This project is approved. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Provide signed registration statement (section 1) and signed certification (section 9). Rev.1: Plan cannot be approved until these are provided. Rev.2: Comment addressed. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. No objections. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Proposed conservation easement should be labeled as "SWM Forest & Open Space." Any Forest and Open Space used in the VRRM worksheet will need to be shown on an Easement Plat and labeled as 'SWM Forest and Open Space'. Rev. 2: This easement can be recorded with the subdivision plat. When will the subdivision plat be submitted? Rev. 3: Comment addressed. Plat submitted. 2. The following note will need to be placed on both the VSMP plan and the Easement Plat:"The SWM Forest and Open Space Easement is subject to the guidance set forth by DEQ in the Virginia Stormwater Management Program. The areas will remain undisturbed in a natural, vegetated state, except for activities as approved by the local program authority, such as forest management, control of invasive species, replanting and revegetating, passive recreation (e.g., trails), and limited bush hogging to maintain desired vegetative community (but no more than four times a year)." Please also update the note on the cover sheet under stormwater to reference forest & open space, not conservation easements. Also, on Sheet C7.0 in the water quality analysis. Rev. 1: Comment addressed. 3. A SWM maintenance agreement will be necessary before the plan can be approved. Rev. 3: Comment addressed. 4. Provide SWM facility easement around SWM-1 and the level spreader. Rev. 1: Comment addressed. 5. Show DB&PG for all existing easements. Rev. 1: Comment addressed. 6. Sheet 4 narrative states that stormwater quality is being treated by grass channels and a level 1 extended detention pond, however the design calculations & narrative show forest & open space as the only quality facility. Please clarify. Rev. 1: Comment addressed. 7. The concentrated stormwater flow from SWM-1 must be released into a stormwater conveyance system per 9VAC25-870-66. There is no channel at the current proposed outfall location. The buffer may be disturbed for this outfall, however there must be a mitigation plan for the disturbance. Rev. 1:Comment addressed. 8. Lot 4 appears to need a driveway culvert. Please show size, design, etc on the plan. Rev. 1:Size is shown however design/calculations appear to not be shown. Rev. 2: Comment addressed. 9. Provide a drainage area map. This should show DA to all culverts, ditches, etc. Rev. 1:Please ensure all areas are clearly identified, for example, the lot 4 driveway culvert DA, and the DA to inlet 202. Rev. 2: Comment addressed. 10. Road ditch section should be 3:1 or flatter (2:1 is shown). Per VDOT APPENDIX B(1) SUBDIVISION STREET DESIGN GUIDE, FigureB(1)-8, Minimum ditch width (front slope) should be 4 feet or greater, based on slopes of 3:1 or flatter (Gentler slopes promote homeowner maintenance of ditches). Rev. 1: Comment addressed. 11. Please review storm sewer design computations on Sheet C6.0. It appears the lower invert is incorrect, which is showing a slope less than the minimum 0.5%. The profile appears correct. Rev. 1: Rev. 1: Comment addressed. 12. Show calculations for the pipe from the riser to the SWM-1 outfall. Rev. 1: It is unclear where these calculations are shown. Rev. 2: Comment addressed. 13. Engineering appreciates the hatches and areas shown on Sheet C7.0. It is very useful to distinguish the areas used in the VRRM spreadsheet. @ Rev. 1: Comment acknowledged. 14. Please review analysis point location. The outfall at SWM-1 is the only concentrated stormwater flow. Energy balance can be used at this outfall point. If the current analysis point is used, you must show that all channels to that point are adequate. Also, please address flood protection at that point. Rev. 1: Comment addressed. 15. Provide design calculations for the level spreader. Drainage area, sizing, etc. Rev. I: Show calculation for Q used in level spreader design. (where did the 3.71 CFS come from?) Rev. Rev. 1: Mitigation plan should have a planting plan and mitigation area should be in an easement since it is outside of the buffer. Is there a reason is it outside of the buffer? See attached checklist. Rev. 2: Comment addressed. D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Provide a wash rack with a place for the water to settle out at the construction entrance. Rev. 1:Provide WR symbol on plan sheet. Rev. 2: Comment addressed. 3. Provide temporary seeding (TS) symbol on E&S plan. Only permanent seeding was shown. Rev. 1: Mulching should also be shown. Rev. 2: Comment addressed. 4. Offsite water appears to be draining towards the site from the north. This does not appear to be considered in any of the calculations and drainage areas. Rev. 1: Comment addressed. 5. Provide design specifications for outlet protection (size and dimensions) and specify them on the plans. Detail is not sufficient and requires contractors to try to figure out requirements. Rev. 1: Comment addressed. 6. Rev. 2: Per the VESCH 3.18 (page III-156), the bottom grade of the rip -rap shall be installed at 0% slope. Please show this 0% slope to all applicable outlet protection on the plan. Rev. 3: Comment addressed. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to Engineering Review Comments Page 4 of 4 discuss this review. Process: After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
