HomeMy WebLinkAboutSDP200200133 Review Comments 2003-01-24 • Planning The Albemarle County Department of Planning and Community Development will grant final tentative approval of the above mentioned minor site plan amendment when the following conditions have been satisfied: (The following conditions are those that have been identified at this time. Additional conditions may be added or eliminated based on further review.) 1. [32.5.6.a] List the SP number(SP-92-16) and the conditions that are associated with that permit. The SP number and conditions were added to the plan (sheet 1). 2. [32.5.6.a] The bearing and distance notations are missing from the property line located on the west side of Gasoline Alley near the 9.79' N88*42136"E line. The bearing and distance has been added(sheet 2). 3. [32.6.6 g& 4.12] For all parking and loading areas, indicate: size; angle of stalls; width of aisles and specific number of spaces required and provided, and method of computation. Indicate type of surfacing for all paved or gravel areas. Parking space requirements and number provided are shown on sheet 1. The number and size of each space is shown where the spaces are shown (sheet 2). Aisle widths and other pertinent distances between spaces and another feature are shown. Gravel surface is indicated on the plan (sheet 2) and below the computations on sheet 1. 4. Remove note 23 from the general construction notes since it has nothing to do with this plan The note has been removed 5. Remove the notation of the gravel parking area to the east of Gasoline Alley. This is not approved as part of this plan. I removed the word "parking"because it is not a parking lot for this parcel, but it is a gravel area and indicated as such (sheet 2). 6. Delineate the area sketched on the attached exhibit for the sale and display area more accurately. It does not appear to match the sketch and the sketched area appears to be greater than what is shown on the plan. The display are appears to meet all of the appropriate setback so please show all appropriate setbacks on the new.plan as requested by Zoning. The sketch referred to is very inaccurate and will not close with the data provided However, every way that I drew the area it is behind the setback line. \r_ 7. The location of the parking spaces is accesses from off site. Provide .all appropriate cross access easements and Only one entrance is used to this parcel and it is noted on sheet 2. 8. Describe the change that this plan is being submitted for. The change and reason for the plan are noted on sheet 1 under Site Development Data. The following is a requirement of the Special Use Permit. The county does not have an approved lighting or landscaping plan. Please work with Zoning on the lighting. All landscaping shall be selected from the current list of RECEIVED IN PLANNING JAN.24,2003 recommended landscaping. Landscaping has been added to the plan (sheet 2 and sheet 3). Also, no new lighting is proposed The existing night light on the building burnt is operable and will be placed on the front of the new building as shown on the plan. Note under General Notes. The standard lighting phases are also listed on sheet 1. 9. [32.7.9.6 c] Provide six (6) large street trees evenly spaced along the 347' of frontage along Gasoline Alley. If it can be determined where the frontage actually ends then the number of trees may be adjusted per the ordinance. One (1) large street tree for every 50' for public road frontage. This parcel only fronts along approximately 250 ft. of Gasoline Alley so 5 trees are required, but 6 are shown. Computations, requirements, and provided numbers are shown on sheet 2. 10. [32.7.9.7 b] There appear to be 38 parking spaces. Four large or medium shade trees will be required for parking lot landscaping. There are 33 parking spaces now, so 4 interior trees are required 6 trees are in the biofilter, so there are 2 extra trees. 11. [32.7.9.7 c] Complete the row of street shrubs along the frontage of Gasoline Alley. Shrubs of like kind are shown between the street trees and listed on sheet 2. Zoning The Albemarle County Department of Building Code and Zoning Services will approve this site plan amendment for zoning compliance when the following items have been satisfactorily addressed. The Building Official may provide separate comments. [Each comment is preceded by the applicable reference, which is to the Zoning Ordinance unless otherwise specified.] 1. [32.5.6(a)] Adjacent parcel 147 is zoned both C-1 and HC. Please revise the note on the plan. The zoning has been corrected on sheet 2. 2. [32.5.6(b)] Please note on the plan the maximum square footage for the entire building. The maximum square footage is shown on the building location on sheet 2. The value was in the Site Development Data on sheet 1. 3. [4.12.6.5] Please dimension the travel aisles. All travelways have been dimensioned 4. [21.7.1] The required setbacks for this parcel are as follows: 30' building setback and 10'parking setback from public streets. Please show and label these setbacks on the plan and remove the notes referring to the setbacks from residential and rural properties. The area for rental vehicles must meet the parking setback. Setback requirements have been changed on sheet 1 and are now shown on sheet 2 along the public road(Gasoline Alley). 5. [SP 92-16, Condition#1] Approval of the SP was conditional on staff approval of a landscape and lighting plan. An approved plan is not in County files. Please demonstrate compliance with this condition. Landscaping has been added to this plan and no new lighting is proposed The only light on the parcel is a night light on the building that burned That light still works and has been there from the previous owner. It will be relocated to the front of the new building as shown on sheet 2 of the plan. Engineering The site plan amendment for Greenbrier Service Center, formerly Gasoline Alley (SDP-84-50) and Walton Motors(SDP-95-057) does not contain sufficient information for review. The plan must clarify what is changed from the approved site plan, and must detail and provide computations for traffic, drainage and stormwater management. A copy of the approved site plan the applicant is working from could be provided with the plans to clarify. The latest approved site plan on file in the Engineering Department is from 1984, and shows a very small service center office with six parking spaces. A small addition to the office was added in 1987. (A copy of this plan is attached.) There is no record of approval for the plan amendments submitted in the 1990's. A survey conducted in 1994, and the current plan, show extensive changes to the site. Some changes needed, based on the information submitted, might be; regrading and paving of public parking areas, redesign and rebuilding of the stormwater management basin, rebuilding of the stormdrains under the parking area, provision of drainage, stormwater management and access easements, and possible improvement to the road serving the site. The plans in the_files are so inaccurate, do not agree between Zoning and Engineering, and are mostly an E&S Plan, that this plan essentially updates the conditions as they exist as well as the change in the footprint of the building. The owner proposes to update his Special Use Permit to have a larger area to store his rental vehicle business and to allow parking of 2 trailers used to gather tires for recycling. Application to be submitted January 27, 2003. A BMP(biofilter) was designed to handle the runoff from this parcel as well as the parcels above Storage above the biofilter will handle a post 10-yr. event. Minimal grading is proposed as noted in the notes on sheet 1. Some grading is required to get the building constructed and to ensure that all runoff goes into the biofilter. All the runoff should enter the biofilter area with a small amount of grading around the biofilter area. Water will also enter through the underground drainage system coming down the north side of Gasoline Alley. That pipe connects into the DI in the biofilter. The DI in the biofilter connects to a DI in a field on the opposite side of the railroad track and subsequently exits into a sediment/detention pond over mile away. Building Provide one van-accessible, barrier-free parking space, with its associated 8' wide access aisle, as close as practicable to the building entrance. [2000 Virginia Uniform Statewide Building Code; 1996 BOCA National Building Code, Sections 1105.1, 1105.4 and 1105.5] One HC parking space with 8 ft wide access aisle was added at the front of the building.
