plans addressiniz these comments. W do not receive a deferral request by then I will move forward
with a denial of the site plan.

Prior to initial site plan approval, at a minimum, comments 1-5 shall be addressed in a resubmittal.
Comments to be addressed prior to the Initial Site Plan approval:
I . Pay the required notices fee of $435.00.
2. [32.7.2.21 Provide a street connection to TMP 62-16A. TMP 62-16A is designated for development in the
Comprehensive Plan and is within the Development Area. Revised drawings submitted must show required
inter -parcel street connections to the property line, not to a phase line within the parcel. Any additional street
connections provided will be considered voluntary unless required by one of the other Site Review Committee
reviewers. However, even voluntary connections should be shown in the initial site plan since the addition of
such connections significantly impact the layout of the development. Section 32.7.2.2 of the County Code
specifies that all streets within a development shall be:
a) Coordinated as to location, width, grades and drainage with other streets. This includes, but is not limited
to, existing or future subdivisions or developments and by continuing the existing or planned streets into
adjoining areas by dedication or reservation of right-of-way adequate to accommodate continuation of the
streets.
b) Be extended and constructed to the abutting property lines to provide vehicular and pedestrian
interconnections to future development on adjoining lands, terminating within the development with a
temporary turnaround. The arrangement of the streets shall provide adequate access to adjoining lands
within the development where necessary to provide for the orderly development of the county including,
but not limited to, reserving temporary construction easements of sufficient area to accommodate the future
completion of the street when the adjoin lands are developed.
3. [32.5.2 (b)] Phase 1, on its own, must meet all Cluster Development requirements. Revise Site Data on Sheet 1
Cover Sheet to include total square footage of Phase 1 area. Include a table showing how the Phase 1
development meets density and open space requirements for R-4 Residential Standard Level Cluster
Development. The cluster development must meet density requirements listed in SECTION 2.2.1 , minimum
area requirements listed in SECTION 2.2.3 and open space requirements listed in SEC. 4.7.
Label square footage of each individual open space area shown on Sheet 3 Layout Plan.
4. [32.5.2(a), 32.5.2Q)] Existing or platted streets.
Road plans submitted for this development (SUB 2019-70) show a right-of-way width of 58' for the section of
Fowler Street adjoining this proposal. Previously approved road plans for this section of Fowler Street (SUB
2016-213) show the right-of-way at 57' wide. Revise the Initial Site Plan drawings to clarify where the
additional 1 foot of right-of-way width is located and whether it goes into the required Conservation Area. The
approved/recorded plat for this Conservation Area (DB 5169/566) shows a 0.066 acre Conservation Area. If the
size of the Conservation Area open space is reduced below the size approved in previous variations, a new
variation will be required.
Provide drawings showing the entire length of the proposed temporary fire road. The drawings should show all:
• Utilities
• Steep slopes
• Conservation areas
• Cluster development open space
• Layout and proposed grading for previously approved Belvedere Phase 4A-1 (SDP 2018-59)
• Layout and proposed grading for Belvedere Phase 4A-2 (SDP 2019-66) currently under review.
• The relocated driveway (Belvedere Blvd Ext.) with fire road merging correctly at that same point.
This information is needed to evaluate whether or not the temporary fire road is permitted in a conservation
area. The term "conservation area" means an area identified on a plan submitted for approval which contains
cultural assets or natural features such as non -tidal wetlands, floodplain, slopes identified in the open space
element of the comprehensive plan, or streams and stream buffers, within which only limited disturbance or
development is allowed. Uses allowed in conservation areas include, but are not limited to, utilities,
greenways, pedestrian paths, streets, and stormwater management facilities, where, in the opinion of the
County Engineer, no other location is reasonably available and when these improvements have the least
impact possible on the environmental ental features of the area. Ensure that cluster development minimum open
space requirements for Phase 4A-1 and Phase 4A-2 are met despite adding the temporary fire road. Both site
plans would have to be amended to show the temporary fire road.
Entrance to the proposed temporary fire road is blocked by proposed on -street parking spaces on Fowler Street.
Correct this and update the parking schedule accordingly.
5. [32.5.2 n] "Proposed Use" on Sheet 1 Cover Sheet lists 18 single family detached units as part of Belvedere
Phase 5, Part 2 but does not show them in the drawings provided. Remove this reference as this review is for
Phase 1 only.
Comments to be addressed with the Final Site Plan submission:
6. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
7. [32.5.2(b)] Dedication of open space. Provide the following note: "Open Space is hereby dedicated to the
HOA. " Provide information on the HOA that will be maintaining the open space. Ensure that the open space
will be owned and maintained by an HOA.
8. [32.5.1, 32.5.2(a), 4.19] Yards. Revise Site Data on Sheet 1 Cover Sheet to give the full description for the
setbacks. Ensure that all setbacks shown on the plan are accurately labeled.

9. [32.5.2(c)] Phasing lines. Provide a note specifying that the phasing and timing of the development is after the
development of Phase HB. Clearly delineate what improvements are proposed with this site plan and what is to
be approved with other phases and submissions, such as Belvedere Phase JIB.
10. [32.5.2(b), 32.5.2(n), 32.5.1(c)] Dimensions. On the plan depict and dimension all proposed improvements,
including buildings, driveways, garages and on -street parking spaces. This includes the single family detached
lots. Since they have been included in this site plan the level of detail and information provided must be at the
same level as the single family attached lots shown on the plan.
11. [32.5.2(a), 32.5.2(b), 32.5.2(i)] Information regarding the proposed use. Provide the acreages for each proposed
residential lot and open space area.-
12. [32.5.2(k)] Private & public easements. Address the following:
a) Provide the location and dimension of all existing and proposed private and public easements.
b) Provide all required off -site easements. Off -site easements will be required for the temporary fire road and
work in the portion of the yet to be built Fowler Street (NMD) adjoining the project area.
c) Revise Sheet 5 Utility Plan to show the location of the proposed stormwater pond.
13. [32.5.2 (e), (n) 32.6.2(i) & 32.7.9.4 (c)] Address the following:
a) Preserve all existing trees that are to remain. There are "Tree Save Areas" within the site. If they are to
remain include the following:
i. Areas and otherfeatures shown on landscape plan. The landscape plan shall show the trees to be
preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring
tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing.
ii. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to
ensure that the specified trees will be protected during construction. Except as otherwise expressly
approved by the agent in a particular case, the checklist shall conform to the specifications in the
Virginia Erosion and Sediment Control Handbook, pages III-393 through I1I-413, and as hereafter
amended.
b) On the grading plan sheet label the area of existing trees with the type of trees (evergreen, deciduous, or a
mix of both) and show areas where existing vegetation will be removed.
c) Ensure that all "Tree Save Areas" have trees in them and ensure areas which do not have woods are not
included in the areas or in the calculation for the areas.
d) Revise Sheet 11 Landscape Plan to include a street tree linear foot street frontage calculation. One large
street tree is required for every 50 feet of street frontage.
e) Ensure that the street trees shown will be allowed in the proposed location and if not that alternative
locations are provided either within or outside of the right-of-way. If the trees will be outside of the right-
of-way landscaping easements will be required with ownership and perpetual maintenance of the easements
and landscaping put in place prior to the final site plan approval.
14. 132.5.2(i) & (n)] Address the following:
a) Dimension the width, and centerline radii, and corner radii of all roads and ensure that the roads meet or
exceed minimum road requirements.
b) Show the location of any outdoor lighting. Any free standing or building mounted lighting, including front
porch lights, must be shown in a photometric plan and meet all requirements. Ensure all lighting meets
County requirements.
15. [32.5.2(1)] Provide the location of any existing or proposed utilities and utility easements including telephone,
cable, electric and gas. Indicate the deed book and page reference for all exiting utility easements located on
the property.
16. [32.5.2(e), 32.5.2(p) & 32.7.9] Provide a full landscape plan that provides all required landscaping,
calculations and meets the landscaping requirements for 32.7.9. Ensure all calculations and graphics correctly
represent the existing and proposed plantings and planting areas.
17. [32.5.2(b) & 32.5.2(n)] Address the following:
a) Depict the parking in both the driveways and the garages in the site plan.
b) Dimension the parking and/or driveways in the site plan.
18. [32.5.2(n) & 4.71 Ensure that not more than 80% of the minimum required open space is comprised of the
limitations listed in Section 4.7(c)(3).
19. [32.8.21 Infrastructure improvementplans. All infrastructure required to construct Phase 5 shall be reviewed,
approved, and built or bonded before the final plat and/or final site plan can be approved. This includes all
offsite improvements required to serve the development, including road plans, WPO plan, water and sewer
connections, some of which are part of Phase 1113.
20. [32.5.2 a] General information.
a) Provide the current name of the owner, zoning district, tax map and parcel number and present use of
abuttingparcels shown as Lot 197 thru Lot 201, Block 9 and all adjacent parcels including Belvedere NMD
open space.
21. 132.5.2 b] Information regarding the proposed use.
a) Verify that impervious cover includes buildings and driveways and revise Areas Summaries on Sheet 1 Cover
Sheet if necessary.
22. [325.2 d] Topography and proposed grading. Revise Sheet 6 Grading Plan to show the location of Steep
Slopes Managed.
23. [32.5.2 i] Streets, easements and travelways. Address the following:
a) Show the existing and proposed streets and ensure that streets that do not exist are not shown as already
existing. If they are proposed on a different site plan, that is expected to be built prior to this project,
then specify that on this site plan and include the SDP number for that other site plan.
b) Show the existing and proposed sidewalks and ensure that sidewalks that do not exist are not shown as
already existing. If they are proposed on a different site plan, that is expected to be built prior to this
project, then specify that on this site plan and include the SDP number for that other site plan.
c) The proposed road centerline alignment for the previously approved section of Fowler Street east of
Farrow Drive (SUB 2016-213) does not match what is shown in this application. Also, on -street parking
previously approved on the south side of this section of Fowler Street and is now shown on the north side
in this application. This would seem to create an awkward and dangerous traffic transition, particularly at
night.
24. [32.5.2 j] Existing sewer and drainage facilities. There are waterlines shown on the site plan as "existing" that
do not appear to exist. If they are proposed on a different site plan, that is expected to be built prior to this
project, then specify that on this site plan and include the SDP number for that other site plan.
25. [32.5.2 k] Proposed sewer and drainage facilities. Indicate the direction of flow in all pipes and watercourses
with arrows.
26. [32.5.2 0] Areas to be dedicated or reserved. Add a note on the plan stating that "All new public street right-of-
way shown hereon is hereby dedicated to the County for public use."
27. [Comment] Provide a copy of all off -site easements, or letters of intent to grant them from off -site property
owners.
28. [Comment] Any instrument assuring the perpetual maintenance of the open space areas, and any other
improvements that are to be maintained by the HOA in perpetuity, require County Attorney approval prior to
final site plan approval.
29. [Comment] Revise Sheet 1 Cover Sheet by removing the Architectural Review Board signature panel as
Architectural Review Board approval is not required.
30. [Comment] See the other SRC reviewer comments attached. All SRC reviewer comments must be sufficiently
address prior to final site plan approval.

Dear Mr, Nelson:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Roudabush, Gale, &
Associates, dated October 22, 2019, and offers the following comments:
1. CG-12 locations need to be relocated on the intersection corners for pedestrian visibility
and safety.
2. CD-1 shown at sta. 10+59 appears incorrectly labeled as Sta. 12+36 on proposed Fowler
Street.
3. CD-1 needed at sta. 12+50, sta. 17+85, and sta. 19+00 on proposed Fowler Street. Cross
drains will also be shown in plan view tying into drainage structures.
4. Pavement designs need to be in accordance with the Pavement Design Guide for
Subdivisions and Secondary Roads, 2018 edition.

5. Sight distance triangles do not appear to be shown per RDM appendix F, please see table
2-5 Intersection sight distance detail.
6. Please show "No Parking" signs in the sight distance triangles.
7. Please show mill and overlay on plans in accordance with WP-2. Show limits of mill and
overlay to adjacent travel lane. Also, please add the WP-2 detail to the plans.
8. Landscaping plants and trees adjacent to the sight distance triangle will need to be
maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight
lines and accommodate pedestrians.
9. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.

Provide master plan for water and sewer.
Dedication of Belvedere Phase 213 will be required before final approval.
