Commissioner November 05, 2019 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Mat Wentland Re: St. Francis Avenue — Road Plans SUB-2019-00147 Review # 1 Dear Mr. Wentland: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Shimp Engineering, P.C., dated September 12, 2019, and offer the following comments. I. Provide ADT and the design and/or posted speed for Route 743. Provided ADT appears to be incorrect. 2. Is the existing entrance built to low- or moderate -volume commercial entrance standards? Will the proposed subdivision increase the number of trips enough to warrant entrance upgrades? This is pertinent information that should be included on the plans. The existing entrance geometry is required and must meet the commercial entrance requirements found in Appendix F of the Road Design Manual, including adequate intersection sight distances. 3. Provide turn lane warrant analyses, including a trip generation for the existing veterinary facility combined with the proposed subdivision 4. Note that the final subdivision plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
