Thanks for checking in.That sounds good for the powerpoint, 30 minutes are allotted but if we don't use the full time,
that's totally fine.
I verified this meeting with Scottsville District Supervisor Rick Randolph before sending the mailings and both he and this
district's Planning Commissioner, Pam Riley,should have received mailings.The entire Board/Planning Commission were
also CCed on the submittal notice for this project and should be aware, and the agenda was just sent out to the CAC.

I think by COB Friday should be fine to get them in the mail given the holiday and the late notice. COB today works for
Supervisor input. Copies of the letters typically go to the staff member and the PC& BOS members in the project's
district.
Appreciate your flexibility on this,this process is a bit less structured than our typical site plan review.

1. We need to get these labeled and out basically tomorrow to hit 2 weeks prior(=July 4). Should we wait until COB
today for any Supervisor input and then go?
2. Your list has yourself, a Planning Commission member, and a Supervisor, but the GIS doesn't produce that. Do
we need to send letters to you three? (My list does have County of Albemarle Finance Div. included...)

Hi Helen,
We do have some criteria for balloon tests for personal wireless service facilities/cell towers, but since this is a unique
review there aren't really any guidelines and we have some flexibility.We typically fly the balloon from around 8:30AM-
noon when the public is notified about the balloon test.The requirements from Section 5.1.40 are pasted below. I don't
think(a) or(b) are applicable, and our staff will probably take care of(e).
6. Balloon tests. For any proposed monopole or tower,photographs taken of a balloon test,
which shall be conducted,if requested by the agent,as follows:
(a) Scheduling. The applicant shall contact the agent within ten (I0) days after the X. X
date the application was submitted to schedule a date and time when the balloon
test will be conducted. The test shall be conducted within forty(40)days after the
• date the application was submitted, and the applicant shall provide the agent with
at least seven (7) days prior notice; provided that this deadline may be extended
due to inclement weather or by the aggccmcnt of the applicant and the agent.
(b) Marking key boundaries and locations. Prior to the balloon test, the locations of X X
the access road,the lease area,the tower site,the reference tree,and the tallest tree
within twenty five (25) feet of the proposed monopole shall be surveyed and
staked or flagged in the field.
(c) Balloon height. The test shall consist of raising one or more balloons from the X X
facility site to a height equal to the proposed facility.
(d) Balloon color or material. The balloons shall be of a color or material that X X
provides maximum visibility.
(c) Photographing balloon test. The photographs of the balloon test shall be taken X X
from the nearest residence and from appropriate locations on abutting properties,
along each publicly used road from which the balloon is visible, and other
properties and locations as deemed appropriate by the agent. The applicant shall
• identify the camera type, film size, and focal length of the lens for each
photograph.

Additionally, I've.contacted the chair for the 5th &Avon CAC and they're planning to provide 30 minutes on the agenda
for this project at their July 18th meeting. For the community meeting,we typically ask that adjoining property owners
within a 500' radius receive a notification letter advising them of the proposal and the meeting date.This would cover
the neighbors on Stagecoach Road, but I'm waiting for confirmation from the Scottsville District's supervisor that this is
sufficient. We do have a template (attached)that you can fill out with the details of the project.The meeting will be in
conjunction with the 5th &Avon Community Advisory Committee's July meeting, and will be at 7:00 PM on Thursday,
July 18th in Conference Room C at the County Office Building at 1600 5th Street, Charlottesville,VA 22902. Regular mail is
fine, but having the letters sent at least 2 weeks in advance of the meeting is preferable: would it be possible to have the
letters out by the end of this week? I'll hopefully be able to provide a mailing list by the end of today.

Hi Helen and Gabe,
I wanted to reach out to let you both know that I will be the lead reviewer for this project, which has an application
number of CCP201900002.This process is unique because of the public use, but I had a couple questions I'd like to run
by you to help with the public comment and my review of this project.
Our precedent with the Board for public facility proposals has been to treat the CCP process similar to a legislative
review (rezoning or special use permit), including a community meeting. In lieu of a formal/standalone community
meeting, I think a good option would be to provide a brief overview of the project to the 5th&Avon Community Advisory
Committee, a Board-appointed group that often serves as this area's venue for community meetings.This group meets
next on Thursday,July 18th at 7PM at COB5.Would either of you be available that evening to share some information
about the proposal and field questions from the group?
Next,although the primary review criteria for this specific use will be the Community Facilities chapter of the
Comprehensive Plan,this project is within the County's Entrance Corridor overlay district and potentially within
Monticello's viewshed.With that said, I'm anticipating that the visual impacts will be one of the community's largest
concerns and I think it would be helpful to conduct a balloon test for the facility to gauge visibility and ensure I can
address this in the staff report. I'll be out of the office 7/3 through 7/15, but would this be something we could try to
schedule for the end of July or early August?
I'll let you all know if anything else comes up—it's still pretty early on in the process, but I'm currently thinking that this
will be scheduled for one of the Planning Commission's September meeting.
