County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any
VSMP permit by issuing a project approval or denial. This project is denied for minor reasons listed below.
The VSMP application content requirements can be found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain
(1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Revise SWPPP cover to include ref. to WP0201900065.
2. Sec. 1 /Registration Statement: Sec. IV, C. Property owner status: Revise to public.
3. Sec. 1 /Registration Statement: Sec. VI, Certification: please sign /date.
4. Sec. 3, Nature of Activity — Revise to include project description from CE-102.
5. Sec. 4/5: Relocate I I" x 14" ESC /SWM SWPPP inserts, p. 34-41/.PDF, to this point, to precede Sec. 6.
6. Sec. 6.E. — List a named individual responsible for pollution prevention practices. KHA personnel may be
listed until contractor selected.
7. Sec. 6.F. — Expand on `Minimize the discharge of pollutants from spills and leaks and implement chemical
spill and leak prevention and response procedures as follows' beyond what is so far provided.
For example (from unrelated SWPPP), sample detail:
F. Response and reporting practices
The first priority is to protect all people, secondly protect the equipment and property, and lastly protect the
environment. The contractor shall regularly check the equipment on site and any pollutants shall be stored
properly to prevent spills. Spills will be immediately and promptly cleaned up by the contractor. Most spills can be
cleaned up following manufacturer specifications. Absorbent/oil dry, sealable containers, plastic bags, and
shovels/brooms are suggested minimum spill response items that should be available at this location. The
following steps shall be taken in the case of a spill:
1. Check for hazards (flammable material, noxious fumes, cause of spill) — if flammable liquid, turn off
engines and nearby electrical equipment. If serious hazards are present leave the area and call 911.
Large spills are likely to present a hazard.
2. Make sure the spill area is safe to enter and that it does not pose an immediate threat to health or safety
of any person.
3. Stop the spill source (most spills can be cleaned up following manufacturer specifications — absorbent/oil
dry, sealable containers, plastic bags, and shovels/brooms are suggested minimum spill response items)
4. Call co-workers and supervisor for assistance and to make them aware of the spill and potential dangers.
5. If possible, stop spill from entering drains (use absorbent or other material if necessary).
6. Stop spill from spreading (use absorbent or other material if necessary).
7. If spilled material has entered a storm sewer; contact locality's storm water department.

8. Clean up spilled material according to manufacturer specifications, for liquid spills use absorbent
materials and do not flush area with water.
9. Properly dispose of cleaning materials and used absorbent material according to manufacturer
specifications.

8. Sec. 8, Qualified Personnel: Similar to 6E, list a named individual. Engineering cannot approve a SWPPP,
VSMP plan, or issue a Grading Permit unless this section is complete.
9. Sec. 9, Signed Certification: Complete / sign and date.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.
1. Ref, Items 6.E., 6.F. (items 5, 6, above).
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This
plan is disapproved for reasons listed below. The stormwater management plan content requirements can be
found in County Code section 17-403.
1. Revise plan title to include ref. to WPO201900065.
2. Revise CV-101, CV-102 sheet titles to include `Existing Conditions.'
CE-100:
3. Label parking lots, and material surface type.
4. Recommend denote center drive aisle for construction traffic.
5. In project site vicinity map, label Elk Drive (entrance to Darden Towe Park), Fontana Drive, Stony Point
Road (Rt. 20), etc.
6. Show water protection ordinance buffer on at least one sheet —proximity to stream buffer should not affect
design, but should be shown. Ref. image, below [blue circle:.., project location]:

7. CE-101, Inset A: Show initial location of portable sanitary facilities and rain gauge.
8. CE-102: Delete reference to Chesterfield County (see General ESC Notes, 2).
9. CS-101: Revise sheet title to site layout. VSMP Plan cannot approve a site plan.
10. CS-501, Light Duty Pavement: confirm graded base aggregate base material label is to appear twice in this
detail, rather than compacted subgrade.
11. CG-201: Add similar language to reference to paragraph D (9VAC25-870-66), sheet flow, listed with point
of analysis 1, to point of analysis 2, since only project -related runoff from improvements near the pavilion
(upstream of POA 2) is sheet flow.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan
is disapproved for reasons listed, below. The erosion control plan content requirements can be found in
County Code section 17-402.
CG-101:
1. Label ESC `eels' (ESC measures).
2. Clarify that invert out (377.82) is a proposed drainage outlet pipe for the existing water fountain near the
pavilion. It is not a storm water outfall, or conveyance.
The VSMP permit application and all plans may be resubmitted for approval when all comments have been
satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed
application form.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this
review.
Process:
After approval, the County can hold a pre -construction conference. Applicants must complete the request for a pre -
construction conference form. The form identifies the contractor and responsible land disturber, and the fee
remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be
scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily,
grading permit will be issued by the County so that work may begin.
