if it is urgent I could certainly get someone else to review it next week. I'm not familiar with this site plan or its deadlines. At this time we have proposed 70 beds with a future expansion to include 10 additional beds (80 beds total). Our first initial site plan submission provided 128 regular spaces with 32 ADA spaces (10 van spaces). I would like to formally request a determination be made for the required number of parking spaces associated with this public use hospital. Please let me know if you require a formal letter or any other documentation to issue a determination.
