Subject: SUB201900172 Dunlora Park Subdivision Phase II - Final Plat
The County of Albemarle Planning Division will grant or recommend approval of the Subdivision Plat
referenced above once the following comments have been addressed: [Each comment is preceded by the
applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [14-302(A)5] On sheet 6 revise the grading easement note as follows: "Variable Width Temporary
Grading Easement Hereby Dedicated to the County ".
2. [14-303(e)] Revise note #17 and relabel the alley easement throughout the plat as follows:
"Variable Width Private Alley Easement & Utility Easement to Benefit Lots 29-42 ".
3. [15.3] Revise note #16 as follows: "Bonus level cluster development - no minimum lot size —
required to maintain 25% open space as specified in Sect 2.2.3 and Sec 4.7 of the zoning
ordinance. "
4. [14-404, 14-435] The private alley is the single point of access for lots 29-42. Prior to final
subdivision plat approval the private alley shall be built or bonded.
5. [14-317] Instrument evidencing maintenance of certain improvements. Prior to final subdivision
plat approval submit the maintenance agreement ensuring the perpetual maintenance of the
stormwater management facility, the open space areas, the alley, and any other improvements that
are to be maintained by the HOA in perpetuity. County Attorney approval is required prior to final
plat approval.
6. [Comment] Please verify whether there is grading proposed on Lot 28 to construct the alley. If
there is, provide an offsite grading easement to permit this grading prior to final site plan approval.
Also, based on my review of the site plan it appears that there are guardrail posts partially located
on Lot 28. Verify whether these guardrail posts associated with the alley are located on Lot 28. If
they are then the alley will need to be shifted slightly to remove these guardrail posts from Lot 28
or an easement will need to be provided.
Engineering — John Anderson
1. Certain arcs appear to need to be included in the curve table, and are not; for example: (V4)
L=11.33', L=10.66; (V5) L=17.77', L=0.78', L=5.55; (V6) L=0.81'. Please ensure curve table is
accurate.
2. V4: Provide bearing, distance, and ties for 5' Sanitary Lateral Easements.
3. V6: Show existing SWM Forest and Open Space easement (DB 4967, PG 133), which is not
modified or vacated with this subdivision plat.
4. V5 /V6: Leader lines should delineate edges of "Alley A" Variable width Private Access and
Utility Easement.
5. V3, V5, V6: Provide SWM Facility and Permanent Drainage Easement. Ensure easement width
for proposed underground detention system meets easement width dimension guidelines listed at
Albemarle County Design Standards Manual, p. 15; link:

7. Provide Access Easement between Varick Street and new SWM Facility easement (see comment 5,
above). (Also, please ref. SUB201800153) Partially addressed. Applicant response (10/18/19):
Access provided through Lindley Place. See note 17 on sheet V1.' While note helps, please revise
Var. Width Private Access & Utility Easement label on V5 and V6 to Var. Width Private Access,
Utility & Public SWM Facility Access Easement. V1 note is descriptive but insufficiently detailed
reference to a public easement, especially since Lindley Place is built across lots (private access).
SWM Facility easement requires graphic representation and label/s to provide adequate notice to
property owners of existence and location of a public SWM Facility Access Easement.
8. New, but identical with Engineering review comments 2, 3 (9/26/19) — Ref. C. Perez /Alb. Co.

2. Submit signed & sealed retaining wall design plans. Also, ref. email sent to Collins Engineering,
9/27/2019 3:53 PM.
3. Update/Record easement plat prior to approval; please include off -site temporary construction or
permanent grading easements on Lot 28, east of Lindley Place, required to construct Lindley Place.

Note: Engineering suspends review of plat pending review of response to J. Anderson /Engineering
email sent 9/27/2019 3:53 PM. That email requests confirmation that design of Lindley Place
(Alley) with retaining wall required to support Lindley Place may be constructed without a
temporary construction, or permanent off -site grading easement. Unless overlooked, response to
9/27 email is pending /not received.

1. Please ensure the recorded plat can accommodate an emergency apparatus turn around. This will be
required during the site plan process.

Staff has provided references to provisions of Chapter 14 of the Code of the County of Albemarle. The Code
is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website
which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of
Section 14-229(B) of Chapter 14 of the Code if the developer fails to submit a revised final plat to address all
of the requirements within six (6) months after the date of this letter the application shall be deemed to have
been voluntarily withdrawn by the developer. If you have any questions about these conditions or the submittal
