Subject: SUB201900120 Stonefield Block D2 — Boundary Line Adjustment and Easement Plat
The County of Albemarle Planning Division will grant or recommend approval of the Boundary
Line Adjustment and Easement Plat referenced above once the following comments have been
addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
Planning (Tori Kanellopoulos):
REV 1: New Comments
1. Please relocate Detail #1 on Sheet P5, to be out of the parcel boundary (maybe further
down the sheet), as Detail #2 is. Otherwise, Detail #1 appears at first glance to be
another parcel or easement.
2. To note: Ensure all new easements shown on this plat are shown on future submittals of
in progress SDP2019-12 (such as the SWM easements).
First Submittal Comments:
1. General Comments:
a. Please note that all new easements shown on the site plan SDP2019-12 must be
approved and recorded with an easement plat before the site plan can be
approved. Staff has reviewed both the site plan and this easement plat, and it
appears all proposed/adjusted easements are shown.
1. REV 1: There appears to be a private drainage easement that is
shown on SDP2019-12 but is not shown on this easement plat.
This is the easement shown adjacent to the property line and
Houston Street.
ii. An easement may be needed for the proposed stairs that are partially off -
site. Staff will follow up with a determination.
1. REV 1: Staff has determined that a letter from the adjacent owner
is sufficient, and that an easement is not required. Please provide
a letter from the adjacent owner stating that the work for the
construction of the stairs is acceptable.
b. This should be processed as a Boundary Line Adjustment, not as a vacation plat.
Please remove all references to `vacating'. Lots 22-61 and Lots 90-104 and the
Area shown (that is, part of TMP 61 W-3-D2-A) should be added to and combined
with one of the existing lots. Such as:
L "TMP 61 W-3-D2 lots 23-61 and lots 90-104, and the Area [label more
specifically, see below] shown, are added to and combined with TMP
61 W-3-D2 lot 22."
1. REV 1: Addressed.
H. The area shown should not be labeled `open space', as that is a specific
term and this is not required open space. Label instead could be "Portion
of TMP RMI_, -_n?A" fnr --ample.
1. REV 1: Addressed.
iii. The symooi for comoining parcels (land hook) should be used for each
parcel to show that a Boundary Line Adjustment is being processed.
1. REV 1: Addressed.
iv. Therefore, the final TMP could be: Revised TMP 61W-3-D2-22.
1. REV 1: Addressed.
c. [14-302(A)(3)] Streets and ROW. Include the ROW for all streets shown and
include DB/PG if applicable.
L REV 1: Addressed.
d. Remove references to `vacated' easements —they should be `abandoned'.
i. REV 1: Addressed.
2. Sheet 1:
a. [14-302(A)(1)] Title. Revise project title to the following: "Boundary Line
Adjustment and Easement Plat for Stonefield — Block D2, Phase 2."'
i. REV 1: Addressed.
b. [14-302(B)(5)] Zoning. Include a note on the plat that the parcels contain
proffers: "The subject properties contain proffers per ZMA200100007,
ZMA201100004, ZMA201100007, and ZMA201300009".
i. REV 1: Addressed.
c. [14-302(B)(5)] Zoning. mulude the following zoning overlays in the Notes:
Entrance Corridor and Airport Impact Area.
i. REV 1: Addressed.
d. [14-302(A)(9)] Building site. Add the required building site note: "Revised Tax
Map Parcel [insert number here, based on number chosen based on BLA
comment] and Revised Tax Map Parcel 61 W-3-D2-A each contain a building site
that complies with section 4.2.1 of the Albemarle County Zoning Ordinance."

e. [14-302(A)(11)] Parcels and owners. Include the owner and title information for
the other parcels as well in the Notes (22-61 and 90-104, which have the same
owner, as listed in the second Statement of Consent).
i. REV 1: Addressed.
3. Sheet 2:
a. [14-303(D)] Acreage. The acreage tabulation should be revised to be clearer.
Please revise to show the portion of TMP 61 W-3-D2-A and the acreage of the
lots being added to and combined with TMP 61 W-3-D2-22 (for example) and the
acreage of revised TMP 61 W-3-D2-22. There should not be references to
common or open space

4. Sheet 3:
[14-302(A)(4)] Easements. Remove reference to `vacated' — should be
`abandoned' easements. Also, it appears some of the easement is hatched,
however some is not. Please clarify if more area should be hatched.
i. REV 1: Addressed.
5. Sheet 4:
j4-302(A)(4)] Easements. Remove reference to `vacated' — should be
`abandoned' easements. Also, label if the drainage easements are public or
private.
i. REV 1: Addressed.
6. Sheet 5:
a. [14-317] Easements and maintenance. Include documentation to show who will
maintain the proposed private access easement. This may be accomplished by
updating the existing documents for this area of Stonefield as well.
i. REV 1: Updated or new covenants and restrictions are needed to show
who will maintain proposed or revised private easements. This
documentation will be reviewed by the County Attorneys Office. If the
open space park area for Block D2 will be partially on two parcels, this
should also be reflected and addressed.
b. [14-302(A)(4)] Easement dimensions. Some dimensions for the proposed
easeme- 'n the S/W corner of the lot appear to be missing. Please include.
i. REV 1: Addressed.
7. Sheet 6:
[14-302(A)(4)] Easements. The drainage easement along Houston Street is
labeled as hatched area being abandoned, however no hatched area is shown.
Please clarify if this easement is affected by this plat.
i. REV 1: Addressed. Easement is remaining.
ACSA (Richard Nelson):
1. Adjust ACSA easements to reflect construction drawing comments.
2. REV 1:
a. Add note: water and sewer easements are to be centered on as -built locations.
b. Update easement call outs to:
i. New 20' ACSA Sewer Easement
ii. New 20' ACSA Water Easement
iii. New Variable Width ACSA Water and Sewer Easement
Engineering (John Anderson)
1. Include filterra easements with the resubmission to meet SWM requirements prior to
VSMP approval.

2. REV 1: See attached letter dated October 13, 2019.
