We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. Professional seal should be signed and dated. Rev. 1: Comment addressed.
2. WPO has been approved, however this plan must comply. Was culvert 1 part of the WPO Plan? It
appears to be a concentrated outfall which was not considered? Rev. 1: Comment addressed.
3. Culvert 1 should be analyzed for the 25-year storm since it is an emergency access road. Rev. 1:
This comment was referring to culvert 1 shown on sheet 12 that is off of the emergency
access road. Calculations are not evident on this plan. Rev. 2: Comment addressed.
4. There appears to be a private road off of Farmhouse Road that has no profile or typical section.
Please clarify. Rev. 1: Noted that the details for this travelway will be part of the site plan. It
is not approved with this plan. Please provide the site plan number on the note on Sheet 4.
Rev. 2:Comment addressed (on PDF review, not hard copy).
5. Provide horizonal curve information (start point, end points, radii). Rev. 1: Comment addressed.
6. Any pavement markings should be labeled and dimensioned. Rev. 1: Comment addressed.
7. Rev. 1: Please reference the approved WPO Plan # anywhere you notate, per approved
VSMP Plan. Rev. 2: Rev. 2:Comment addressed (on PDF review, not hard copy).

1. Rev. 1: Provide mid -block pedestrian crosswalk crossing McComb St near the Alston St
crosswalk and intersection to provide complete pedestrian connectivity from roundabout up

Subject: SUB2019-071 Pleasant Green- Phase 1 Road Plans
1. Sidewalks and street trees should be bonded with the road plans.
Rev1: Comment needs to be addressed with bonding.
Rev2: Comment still applicable.
r,-,,--ed private alley does not connect to Alston Street?
Rev1: Comment addressed since VDOT does not permit connection.
3. As commented on during the initial site plan (SDP2018-068): "Will the alley need to be a
road for frontage purposes for Phase 2 of this development? If so, this alley should be a
public private road and will need to meet all the requirements including sidewalks,
street trees, etc. If it will be a private road, a justification will be required under 14-233.
In addition, the lots will be double frontage lots and need to include screening as
required."
Rev1: Comment addressed with layout revisions.
4. Any parking and landscaping related to parking should be removed from the road plans,
including landscaping within the open space areas. The road plan landscaping should
just include landscaping related to the right of way/street trees. The required
landscaping outside of the right of way will be reviewed and approved with the site
plan. Revised the landscape plans and plant list accordingly.
Rev1: Comment addressed.
5. Any required street tree landscaping that is not within the right of way will be required
to be in an easement that will need to include a deed for maintenance.
Rev1: Comment will need to be addressed with a plat after road plan approval.
Rev2: Comment addressed. Plat submitted.
6. Any notes outside of those required for the road plans should be removed from the
road plans. For example, density and parking requirements are not needed for road plan
approval.

Rev1: Comment partially addressed. Please note that any improvements shown
outside of the road requirements including lots, lot layouts, building, landscaping,
open space, etc are not approved with this road plan. Site plan and subdivision
approval will be required for those elements outside of the right of way.
Rev2: Note above still applicable, however can approve road plan.
New Comment:
1. A special use permit has been submitted that includes roads within this plan and
recommended conditions that may affect the layout of the plan/lots. A new road
plan may be required if the SP is approved with the recommended conditions of the
SP.
Rev2: Comment still applicable. Applicant will take the risk that new road plans
may need to be submitted once special use permit goes through the process.

Dear Ms. Cox:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 3
May 2019, revised 4 October 2019, and offers the following comments:
1. The 15mph speed Iimit sign for the roundabout should be replaced with a yellow advisory
sign type W 13-1.
2. Please replace the keep right signs with Type 1 object markers. Additionally, the splitter
islands should be mountable curb.
3. The fastest path diagram suggests that greater deflection is necessary as the radii would
allow for speeds greater than the desired 15mph. The angle of the north approach and/or
the width of the splitter island may need to be modified.
Please provide one copy of the revised plan along with a comment response Ietter. If further
information is desired, please contact me at 434-422-9782.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
