Jefferson St. Charlottesville, VA 22902 whit _,evergreenbuilds.com Re: Bond reduction request for Greenloft Farm Road Plans Thank you for the documentation regarding completion of Greenloft Farm. A held inspection was performed by this office on 11/14/19. This bond was originally $721,510.00 and is currently at $444,130.00. The total bond can be released upon the completion of the following items: 1. Please provide a signed and sealed certification from the Engineer preparing the as-builts that they have visually inspected the site (along with the date of inspection) and the as -built plans accurately reflect field conditions. 2. The visual inspection of the road does not appear to show that a third layer for the required Prime and Double Seal has been installed, only the two layers that were present during the 2018 inspection. Please provide documentation from the paving company that the full length of the road and cul-de- sac has been Prime and Double Sealed. 3. The cul-de-sac has been enlarged by putting down a heavy tar and chip layer, not the required Prime and Double Seal. There are areas where the subgrade can be seen through the paving. There is also no shoulder provided and the tar and chip extends to on top of the rip rap channel. A 6' shoulder will need to be provided outside of the 96' cul-de-sac per the approved plans. This will require the ditches to move farther out and require additional easements on the lots. 4. Sections of the road shoulders will need to be re -graded to allow runoff from the road to directly enter the ditches. 5. A pipe has been installed across the road between lots 8 and 9 that was not part of the approved plans and has not been shown on the as-builts. The road will also need to be patched to remove the dip. The pipe outfall will need to be into a channel that satisfies DEQ water quantity requirements and an easement will be needed on the lots. Please submit VSMP and Road Plan Amendments showing this change. 6. The road in front of lot 9 has a gap between the lane paving. 7. The entrance will need to be cleared of gravel, the holes repaired, and the connection to the state road will need to be smoothed out. 8. The provided pipe video disc was unable to be viewed, but the report showed two areas with an infiltration runner in pipes 13 and 15 and an area of concrete in pipe 15, which will all need to be repaired and re-videoed.
