Please find attached to this letter l 1 full size sets (24"06") of the revised site plans. Below is the latest edition of the County's review comments, followed by the response in bold italics: Albemarle County Planning Services Cameron Langille Agglicable Commentsfrom Initial Site PlanLetter 2 [4.16.11 A recreation substitution request was approved as part of the initial site plan with the condition that specific items of equipment proposed within the two outdoor tot lots, or "playgrounds" would be shown on the final site plan. The comment response letter from the applicant states that "the detailed design of the recreation areas and amenities is currently underway, and detailed plans reflecting the equipment shown in the previous exhibit will be provided prior to final site plan approval." Please provide more details on the proposed tot lots/recreation areas. This includes construction details/cut- sheets for specific equipment items as outlined by the County Zoning Ordinance. The following facilities must be provided in the tot lots/playground: b. Calculations identifying the minimum recreation facilities required must be provided on the site plan. This includes the total quantity of tot lot equipment, the pool/deck area, outdoor gathering areas, fitness center, pond overlook and clubhouse that were approved with the recreation substitution request. Response: A breakdown of the proposed recreational areas and equipment provided has been added to the Cover Sheet. Response: Per discussion with County Planning, the, proposed recreational areas and equipment will meet or be the acceptable equivalent of the applicable County standards. 2. 132.5.2 (a)] Please add a note to Sheet t 0.0 stating the most recent instrument numbers (deed book and pages) for all recorded plats and deeds associated witli parcels within the developrnerlt. This includes the recorded instrument fior the recently approved boundary line adjustment plat (SUB201800226). Response: A note has been added to the Cover .4heet (note 6) stating the most recent instrument for the parcels from the BLA Plat h. Please be aware that the casement plat referenced in comment 918 below should also be referenced on the final site plan once it is recorded. Response: Upon recordation of the easement plat, the instrument number will be added to the plans. 3. [32.5.2 (a)]The existing cetnelery location has been revised and shown on site plan and appears to he consistent. with the cemetery location identified on the survey plat recorded in DB .5107 pages 617.620. Please be aware that the Code: of Virginia, Section § 57-27.1 requires owners of private property on which graves or cemeteries are located to provide an access easement granting ingress and egress to certain parries wishing to visit the cemetery. Prior to final site. plan approval, an access casement. will need to be reviewed, approved, and recorded granting ingress and egress to the cemetery, in accordance witli provisions oft.he Code. of Virginia. Please visit the Code of Virginia using; the Following link for additional information: LINK. a. Once the easement plat is approved and recorded, all drawings in the, site plan that label "Variable width private cemetery easement" will need to be revised so that they recorded instrument number for the plat and any associated deeds is referenced in the callout. Response: Applicant will complete the recordation process for all proposed easements and add the instrument number to the site plans upon recordation. 4. [32.5.2 (b)] Please provide a table indicating the quantity of units proposed within each building;. The table should include columns indicating how many units measuring, less than 500 sq. fi., l bedroom, and 2 or more bedrooms are proposed within each building,. Per applicant response letter, a table with the unit count will he provided with the final site plan. a. The calculation used to determine the number of required parking spaces is correct, and the total number required (489 spaces) is stated correctly in note; 18 on Sheet C0.0. however, staff only counts 42,.3 surface parking spaces and 66 garage spacers provided on the layout. drawings. Note 18 states that: 428 surface spaces are provided along; with 66 garage spaces fir an overall total of494 spaces. The site is 5 surf-Wc spaces short. Please verify the total number ot'garage and surface spaces provided. Revise note 18 if necessary. Response: The unit mix f or the site has been revised and the layout and parking calculations have been revised accordingly. The site now requires and proposes 494 spares. [4.12.19 and 32.7.9.7 (a)(3)] Please provide a profile view detail with dimensions and materials of the trash compactor enclosure to verify compliance with the screening requirements contained in the Zoning Ordinance. Please note that fences or other constructed screening measures must be a minimum of six feet (6') in height, as specified in 32.7.9.7 (e). Per applicant response, compacter and enclosure details will be provided as cut -sheets on subsequent submittal. Response. Profile and detail views for the proposed trash compactor enclosure have been added to sheet C4.5. 6. [32.5.2 (n) and 32.7.2.3] A sidewalk (and staircase if necessary) should be installed to provide access to buildings 3 and 4 from the four (4) parking spaces north of the structures. Additionally, a sidewalk (and staircase if necessary) should be installed to provide access from the 13 parking spaces north of building 2 to the sidewalk on the east side of building 2. a. Pending Engineering review, if Engineering does not recommend either sidewalk, this comment will be addressed. Upon further review by Planning staff, it appears that there is adequate pedestrian access and routes through the breezeway of building 2 to allow to move from the parking area to the recreation area. No further revisions are needed for the building 2 sidewalk. Response: Engineering has not recommended this sidewalk with their most recent review; therefore it is considered that this comment is addressed 7. [32.5.2 (n)] Please state the height of all proposed fences and retaining walls in the labels used on the drawings. Per applicant response, profile view/plan view construction details of all proposed fences, retaining walls, and constructed screening measures will be provided on a subsequent submittal showing materials and dimensions. a. See Engineering Division and Inspections Division comments for additional details on retaining wall requirements. Response: Wall heights have been provided on the plans. Structural plans for all proposed retaining walls are being developed under separate cover. 8. [4.7 (d)] All proposed open space areas that will be privately owned shall be subject to a legal instrument ensuring the maintenance and preservation of the open space that is approved by the agent and the county attorney in conjunction with the approval of the subdivision plat or site plan. Per applicant response, the instrument for privately owned open space will be submitted, reviewed, and approved prior to final site plan approval. a. Prior to final site plan approval, an easement or maintenance agreement must be resubmitted, reviewed, and approved by the County that demonstrates that private open space areas (including the tree save areas that will be used to earn the density bonus, and recreational open space areas) meet this requirement for maintenance and preservation. Per response noted above, the instrument ensuring maintenance of privately owned open space will be submitted during review of the final site plan. This can be accomplished through an subdivision easement application. Response: Applicant will complete the recordation process for all required agreements and add the instrument number to the site plans upon recordation. The Albemarle County Conservation Plan Checklist and Chapter 3.38 of the Virginia F,rosion and Sediment Control handbook. The Conservation Plan Checklist will need to be sipped by the owners and provided as an exhibit on major ainendmentprior to approval. The checklist will need to be provided asan exhibit oil the final site plan and signed by the owners. [32. 7.8 and 4.171 Please revise the lighting plan sheets as follows a. [4.17.4 (a)I The lurninaire schedule on Sheet 1.3.0 does not includea. colurrrn stating the lumens emission for each lurninaire type. This information must be provided so that staff can verify which luminaires must be bill cutoff fixtures. Response: Acknowledged .Vee sheets L3.0 to I,3.4. Lumen outputs are shown on the schedule on L3.0 and the supporting cut sheets show that each luminaire provides Zero uplight and are ]lark My Compliant. d. 14.17.4 J The Calculations Summary table on Sheet 13.0 does not identify what maintenance factor has been used to calculate the foot-candle measurements shown on the photometric platy. Albemarle County requires the maintenance factor rrrust be 1.0 for photometric plans. Please provide this information on a subsequent submittal, and revise the photornetriC plan if foot_ candles exceed 0.5 at the property lines adjacent to residential or rural area zoning. It appears that the maximum fibol-candle at the entrance along lierkmar Drivu now exceeds the 0.5 foot- candles permitted. Foot-candle measurements shown on Sheet. 1_3.0 measure as high as 1.1 in the Berkrnar Drive right cif -way. Please move the luminaires or revise the lighting plan as necessary to comply with this requirement. Response: Acknowledged Lighting plan has been revised to less than 0.5 fe at the property lines The Maintenance factor is 1.0 av shown on sheet L3.0. 11. [John A., ISP comment] Obtain and furnish copy of wetland delineation coordination with the U.S_ Army Corps of Engineers. Provide copy or evidence of permit coordination with the USACE for impacts to waters of the U.S., or wetlands, consistent with federal and state law. Response: A copy of the wetland delineation and impact permit was provided with the most recent VSMP Plan submission. 2. Sheet 2.013.0: Verify drain inlet location near proposed entrance installation. It appears, based upon the profiles, that the existing inlet will need to be raised to match the proposed site grading. Response: Existing inlet location shown is based off design plans for the Berkmar Dive extension. Per the Berkmar Drive plans, the top of this structure is 512.00. The proposed plans call for this inlet top to be raised to 515.00. The grading, profiles, and storm schedule have been updated accordingly. 3_ Show accurate wall thickness & batter on the plan view sheets. Response: Wall thickness shown on the plans have been revised to reflect the assumed wall block size (H') and batter (4 degrees). 4. Show retaining wall locations and footer depth on the utility profile sheets. Response: Retaining walls and footers have been added to the utility and storm profiles 5. Structural design plans will be required for walls over 4' high. Response: Structural plans for all proposed retaining walls are being developed under separate cover. Low maintenance is key. Highlight/Shade areas where required. J.DSM, pg. 22] Response: While select areas around the site propose grades between 2:1 and .3:1, the applicant and property owner is willing to maintain and mow these areas. Applicant appreciates the (,ounty's consideration of'maintenance issues, but is comfortable with maintaining select slopes between 2:1 and 3:1. 7. Sheet 6.3/6.4: It looks like Borne of the pipe are operating under pressure under design flaw 11(;L. The network should operate under open channel flow where no pressure situations exist. {DSM, seetion 6). The IIGL is dear the surface for str. 37 d' 39 and the top inlets should he raised. All other pipes should be made water light double walled/scaled where 14GL above them. Response: The site grading and storm system have been revised to provide 11GI, below gutter jlowline elevations at all structures. A note has been added to the storm schedule requiring all R01 joins to have a watertight profale gasket. K. Provide estimate of (mt/fill volumes for the entrance road & for the total site on the: VSMP Plan. Response: CuO411 volumes will he added on the subsequent v,SMP Plan submission. 9. Sheet 6.2: Adjust grading; at entrance to be 2:1 or under. The slope there appears to be as much as '/0%. Response: Grading at the entrance to the site near Berkmar Drive has been revised to 2:1 orflatter. latter. 10. Sheets 6.3-6.6: Ad note that safety slabs (SL-1) arc required in any structure, taller than 12'. Response:.A note has been added to C6.6 requiring SL-.1 safety slabs for all structures taller than 12'_ 1 1. Add guardrail along turn radii~ of'rightout lane. Response: The applicant appreciates the safety consideration of installing guardrail. however, the grade adjacent to the access drive is even with or above the road grade along the length o}'the drive, with the grade sloping up and away from the drive along the majority of it's length. Near Building 6, where adjacent grades are close to even with the road grade, the grade slopes away at less than 10% which is considered a recoverable grade and therefore would not need guardrail. With that in mind, it is the applicant's opinion that installing guardrail along the access drive would create an unnecessary hazard and has not been proposed on the plans. 12. Add gripping rail for sidewalks at 5% or greater grade. Response: Mte sidewalks have been graded with S% or less longitudinal slope. Where this is not possible, handrails have been proposed to maintain accessibility —Handrails are not proposed for the sidewalk running parallel to the access road from lierkmar Drive, as this sidewalk is not intended to be an accessible route and is provided only for convenience and connectivity to the Berkmar Drive sidewalk. Please provide drainage calculations for proposed storm water structure tying into the Roadside ditch, pre and post construction for adequacy of discharge. Also please plot HG.L on profile. The drainage information should be on the plan sheets. Response. Proposed storm sewer does not discharge into the roadside ditch, and instead ties into the existing storm inlet in the ditch. HGL for this section of pipe has been shown on the storm profile, along with storm schedule and calculations. 2. Please provide trip generation data and turn lane warrant analysis. Response: Traffic counts are currently underway for a turn lane warrant analysis. 3. CG-12 Ramps need to be perpendicular to each other for guidance into crosswalk. Response: Proposed CG-12 ramps at entrance to site have been revised and are now perpendicular to each other (C4.0, C4.2). Albemarle County Service Authority Richard Nelson General 1. A sewer upgrade agreement will be required prior to final approval. Refer to email from September 26, 2019 for a reference document. Response: A sewer upgrade agreement will be recorded with ACSA 2. Remove the following sheets from ACSA submission: C 1 A-C 1.1, C4.1-C4.6, C6.0-C6.2, C6.7- C6.10, CO.], L3.0-L6.0. Response: A separate plan set containing only the applicable utility sheets has been submitted for ACSA review. Sheet C5.0 l . Move FHA's closer to roadway. Response: FHA's have been moved closer to the roadway as shown on the provided markup. 2. Maintain I W separation between FHA and FDC. The fire code calls out the maximum distance between a FHA and FDC to be 100 feet. Response: Minimum 10' separation has been provided and called out for FHA'.s and FDC's. Consider extending water main beyond curb and gutter for possible firture connections. Response: Water main has been extended beyond the curb near .Ruilding 9 as recommended 8. Water and sewer mains will not be permitted under Lire retaining wall or in the foot of the: retention Fond. Lookin#; at the County C iIS, there is no stream buffer shown in this area. You will want to confirm this is tru c. Another option is to check with the C:ounly if there is a waiver to disturb the wetlands for public; utilities. Response: The utility plan has been revised to propose an alternate approach to the wall crossing near the. pond 77ae applicant looks forward to further discussion with ACSA on this new approach and reaching an acceptable conclusion. 9. The lateral from the Clubhouse will need to enter Manhole 5 at. equal or greater than 90 clegrees frown the invert out. Response: The clubhouse sanitary lateral has been revised to enter Manhole S at 90 degrees. 10. Move sewer out of proposed barking, spots. .Response: Manhole 20 has been shifted out of the proposed parking spots. The proposed utility easement has been revised accordingly. Response: Assumed location of installed water main on adjacent parcel has been added to the plans. Callouts for verification of and connection to existing main have been added to Inset I-2. Sheet C5.5 and C5.6 1. Call out drop connections as external drops. Include external drop connection detail if not already there. Response: All drop connections have been called out on the sanitary profiles as ACSA standard external drop connections The details have been added t0 C5.6. Sheet C5.7 and C5.8 1. Have water mains crossing on top of storm pipe. Response: Per discussion with ACSA, where possible the water main profile has been revised to show the waterline overtop of proposed storm with 0.5' separation and 3.0' cover. The crossing at storm pipe R136 does not have adequate vertical space to provide this configuration, therefore the waterline is still proposed to bend underneath the storm with 1.0` separation, per ACSA standards, in this location.
