Review comments from the following SRC members are included: Albemarle County Planning Services (Planner) Albemarle County Architectural Review Board (ARB) Albemarle County Engineering Services (Engineer) Albemarle County Building Inspections Albemarle County Department of Fire -Rescue Albemarle County Service Authority (ACSA) Each comment is preceded by the applicable reference to Chapter 18 of the Albemarle County Code (Zoning Ordinance), unless otherwise specified. (The following comments are those that have been identified at this time; additional comments may be added or eliminated based on further review.) Please submit four (4) copies of the revised plan to the Community Development Department when revisions have been made. [SP-1998-00005] As mentioned in this approved special use permit, future intensification of this use would require an amendment to the special use permit. Provide information on the cover sheet for the existing size of the kitchen facilities, and the proposed new size of the kitchen facilities, as well as the existing and proposed square footage of the building as a whole, so that staff may better determine the extent of the additions proposed with this site plan major amendment. I did not see the information about the proposed expansion on the cover sheet of the plan, identifying the existing size of the kitchen and the proposed increase in square footage. Include this information in the notes on the cover sheet. Comment addressed; however, at the request of the Zoning division, provide a note on the cover sheet of the plan, in the setback section, indicating that setbacks for this project are not applicable in relation to Tennis Road, Golf Club Road, or Farmington Drive (the internal travelways), as there is no deeded right-of-way or access easement for these roads from which to measure setbacks at the location of the proposed project. This note is to provide clarity for the Zoning division and permit reviewers when building permits for this project are applied for. 5. [4.2] According to the County's GIS, it appears that there may be critical slopes in a small part of the project area. The site plan sheet (sheet 5) has a legend indicating critical slopes areas; however, none appear to be shown. Please clarify whether there are critical slopes within the project area, and if so, show them on the site plan. It appears that critical slopes will be disturbed during the construction and installation of the stormwater management facilities. The exemption for stormwater management facilities cited in the response letter requires the approval of the County Engineer. Provide a request to the County Engineer for this disturbance, including the justification for the location of the stormwater management facilities in the proposed area. Comment addressed. 6. [4.12] Provide the required number of parking spaces for the uses, so that staff can determine whether the appropriate number of parking spaces has been provided. In addition, provide the number of parking spaces being removed and being replaced with this project. There appear to be three spaces being constructed with the new layout; however, it is unclear how many spaces are being removed for the new construction. Please ensure that this parking schedule is consistent with what is proposed for Phase 1. The parking calculations provided on the cover sheet do not add up correctly. The total existing parking is identified as 461 spaces; however, when adding the existing spaces up, the total is only 421. In addition, the overall total in the parking count summary is identified as 457, when the calculation sums to only 417. Revise the parking calculations. (I believe the discrepancy may come from the 40 additional spaces proposed in SDP2019-00036, FCC Phase 1, which do not appear to be included in the listing of the parking lot areas and their respective number of spaces.) Revise the parking schedule on the cover sheet to reflect the final numbers that are shown on the Phase 1(SDP2019- 00036) parking schedule, including the reduction in the proposed number of guest rooms to 51 that was indicated by your email from Dec. 2"' 8. [32.5.2(b)] Provide the existing square footage of the kitchen facilities and the proposed new square footage of the kitchen facilities, including separate square footage amounts for each of the two proposed new wings of the kitchen. There is a wing on the west side of the existing kitchen proposed to be demolished on sheet C-6. However, this wing seems to re -appear as an existing section on sheet C-7, depicting the new layout. Please clarify what occurs with this wing, and whether it will be demolished or incorporated into the new kitchen expansion. In addition, this may also affect the square footages provided Comment addressed. 18. [32.5.2(n)] Provide the widths of the sidewalks proposed to be constructed. Also, the sidewalk on the west side of the Kitchen Expansion Area 2 appears to be terminate at the trash compactor. Please clarify its direction. Also, if this walkway is elevated, provide railings along the edge. Also, provide railings along the edge of the walkway on the east side of the trash compactor, as it also appears to be elevated. Is there a platform located partially above the trash compactor? I was unclear what exactly is proposed in this area. More clearly identify on the plan on sheet C-7 that there is a raised platform above the trash compactor, as it can be somewhat unclear what is being depicted. In addition, is the proposed "sidewalk" on the west side of Kitchen Expansion, Area 2, a loading dock? If so, label this element as a loading dock so that it is not confused with a sidewalk. Comment addressed. 19. [32.5.2(n)] If railings or fences are proposed, please state the height of all proposed fences and retaining walls 2 in the labels used on the drawings. Profile view details of all proposed fences, retaining walls, and constructed screening measures will be required with the final site plan. Each will need to show the types of materials used and dimensions. In addition, safety railings will be needed between pedestrian areas/parking lots and adjacent retaining walls. The element labelled as a retaining wall with handrail leading into the existing kitchen space and Expansion Area 1 appears to have the retaining wall on top of some of the steps. Please clarify Comment addressed. 20. [4.12.13, 4.12.18, 4.12.19] It appears that the dumpster and pad are being removed in the demolition plan; however, I did not see the proposed new location of the dumpster. Please show the dumpster and pad on the site plan. Also, provide a designated loading area that complies with sections 4.12.13 and 4.12.18 of the zoning ordinance. Identify the location of the loading area adjacent to the loading dock demonstrating there is sufficient space, as required in 4.12.13 and 4.12.18. In addition, label the loading dock. Comment addressed. 23. [32.5.2(p) and 32.7.91 A full landscape plan in accordance with this section of the zoning ordinance must be provided. a. In the landscape plans, include a note stating that "all landscaping shall be installed by the first planting season following the issuance of the first certificate of occupancy within the development." Comment addressed. b. Add a note to the landscape plans stating, "All landscaping and screening shall be maintained in a healthy condition by the current owner or a property owners' association, and replaced when necessary. Replacement material shall comply with the final site plan approved landscape plan." Comment addressed. c. A landscaping schedule will need to be provided. Comment addressed. d. Parking area landscaping must be provided in islands. Comment addressed. e. [Advisory Comment] The Conservation Plan Checklist on sheet C-17 was not signed or dated. Comment addressed. The plan states on the cover sheet that both ACSA and onsite septic systems will be involved in this kitchen expansion, however, the plan shows no forcemains or gravity sewers to indicate which systems will be in play. Without that information, I cannot comment on whether there will be any impact to an existing onsite septic system, whether the proposed construction will require expansion of an existing system, or whether construction of a new system will be necessary. Therefore, I do not recommend approval of this site plan amendment. If there are any questions or concerns, please give me a call, 434-972-4306.
