May 22, 2017 Mr.IT Newberry, Senior Planner Albemarle County Community Development 401 McIntire Road Charlottesville,VA 22902 RE: Letter of Revision Request for SDP 2013-00044 Old Trail Village Block 1, Phase B &Block 3 Phase C Final Site Plan Dear Mr. Newberry, I am writing to request a Letter of Revision of the Old Trail Village Block 1, Phase B &Block 3 Phase C Final Site Plan, SDP2013-00044.The proposed revision to the approved plans affects Block 3C. The approved final site plan showed a 15,500 sf 4-story building located in the northeast quadrant of the intersection of Old Trail Drive and Ashlar Avenue.This letter of revision is to modify the footprint and area of that building.The new building will be a 21,745 sf 4- story building.The building is broken up into 1,575 sf of retail space, 1,250 sf of office space along with 8 2-bedroom apartment units and 4 1-bedroom apartment units. The building also contains a ground level parking area with eleven (11) parking spaces. The building footprint crosses the shared property line between tax map parcels 055E0- 01-3C-000A0 &055E0-01-00-000EO.This will require a boundary line adjustment,which will be submitted separately.The building footprint also extends into the adjacent parking spaces.The existing six (6) spaces will be removed as part of this project and replaced with the ground level parking area within the building footprint. This revision will not entail any modifications to the utilities. However,there are modifications to several of the existing easements within the two subject parcels.A plat with these changes will be submitted separately. Letter of Revision Request SDP2015-00035 1 One of the easement modifications will be to the existing public drainage recorded at Deed Book 4771 Page 480.The easement is located at the southeastern corner of the project area. This easement will be reconfigured to be a private easement that is offset 5' on one side of the pipe,and 15' on the opposite side of the pipe.We have discussed this option with Dennis Seale, Permit and Subdivision Specialist Sr. at VDOT. Dennis has verbally agreed to this modification. The parking on Blocks 1 and 3 of Old Trail Village is under an existing shared parking agreement. The approved plan showed that the subject area of Block 3C would require 81 parking spaces and that Block 3 would have 13% shared parking to cover the deficit. The developer met with Ron Higgins on May 3, 2017 to discuss the impact of the proposed project on the existing shared parking agreement.The revised plan for Block 3C requires 51 parking spaces and Block 3 would now have 5% shared parking to cover the deficit. With the revised parking information, it was concluded that there would be no impact to the existing shared parking agreement.An updated parking analysis has been included in the plan set. The proposed revisions detailed above are minimal in nature and I believe that they meet the intent of ZO 32.3.3.b.2 in that the revisions (i) adhere to the standards and requirements of the Zoning Ordinance and ZMA, (ii) comply substantially to the approved plans (iii) will have no adverse impact on adjacent lands or public facilities.
