Subject. Mandatory Pre -Application Meeting for TMP 06000-00-00-06800 on 07-15-2019
The following are County staff comments regarding the above noted pre -application meeting. This meeting
satisfies the requirement for a pre -application meeting prior to submittal of your special use permit application.
The purpose for the meeting is summarized below:
The purposes for a pre application meeting are to: (i) provide the applicant and the county a common
understanding of the proposed project, u) inform the applicant about the proposed project's consistency
with the comprehensive plan, other relevant policies, and county regulations; (N) broadly identify the
planning, zoning and other issues raised by the application that need to be addressed by the applicant; (iv)
Inform the applicant about the applicable procedure; and (v) allow the director to identify the information
the applicant must submit with the application, including the supplemental information delineated in
subsection (c). Receiving the relevant supplemental information will allow the application to be
comprehensively and efficiently reviewed.
The following are staff comments regarding each subsection mentioned above:
(1) Provide the applicant and the county a common understanding of the proposed project;
The applicant is proposing a special use permit to amend the previously approved special use permit for TMP
06000-00-00-06800. The property is zoned RA, Rural Areas, and is subject to the special use permit approved on
March 8, 2017, as SP-2015-0002, Field School of Charlottesville. TMP 60-68 is approximately 24.57 acres and lies
on the south side of Barracks Road, approximately 750 feet west of the intersection with Montvue Drive and 500
feet east of the intersection with Cofthurst Drive. The property Is currently vacant, with woods, fields, and a small
lake. The above -mentioned special use permit has been approved for the Field School of Charlottesville; however,
construction of the campus has not yet commenced. This property lies within the Ivy Creek water supply watershed_
Portions of this property ile within the Water Protection Ordinance buffer and are subject to the County's Water
Protection Ordinance. Portions of this property are designated as Critical Slopes. The property also lies within the
Entrance Corridor and Airport Impact Area overlay districts.
As stated by the applicant during the meeting, the applicant proposes to amend SP201500024 to revise the
location of the 50 ft. preserved tree buffer "B", along the southern property line, as shown on the conceptual plan
approved with the above -mentioned special use permit_ In addition, areas designated for the preservation of trees
in the southern portion of the property would also be removed from the conceptual plan. These revisions to the
conceptual plan would facilitate a proposed boundary line adjustment with a property (TMP 06000-00-OE-01000) to
the south of the Field School's parcel, so that the property formerly of the Field School proposed to be incorporated
into TMP 06000-00-OE-01000 would not be encumbered by the conditions, including the conceptual plan, approved
as part of SP2015-00024.
The building envelopes for the proposed Field School campus are not Intended to change. in addition, an increase
In the student enrollment at the school is not proposed and a change in the traffic generation or circulation at the
school is not proposed. The preserved tree buffer "B" and other areas of preserved vegetation are proposed to be
relocated to align with the proposed new boundary lines of the subject parcel. Because a special use permit, and its
conditions, runs with the land, if a boundary line adjustment as proposed were to occur without an amendment to
the special use permit, the existing conditions as approved by the Hoard of Supervisors would continue to be in
effect for both the Field School parcel and the parcel to the south. This situation would have the effect that a
preserved tree buffer and other areas of preserved trees would run through the middle of the proposed new TMP
50C----OE-10, encumbering that parcel with the conditions of the approved SP.
(it) Inform the applicant about the proposed projects consistency with the Comprehensive Plan,
other relevant policies, and County regulations,
TMP 60-68 is located in the Rural Areas land use classification of the comprehensive plan area. The Rural
Areas designation allows the preservation and protection of agricultural, forestal, open space, and natural,
historic, and scenic resources, along with residential development at a density of 0.6 units/acre in
development lots.
Because TMP 60-68, along with the adjacent TMP 60C—OE-10 with which the boundary line adjustment is
proposed, are located in the Rural Areas, review of the proposal's consistency with the Comprehensive
Plan's recommendations for the Rural Areas will be an important factor considered during the review of a
special use permit application. The Rural Areas are discussed in Chapter 7 of the County's
Comprehensive Plan

e There are designated Critical Slopes on the Field School property that are subject to Section 4.2 of the
Albemarle County Zoning Ordinance. Review of a proposed amendment to the special use permit will
taken into account the locations of these designated critical slopes and any potential impact that the
proposal may have on them. in addition to the areas designated as tree buffers and preserved tree areas
on the approved conceptual plan for SP2015-00024, there are also areas called out as existing critical
slopes that are to be preserved.
The applicant should provide a project narrative explaining how the requested special use permit is
consistent with the Comprehensive Plan, including Chapter 7, Rural Area. It was discussed at the
meeting that there is not a proposed change in use of the Field School property, change In the
location of the building envelopes, or change to the student enrollment cap. The requested special
use permit would be for the relocation of a preserved tree buffer and potential removal of preserved
tree areas on the conceptual plan to facilitate a boundary line adjustment with a neighboring
property, in order that the neighboring property would not be encumbered by the conditions of
SP2015-00024.
Staff will also assess the potential impacts of the project on transportation infrastructure, emergency
services, and other County services with the review of the special use permit, and the impact, if any, that
the proposed project would have on these services and County infrastructure should be included in the
project narrative.
(ill) Broadly Identify the planning, zoning and other issues raised by the application that need to be
addressed by the applicant,
There Is an existing concept plan for this property, which was approved as part of SP2015-00024.
The concept plan will have to be amended to include the proposed changes to the site, as being in
compliance with the concept plan will likely be, a condition attached to any approval of the request
for the new special use permit. The concept plan should show existing conditions at the site, as well
as any proposed changes to the site, including relocation or removal of site elements.
Other conditions may be included with approval of this request once staff has had an opportunity to
review the application.
Locations of the critical slopes and the WPO buffer in relation to the proposed amendment to the SP
will be factors in the review of this project.
This property is located within the Entrance Corridor Overlay District and is subject to review by the
County's Architectural Review Hoard (ARB). Please contact Margaret Maliszewski
(_mmaliszewski0albernarle.org), the staff planner for the ARB, for further information regarding the
ARB.
Subject to the approval of the special use permit by the Board of Supervisors, the site plan for this
property will have to be amended to show the proposed changes, and a boundary line adjustment
plat will have to be approved and recorded to depict the new property lines.
(lv) Inform the applicant about the applicable procedure,
A Community Meeting is required as part of the review of the special use permit request. The applicant is
responsible for setting up that meeting with County staff. This meeting should be held, if possible, within 30
days from the date that the special use permit application is submitted. Nearby property owners and
neighborhoods (and the Coordinating Reviewer/planner) should receive advance notification of this
meeting (date/time/location). A list of nearby property owners to be notified will be provided by staff once
the application has been accepted by the Community Development department for review. Because this
property Is not located within a designated development area, there is no Community Advisory Committee
(CAC) for this part of the County. Thus, the applicant will be required to find a site at which to hold the
community meeting and a date for the meeting. Assistance with making these arrangements can be
discussed with the Lead Planner for the project once the application has been accepted for review.
• Staff will provide a template for the Community Meeting invitation letter during review of the special use
permit application.
As a special use permit, public hearings are required to be held before the County's Planning Commission
and Board of Supervisors.
Subject to the approval of the special use permit by the Board of Supervisors, the site plan and/or
subdivision plat for this property will have to be amended to show the proposed changes.
• If the applicant knows of any of any waivers or modifications that are needed to Implement the
proposed plan, staff recommends that those requests be submitted with the initial application. Staff
will then determine if the waivers should be approved with the special use permit action or deferred
for action with site plan approval. in addition, during review of the special use permit application,
staff may determine that additional waivers or modifications are required.
(v) Identify the Information the applicant must submit with the application pursuant to Sections 33.32-33.33
