Please find our responses to the comments below in bold lettering. Albemarle County Planning Services -- Planner — Mariah Gleason: 1. [32.6.2(a)] Application reference number. On the cover sheet, please include the initial site plan application reference number — SDP201900051. (Note: The final site plan will be given a separate reference number so it is suggested that room be reserved so that information can be easily added in the future.) Sheet C0.0 has been updated to reference the initial site plan application number. 2. [32.5.2(s)] Coordination of plans. Incorporate the planned Ivy Road Sidewalk project into the site plan for this property. The County is relocating a waterline and making bike lane and sidewalk improvements. In addition, the County has acquired temporary and permanent easement that must be shown on the site plan. See review comments from Jack Kelsey attached. The plans have been updated to reflect the Ivy Road Sidewalk project scope received from Jack Kelsey and Kimley-Horn (design engineer). 3. [32.5.2(i), Albemarle County Engineering Policy] Rights -of -way and easements. a. The proposed building will not be allowed to encroach into the existing VDOT utility easement. See review comments from Jack Kelsey attached. The proposed building has been shifted out of the existing VDOT utility easement. b. The proposed parking configuration and dumpster pad encroach on an existing right-of-way as well as an adjacent property, TMP 60-39. Approval of the parking configuration and dumpster pad location will require: A realignment of the existing 20ft ROW easement, and An off -site easement from TMP 60-38 CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIS I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES All proposed easements are shown on Sheet C8.0. c. Clarify the easement that is to be abandoned (Sheet C4.0). All easements to be abandoned have been labeled on Sheet C2.1 rather than C4.0. 4. [32.5.2(k)] Proposed sewer and drainage facilities. Show all offsite storm sewer and sanitary sewer easements needed for development. (Note: If new off -site easements are proposed/needed, they must be approved and recorded prior to final site plan approval.) All proposed easements are shown on Sheet C8.0. 5. [32.5.2(1)] Overhead Power Line. Is the existing overhead power line to the existing 2- story stucco building to remain in place (Sheet C4.0)? No, this existing overhead powerline is to be removed. Sheets C4.0 and C2.1 have been updated to reflect this. 6. [32.5.2(b)] Parking waiver. A parking waiver request will need to be submitted and approved, in accordance with Sec. 4.12.2, for the reduced parking schedule. Parking calculation on Sheet C0.0 has been updated. A parking waiver is no longer required for this development. 7. [32.6.3] Parking structure. Please be aware that additional information for parking structure will be needed with the final site plan. See Sec. 32:6.3 for more information. See architectural drawings for additional information regarding the parking structure. 8. [32.5.2(n)] Loading and service areas. Please confirm if loading or service areas are needed for this development. If they are, please demonstrate this area on the plan, in accordance with the requirements of Sec. 4.12.13. 1 loading space is required with this development and has been shown on Sheet C4.0. 9. [32.5.2(b), 32.7.9.6(a)] Parking and vehicular circulation areas. Please provide the maximum amount of paved parking and other vehicular circulation areas, if not already included in the plan. This amount must be used to calculate the minimum landscaping to be provided within the parking area, per Sec. 32.7.9.6(a). (Note: If the resulting figure differs from that provided in the table on Sheet 1-2.0, please update the figure and resulting calculations to match.) The maximum area of paved parking/circulation areas has been added to Sheet C0.0. 10. [32.5.2(e), 32.7.9.4(c)] Existing landscaping. Please confirm that there are no other trees that exist on the property. County GIS imagery shows the additional trees along Twin Sycamores Lane and a stand along the rear boundary line of the property, yet Sheet C2.0 shows only two tree stands. Existing treelines have been added to the plans. 11. [32.5.2(p), 32.7.9] Landscape Plan. Please review and revise the following: a. As required by Sec. 32.7.9.7(a), commercial development must be screened from adjacent residential uses, therefore this development will need to provide screening along the rear property line. A Special Exception request was submitted on November 4, 2019 to waive this requirement. b. On the table on Sheet L2.0, please update the interior tree canopy sf to match those provided in the County's Plant Canopy Calculations document located on the Albemarle County website. This revision may require updates to the Tree Cover Calculations table as well. The calculations have been updated on Sheet L2.0. c. If the parking area + vehicular circulation area measurement is updated, please update the Interior Parking Lot Landscape Area Requirements table, per Sec. 32.7.9.6. The table has been updated on Sheet L2.0 and matches the quantity listed on Sheet C0.0. 12. [32.5.2(a)] Zoning. In the zoning notes provided on the cover sheet, please also note that this property is within the "Airport Impact Area Overlay". This has been added to Sheet C0.0. 13. [32.5.2(a), 4.20] Setbacks. In the setback notes provided on the cover sheet, revise the "Side and Rear" notes to state "Adj. to residential: 50ft (structure), 20ft (off-street parking or loading space)". Setback notes have been updated accordingly on Sheet C0.0. 14. [32.5.2(f)] Watershed. Indicate on the cover sheet whether the subject property is located within the watershed of a public water supply reservoir. (Note: The property is not located in a water supply watershed, however this information must be provided on the plan). Watershed information has been added to Sheet C0.0. 15. [32.6.2(h)] Signature panel. Remove the "Health Department" signature line and add a signature line for the "Albemarle County Architectural Review Board". The signature panel has been updated accordingly on Sheet C0.0. 16. [32.5.1(c), 32.5.2(n)] Dimensions. Show the following items on the plan: a. Dimensions of the building footprint. Building dimensions have been added. See Sheet C4.0. b. Provide the maximum footprint of the proposed building. A note has been added to Sheet C4.0 breaking down the building footprint. 17. [32.5.2(a)] Departing lot lines. Show the departing lot line separating TMP 60-39 and TMP 60-4005, as this will affect where landscape screening will need to be provided. The departing lot lines are shown on Sheet C2.0. 18. [32.5.2(n), 4.12.191 Dumpster pad. The length of the concrete pad must be at least 8 ft beyond the front of the dumpster. Only 6 ft can be confirmed, through the dumpster pad detail given on Sheet C1.2. Demonstrate or note that at least 8 ft will be provided to meet this requirement. The concrete pad has been extended to be 8' beyond the front of the dumpster. See Sheet C4.0. 19. [32.5.2(m)] Intersections. Show the distance to the centerline of the nearest street intersection from the proposed ingress and egress since these areas are being modified by the proposed plan. These distances have been added to Sheet C4.0. [Albemarle County Engineering Policy] Sight Distance. Indicate the available sight distance for entrances and left turn lanes. The available sight distance is shown on Sheet CS.1. 20. [32.5.2(n), 4.15.5] Proposed sign. Please be aware that while it is necessary to indicate the location of proposed signage on site plans, signs are not approved by the approval of site plans. Signs are, instead, approved through separate permits (see Sec. 4.15 for more information). (Note: Due to the intended location of the sign, VDOT will also need to grant approval, as the sign will lie within a VDOT easement.) Acknowledged. Sign permitting will be pursued. 21. [32.5.2(n)] Outdoor lighting. Please be aware that if lighting over 3,000 lumens will be provided onsite, an outdoor lighting plan and schedule, in accordance with Sec. 4.17, will need to be provided in the final site plan per Sec. 32.6.2(k). A photometric plan has been added to this submittal. See Sheet SE1.0. 22. [Albemarle County Engineering Policy] Benchmarks. If not provided already, please reference the benchmarks used for this survey. Benchmarks have been provided on all sheets. Albemarle County Engineering Services — Engineer — Matthew Wentland: 23. The VSMP plans will need to be approved before final site plan approval. Acknowledged. 24. Show all off -site easements required for construction and provide the DB&PG of recorded easements or copies of agreements. There are currently no off -site activities planned. If any off -site activity is determined to be necessary, that scope will be coordinated with Albemarle County prior to commencement of work. This language is included on Sheet C3.0. Albemarle County Information Services — E911— Andrew Slack: No objection. Albemarle County Building Inspections — Michael Dellinger: 25. Sheet COI #29 general notes refer to proper code, not 2006. Note #29 has been updated on Sheet C1.0. 26. Add the following notes to the general notes page: a. Separate demolition permit required for existing building removal along with utility releases. b. Building or structures build before January 1, 1985 must have an asbestos survey performed in order to apply for a permit. Asbestos removal permits are required if positive for such. Contact VDOLI for additional requirements and permits for demolition projects. c. Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. The requested notes have been added to Sheet C1.0. Albemarle County Department of Fire Rescue —Shawn Maddox: 27. A Knox box shall be provided. Please add a note indicating the requirement and that the location can be coordinated with the fire marshal's office. A note has been added to Sheet C4.0. The detail has been added to Sheet C1.3. 28. Provide the ISO needed fire flow for the site along with the available fire flow based on current conditions. The ISO needed fire flow is 2,040 gpm based on the following factors: F = 0.8 C; = 2,400 gpm O; = 0.85 X,P=0 29. Will the building height exceed 30'? If so then the travel way shall be increased to 26' of unobstructed travel width. Yes, the building height will exceed 30'. The travel way width has been increased to 26' minimum on the eastern side of the building. 30. If the parking garage will be served by a standpipe with a separate FDC then it must be shown on the plans along with a hydrant within 100'. The parking garage will not be served by a separate standpipe; it will be served by a dry system served off the main building sprinkler system. Albemarle County Service Authority — Richard Nelson: 31. Submit 3 copies to ACSA for review. 3 copies are being submitted to ACSA with changes according to the below comments. 32. Provide fixture counts. Fixture counts are still being developed based on specific tenant needs. They will be provided in a future submission. 33. Backflow prevention will be required. A callout has been added to the profile on Sheet C7.0. 34. Confirm if this is one medical office, or multiple office suites. This will be multiple office suites (based on current information, we estimate 2-4 medical separate practices). 35. Show second water meter. A second water meter has been added. 36. The two existing sewer lateral connections will need to be called out as abandoned at the manholes. A callout has been added to Sheet C2.1. 37. Ensure landscaping is outside of easement around water meter. Proposed landscaping has been updated so as not to conflict with easements. See Sheet 1-1.0. 38. ACSA anticipates maintenance on a sewer main on this parcel. Coordination on project schedule may be necessary. Acknowledged. Virginia Department of Transportation — Adam Moore: Land Use: 1. Please add the WP-2 detail to the plans. The mill and overlay will require work to centerline, so flagging operation and lane closures will be necessary. Please provide an MOT plan in accordance with the revised Virginia Work Area Protection Manual. Detail WP-2 has been added to Sheet C1.1. A note has been added to Sheet C4.0, and details have been added to Sheet C1.3 for MOT plan. 2. Please see VDOT's Road Design Manual Appendix F, page F-109, table 4-3, design vehicle and turning radius by land use. Radius needs to be 45ft., on both sides of entrance. The primary entrance off Ivy Road has been designed to match the radii proposed with the Ivy Road sidewalk project (25' radius west side, 45' radius east side). Modifying the western radius to be 45' would require relocating the storm inlet proposed with the Ivy Road sidewalk project. Per correspondence with Adam Moore on 11/22/2019, the entrance functions as shown (25' radius) and does not have to be modified further. 3. Please provide drainage calculations of the existing ditch from the western entrance to the eastern entrance. Also show that the existing ditch at the proposed drainage outfall remains adequate. Please provide more detailed grading. Based on plans received for the Ivy Road Sidewalk project, Ivy Road is to be widened to accommodate a bike land and sidewalk, and stormwater infrastructure is to be added adjacent to the subject property. Therefore, Beaver Creek's stormwater infrastructure will tie into the stormwater infrastructure (see Sheet C5.0) rather than the ditch as previously proposed. 4. The entrance east does not meet spacing requirements for a full access entrance. Ivy Road (Route 250) is a principal arterial road and the speed limit is 35 mph, spacing distance required is 565'ft. Please refer to VDOT's Road Design Manual Appendix F- pg., F-23, minimum spacing standards for commercial entrances, intersections, and median crossovers. Acknowledged. An AME request form has been included in this submission. 5. VDOT will not cover maintenance of sidewalk outside of right of way. Acknowledged. Albemarle Countv Architectural Review Board — Patricia Sate Regarding requirements to satisfy the design guidelines as per 18-30.6.4(2), (3) and (5): A Certificate of Appropriateness is required prior to final site plan approval. 1. Include the type, manufacturer and color of the masonry material utilized in the dumpster enclosure in the dumpster detail. See architectural drawings for dumpster enclosure details. 2. Show how visibility of all mechanical equipment will be eliminated from the EC. See architectural drawings for location and screening of mechanical equipment. 3. Revise the plan to provide additional on -site planting area outside of easements to accommodate required frontage planting. The building has been shifted to allow for more planting area outside of easements. 4. Ensure that there are no conflicts between the utilities and the proposed landscaping. There are no conflicts between utilities and the proposed landscaping. 5. Provide large shade trees, at least 2 %" caliper in size at planting and a spacing of 40 feet on center, along Twin Sycamores Lane. Large shade trees have been provided along Twin Sycamores Lane. See Sheet L1.0. 6. Depending on the architectural design, additional landscaping may be required along the length of the building. Acknowledged. 7. Provide large trees along the perimeter parking area at a spacing of 40' on center and 2 %" caliper. Large trees have been provided along the perimeter parking area. See Sheet L1.0. 8. Ensure that the proposed sidewalk connects to proposed County streetscape improvements. The proposed sidewalk has been revised to connect to the Ivy Road sidewalk project based on information received from the County. 9. Ensure that the building does not conflict with easements. The building has been shifted to not conflict with existing easements. Regarding recommendations on the plan as it relates to the guidelines: 10. Consider replacing the Ginkgo with a large shade tree with a broader canopy. The Ginkgo has been replaced. See Sheet L1.0 for proposed plantings. 11. It is recommended that the sf of canopy specified for the Ginkgo be revised in the plant schedule. The Ginkgo has been replaced. See Sheet L1.0 for proposed plantings. Albemarle County Facilities Planning & Construction. —Jack Kelsey: 1. The proposed site development improvements shown in SDP201900051 will need to be revised to be consistent with the bike lane and sidewalk improvements and waterline relocation the County will be constructing with the Ivy Road Sidewalk project. In addition, the proposed building will not be allowed to encroach into the existing VDOT Utility Easement we acquired for our project (see attached site plan markup). The plans have been revised to coordinate with the Ivy Road sidewalk project, per information received from both the County and Kimley-Horn (design engineer on the project). Notes have been added to ensure coordination between projects. Additionally, the building has been shifted to not conflict with existing easements on the site. 2. The referenced proposed site development plan is located on a parcel where the County has acquired both permanent and temporary easements for the construction of the Ivy Road Sidewalk project (refer to attached Sheet-311W). Within the existing right-of-way we will be widening the road to create a dedicated bike lane, curb & gutter, variable width grass buffer strip (6' max. width), 5' sidewalk, and storm drainage system. Within the acquired permanent VDOT Utility easement (and behind the existing right-of-way and new sidewalk) we will be relocating the existing 8" waterline. Within the temporary easement the site will be graded as necessary for the improvements and to tie back into the existing grades. Refer to the enclosed Final — Ivy Road Sidewalk plan sheets. Acknowledged. The plans have been revised to coordinate with the Ivy Road sidewalk project, per information received from both the County and Kimley-Horn (design engineer on the project).
