(Geosyntec) is resubmitting the reference site plan revisions per the 17 July 2018 comments and subsequent revise comments dated 08 August 2018. Enclosed for your review and approval with this site plan submission are the following: • Eight(8)folded copies of the Site Plan • One (1) copy of Gordonsville Substation Expansion Geotechnical Investigation and Slope Stability Analysis • One(1)copy of the York River Watershed—Nutrient Credit Availability letter • One(1)copy of the York Watershed—Nutrient Credit Pricing letter Below are responses to County comments: Albemarle County Planning Services (Planning): Tim Padalino (tpadalino@albemarle.org) — Requested Changes 1. [Zoning Ordinance Sections 5.1.12.b, 32.7.9.1.h, and 32.7.9.7.d]: Please revise the landscape plan (Sheet 11) to incorporate landscaping screening that is not less than twenty (20) feet in depth and which consists of a double staggered row of evergreen trees planted fifteen (15) feet on center, or a double staggered row of evergreen shrubs planted ten (10) feet on center, or an alternative vegetative screening approved by the agent. This double staggered row of evergreens would also achieve consistency with the original requirements of CU- 149 as established 3/22/1972. UPDATE 8/8/2018: After a site visit conducted on August 8 with Ms. Laura Mausolf and other members of the applicant team,the Planner has determined that the proposed number and location of landscaping materials as shown on Sheet 11 is acceptable in this particular context. Original comment#1 no longer needs to be addressed or resolved. Acknowledged, Thank you. engineers I scientists I innovators 2. [Zoning Ordinance Section 32.7.9.4.d]: Please revise the landscape plan (Sheet 11) to include the "verification of compliance" note (that it satisfies the minimum landscaping and screening requirements of Zoning Ordinance section 32). UPDATE 8/8/2018: After a site visit conducted on August 8 with Ms. Laura Mausolf and other members of the applicant team, the Planner has determined that this note must still be added — although it should be modified to include a clause explaining that the minimum landscaping and screening requirements in Zoning Ordinance Section 32 are satisfied "...to the extent that they are applicable and feasible in this particular context, due to site constraints and due to limited visibility from adjoining properties"or something similar. Please refer to sheet 11,landscape note# 7 where this has been addressed 3. [Zoning Ordinance Sections 32.7.4.1.a and 37.4.2]: This Final Site Plan Minor Amendment cannot be approved unless and until a Water Protection Ordinance Plan / VSMP Plan is approved by the County. This includes the requirement for easements to be dedicated to the County for all stormwater management facilities and drainage control improvements located on the site. (Please see CDD- Engineering comments.) UPDATE 8/8/2018: Mr. Frank Pohl, PE, CFM,County Engineer has clarified and confirmed that the proposed project shown on SDP201800047 is being permitted through DEQ and a local VSMP Plan approval is not required. Separately, Mr. Pohl has also confirmed that the proposed slopes (greater than 2:1 grade) require a waiver to be requested, reviewed, and approved. (Please see CDD-Engineering comment#3, below.) CDD-Engineering must issue a tentative approval for this site plan minor amendment (including approving a waiver request regarding slopes greater than 2:1 grade) before the Planner will provide final County approval for SDP20800047. Acknowledged Please refer to the Gordonsville Substation Expansion Geotechnical Investigation and Slope Stability Analysis for supporting documentation to the waiver of a slope steeper than 2:1. The design recommendations in the report are also reflected on Detail Sections A & B on sheet 13. Please consider this Analysis Report and plan revision as the waiver request to construct a 1.5:1 slope. Albemarle County Engineering Services (Engineering): Matt Wentland (mwentland@albemarle.org) — Requested Changes 1. A separate VSMP plan, including application and fee, will need to be approved prior to the amendment being approved. Please refer to the County's website and Chapter 17 of the Ordinance for plan requirements and the application. It appears that all of the required information is in this plan set, so changing the cover sheet may be all that is needed. A full review of the ESC and SWM measures was not conducted with this review. Please submit a waiver request and include demonstrable hardship and the provisions for permanent stabilization and structural stability (if this is submitted along with the VSMP, you can include references to where these are found on the plans).
