RE: SDP 201600058 Daly's Rent All — Major Amendment
Dear Sir:
Your Major Amendment application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
15. [32.5.2(e) & 32.6.26)] Provide on the existing condition sheet the existing landscape features within
the parcel. Also, show any existing landscape features that are to remain on the landscaping sheet
and differentiate them from the proposed landscaping. Provide the information specified in
32.7.9.4(c). If existing trees are to be counted towards the landscaping calculations also include the
information required in 32.7.9.4(b).
Rev. 3: Comment not yet fully addressed. Address the following:
b) Have the owner of the site sign and date the conservation checklist stating they agree to its
requirements.
Rev. 4: Comment not addressed. Applicant stated this will be done on signature sets. So
comment will remain until site plan is ready for approval.
c) Show "Tree Protection Fencing" around the outer edge of the shrubs that are to remain that are
within the subject parcel but directly adjacent to TMP 61 W 2-13-5.
Rev. 4: Comment not fully addressed. Revise the fence, and labels for the fence around
the "existing shrubs to remain" so that it is clear what the fence is for and so that fence it
self, on the side of the disturbed area, can be clearly seen. Please note these shrubs are
not shown in the existing conditions sheet. If they exist show them on the existing
conditions sheet. If they do not exist no longer show them on the site plan as "existing"

Public Drainage Easement for review. County Attorney's approval will be required prior to approval of
the Major Site Plan Amendment.

relocated 20' Public Drainage Easement for review. County Attorney's approval will be required prior
to approval of the Major Site Plan Amendment.
Rev. 4: Comment not fully addressed. An easement plat was submitted but administratively
denied. Address the items specified in the denial letter and then submit a new easement plat

approval will be required prior to approval of the Major Site Plan Amendment. Engineering will
forward the template for the deed of easement for this plat.
Rev. 4: Comment not fully addressed. An easement plat was submitted but administratively
denied. Address the items specified in the denial letter and then submit a new easement plat

33. [32.7.9 & 32.6.20)] Revise the landscape plan to meet all requirements of section 32.7.9. Address
the following comments:
Rev. 3: Comment not yet fully addressed. Address the following:
a) [32.7.9.5(d)] Two trees that were previously along the street, and were meeting street tree
requirements, are no longer located along the street. Revise their location to be along the street
as they were in the last submission or provide two new trees along the street in their place.
Although there are requirements for trees between the parking lot and the street, because the
parking lot is so close to the street staff will accept the two trees (street trees), instead of four
(street trees and parking lot trees), as long as the trees are placed along the street tree in
alignment with the other street trees.
Rev. 4: Comment not fully addressed. Three additional trees have been added to meet the
street tree requirement. However, they are not evenly spaced, as street trees are meant to
be, and thev are in close proximity to the existing large shade trees. When large shade
trees are planted too close together they will damage the existing trees. Revise the
spacing so that they are spaced more evenly, on comparison to the existing trees and are
not planted closer than 25' to another existing or proposed large shade tree.
b) Rev. 4: fNew Comment] Revise the street tree calculation on the site plan to match the currently
provided number of street trees. This calculation has not been revised to what is currently
proposed.
c) Rev. 4: [New Commentl Revise the existing conditions sheet to show the existing trees and
shrubs currently on the site. Some changes to the site appear to have happened since the initial
submission of this site plan.

36. [Comment] The major site plan amendment will not be approved until the WPO plan is submitted and
approved.

38. [Comment] The major site plan amendment will not be approved until Engineering, Inspections,
E911, VDH, ARB, ACSA, VDOT, Fire Rescue and Zoning grant their approval. See the attached
comments for these reviewers. Any outstanding review comments will be forwarded to you when
they have been received.

Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's
website which may be found under "Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit
a revised major site plan amendment to address all of the requirements within six (6) months after the
date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced request dated September 26, 2016, revised
November 11, 2019 and offers the following comment:
Land Use
1. Please provide post -development drainage calculations, were not provided in plan set?
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process

The major site plan amendment for Daly's Rent All has been reviewed by Engineering. The following
comments will need to be addressed before approval:
1. WPO Plan must be submitted and approved before final site plan can be approved. Rev. 1:
comment not addressed. Rev. 2: Comment not addressed. WP0201700022 must be
approved before final site plan can be approved.
2. Please ensure the professional seal is signed and dated. Rev. 1: Comment addressed.
3. Topography should at least be visually field verified within in the last year. Rev. 1: Comment
addressed.
4. Provide top and bottom elevations of the retaining wall. Rev. 1: Comment addressed.
5. Ensure deed book and page are shown for all existing easements (Right-of-way, sanitary, etc).
Rev. 1: Comment addressed.
6. Label the easement around the stormwater facility as, "SWM facility easement". Rev. 1: Comment
addressed.
7. Ensure there is adequate travelway in front of the loading area (show dimension). Rev. 1:
Comment addressed.
8. Parking areas shall not exceed 5% grade anywhere in any direction. Southern parking area exceeds
this slope. Rev. 1: Comment addressed.
9. Rev. 1: Parking label on Sheet C-201 appears incorrect. Space is labeled as 16ft, but label
says 9xl8. Please clarify. Rev. 2: Comment addressed.
10. Rev. 2: Please note that the drainage easements and SWM facility easement must be
recorded before final site plan can be approved.
