Please find our responses to the comments below in bold lettering. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code Section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. This SWPPP is disapproved, and the reasons are provided in the comments below. 1. Provide a signature on the Registration Statement. The Registration Statement instructions should not be submitted. A signature will be provided once a contractor has been selected. 2. The 61h order HUC must be provided on the Registration Statement. Registration statement as been updated with a 6t" order HUC. 3. A Notice of general permit coverage must be included prior to final approval. (17- 405.A.2). General Permit coverage has been provided in section 11. 4. Qualifications and contact information for qualified personnel is required. (17-405.13 and 9VAC25-850-10 et seq.). The school board is the owner of the project and Joseph Letteri is the contact for the project. Once a contractor has been selected after bidding, the qualified personnel information may be changed over for final signature before the DEQ permit is applied for. 5. Provide a signed certification (9VAC25-870-370). A signed certification will be provided once a contractor has been selected. 6. Provide a Delegation of authority (17-405.C.). CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIs I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES A delegation of authority has been proved in section 10 and will be filled out once a contractor has been selected. 7. Now that the WPO number has been generated, please include it on the plan cover sheet and calculations packet. WPO number has been added to the plan cover sheet and the cover of the calc book. 8. Please include the requirement for record drawings (17-422). Requirements have been added to sheet C3.0. 9. General Permit, Part II.G.2.a(2) prohibits the use of representative inspections for construction activities discharging to impaired waters. Please delete the paragraph. Paragraph has been removed as requested. 10. Provide a copy of the General Permit prior to final approval. Acknowledged 11. Please note that additional comments may be generated based on the response to the comments provided. Acknowledged B. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved. 1. The drainage areas for level spreaders appear to be incomplete. The entire areas draining to them must be included on the plans, and in the calculations. Level spreader #2: if any roof drains discharge to the courtyard, the volumes must be noted and included in calculations. Level spreader calcs have been adjusted and revised and are called out to reference inlet and pipe calcs in the calc book. There are no surface roof drains discharging to the courtyard. 2. On Sheet C5.2, the access road to the field house does not appear to be included in the drainage area, except at the lower end. This is related to comment #2 above. Include all of the areas draining to BMPs. Drainage areas have been revised and now include the access road to the field house. 3. Sheet C6.0: In the water quality calculation box, the post -development impervious land cover does not match the total from the labels on the drawings on the same page. Please correct. Water quality and box and post impervious box have been corrected and labels have been removed from the drawing. 4. The Sedimentation Basin elevation call "663.25" appears to be incorrect. Please correct. This comment appears to have been on the Biofilter. Biofilter and detail have been removed from design. 5. Stormwater calculations other than a summary on Sheet C6.0 were not provided. Please provide. Comment removed per follow up emails showing that calculations book was provided in the online submittal. If it is not received with this submission please email or call so we can send a copy. 6. Provide arrows indicating direction of stormwater flow (17-405.A.5.a). Flow arrows are shown on sheet C5.0 and C5.1. 7. Provide a description of the long-term operation and maintenance plan (17- 403.A.5). Biofilter has been removed from design. 8. Level spreader #1 is not shown on the profile on C7.0. It is labeled, but not shown like the others. Please show. Level spreader #1 is now shown on the profile sheet C7.0. C. Erosion and Sediment Control Plan (ESCP) Virginia Code 62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17- 402. 1. Sheet C1.0 General Notes, #8 refers to VDOT. Please delete. Note has been deleted. 2. Include a note to minimize soil compaction, per 17-402.A.6. Section 17-402 of Albemarle County Code does not have a section A.6. Please provide more information on the note required. 3. Sheets C3.2 and C3.3 legends: labels for SF and SSF appear to be switched. Please correct. Legend has been updated. 4. Sheets C2.0 and C3.4: provide topo in the locations of "wash rack". Additional topo has been provided in the location of the eastern wash rack and proposed contour and note have been added to ensure eastern wash rack drains to sump. 5. The Wash Rack detail specifies the use of a sediment trapping device. Please show such devices. Sump area has been added for western wash rack. Eastern wash rack drains to sediment trap. 6. Provide the land disturber as required by 17-402.C.4. Land disturber information will be provided with final SWPPP when available before permit is applied for from DEQ. 7. The inspection log templates do not include all of the information required to be inspected (see 9VAC25-880-70, Part II sections B and G.) Please provide all of the required information, to ensure that the inspector documents a thorough inspection. Inspection log templates have been added to section 12 D. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. This plan is disapproved, for the reasons provided below. 1. Show area(s) to be used for porta John, construction waste and other support activities. Areas have been shown on Pollution Prevention Plan 2. See comment above for the sediment trap on the ramp project for wash waters (14- 404.B.1.a). Comment above has been acknowledged and wash waters have been taken into consideration. 3. The location of the temporary materials storage trailer described in Section F of the PPP narrative is not shown on the plan. A temporary materials storage trailer has been added to the plans We have included PDF copies of the plans and calculations for your review.
