Dear Mr. Padalino:
We have reviewed all of your comments from UPDATED October 24, 2019 and made the
necessary revisions. Please find our responses to the comments below in bold lettering.
Albemarle County Planning Services — Planner — Tim Padalino:
1. [Z.O. 32.5.2(a)]: Please add "Initial Site Plan" and "SDP201900055" to Sheet C.0 (Cover
Sheet).
Comment noted. This information has been added to Sheet C0.0.
2. [Z.O. 32.5.2(a), 32.5.2.(b)]: Please revise the "Site Data" information on Sheet C.0 (Cover
Sheet) as follows:
A. For "Zoning", please add "Rural Areas" to "RA" and please include "Critical
Slopes Overlay".
Comment noted. This information has been added to Sheet C0.0.
B. Please provide additional information to identify or clarify the proposed use(s),
as follows:
i. The proposed maximum amount of impervious cover on the site; and

parking spaces, Z.O. 4.12.6 states the following:

"Schools: The number of proposed spaces shall be shown in a parking study submitted
by the school division (public schools) or the school (private schools). The number of
required spaces shall be determined by the zoning administrator. In making the
determination, the zoning administrator shall consider the recommendations in the
parking study, traffic generation figures either known to the industry or estimated by
the Institute of Transportation Engineers, peak parking demands, and other relevant
information."
Acknowledged
UPDATE 10/24/2019: Staff acknowledges that the plans show the demolition of 15
existing parking spaces (inclusive of one existing ADA space), and also show 15 proposed
new parking spaces (inclusive of one new ADA space), thereby creating no net loss or
net gain in the number of parking spaces. Staff also acknowledges the applicant's
explanation during the 10/24 SRC meeting that this proposed school addition only
serves to provide increased facility accommodations, and the proposal does not include
any corresponding additions to staff or additional students. Therefore, considering that
the overall number of parking spaces remains unchanged, and considering the
applicant's explanation that the addition will not generate additional parking needs, no
further information or revision related to Planner comment #3 is required. Planner
comment #3 withdrawn.

4. [Z.O. 32.5.2(p), 32.7.9.2(b), 32.7.9.4.(b)]: The following issues (below) were identified
during the initial staff review of the Landscape Plan and must be addressed and resolved
on the Final Site Plan. Any additional detailed review comments pertaining to the
Landscape Plan, if any are necessary, will be provided with the SRC Action Letter, within
15 days or less of the SRC meeting.
A. A Conservation Checklist will need to be completed, signed, and added to the
Landscape Plan to ensure that the specified trees will be protected during
construction.
• Note: Staff acknowledges the Conservation Checklist on Sheet L2.0
(Landscape Notes And Details); however, this checklist needs to be
completed and signed.
The checklist has been sent out for signature and will be provided as
soon as it is returned.
B. The corresponding tree protection (TP) equipment and practices shown on Sheet
1-1.0 (Landscape Plan) that are intended to protect existing trees (including but
not limited to the trees to be preserved, the limits of clearing, the location and
type of protective fencing, grade changes requiring tree wells or walls, and
trenching or tunneling proposed beyond the limits of clearing) must be shown on
Sheets C2.1 (Demolition Plan), C3.2 and C3.3 (E&S Control Plans), and C5.0
(Grading & Drainage Plan).
• Note: Staff acknowledges that some tree protection measures are
shown on the sheets listed above; however, additional tree
protection measures shown on Sheet 1-1.0 (Landscape Plan) appear to
be missing on the sheets identified above. Specifically, three
deciduous trees along the internal travelway are identified for "TP"
on Sheet 1-1.0, but these are not all shown with "TP" on all sheets
identified above.
"TP" has been updated to match on all sheets.
C. Please add a note to Sheet 1-1.0 or Sheet L2.0 to verify that "The Landscape Plan
satisfies the minimum landscaping and screening requirements of Zoning
Ordinance Section 32.".

• (Advisory / For Future Reference): Please note that the Final Site Plan cannot be
approved unless and until all the outdoor lighting information required by Z.O. 32.6.2(k)
is provided to demonstrate compliance with all applicable outdoor lighting
requirements as specified in Z.O. 4.17, per Z.O. 32.7.8.b. However, this information is
not required prior to County approval of this Initial Site Plan (as may be applicable).
Lighting Plans have been included in this re -submission. The lighting plans
demonstrate compliance with the above applicable outdoor lighting requirements.
• (Advisory / For Future Reference): Please note that the Final Site Plan cannot be
approved unless and until a Certificate of Appropriateness (CofA) required by Z.O.
Sections 32.4.2.2.b, 32.4.3.3, and 32.4.3.6 is issued on behalf of the Albemarle County
Architectural Review Board. Staff acknowledges the ongoing review of CofA applications
ARB201900100 and ARB201900106; and staff further acknowledges ARB staff's review
status of "No Objection" for this Initial Site Plan application SDP201900055.

• (Advisory / For Future Reference): Please note that a Final Site Plan for this proposed
project cannot be approved unless and until a Water Protection Ordinance Plan / VSMP
Plan is submitted, reviewed, and approved by the Engineering Services Division of the
Community Development Department as required per Z.O. 32.7.4.1 and County Code
Chapter 17. Staff acknowledges the ongoing review of WPO201900051.

Albemarle County Engineering Services — Engineer — David James:
1. Show location of all existing and proposed utilities and easements with deed book
references.
Existing and Proposed utilities are shown on plan.
2. Show the existing contours for the site where not shown and next to property line
where not shown.

3. Sheet 2: Show existing onsite well location. Show existing w/I connections.
Comment noted. The location of the well has been indicated and labeled.
4. Will proposed additions require additional w/I connection(s)? Sewer connections?

5. Correct the amount of slope in parking area to be 5% or under.
Parking Lot Slope has revised to be less than 6.5% which will be allowable on this project per
zoning determination from Bart Svoboda in his 12/12.2019 email.
6. Show bumper blocks for the parking spaces. Show bumper block detail. Bumper blocks
are required where sidewalks are less than 6' wide in front of the parking spaces. 118-
4.12.16 el.
Comment noted. Bumper blocks (wheel stops) have been added where the sidewalk is less
than 6' wide.
7. Guardrail needed here along turn radius.
Comment noted. Slope has been revised to be 3:1 behind curb and per coordination with
David James guardrail is not longer required.
Albemarle County Building Inspections — Inspections — Michael Dellinger:
1. Accessible parking spaces and access isles shall not have a surface slope greater than
1:48. Access isles shall be at the same level as the parking space they serve.

2. Add the following note to the general notes page: ALL water lines, sewer lines, and fire
lines from the main to the structure MUST have a visual inspection performed by the
building department.
Comment noted. See General Note 24.
3. Add the following to the general notes page: All roof drains shall discharge in a manner
not to cause a public nuisance and not over sidewalks.
Comment noted. See General Note 25.
4. Add the following note to the general notes page: Building or structures built before
January 1, 1985 must have an asbestos survey performed in order to apply for a permit.
Asbestos removal permits are required if positive for such. Contact VDOLI for additional
requirements and permits for demolition projects.
5. Comment noted. See General Note 26.
6. Add the following note to the general notes page: Building inspections must verify
proper abandonment of site utilities before concealment.
7. Comment noted. See General Note 27.

Albemarle Countv DeDt. of Fire & Rescue — Fire -Rescue — Shawn Maddox:
1. Emergency apparatus access must be provided to within 150' of each corner of the
building. When the travel way exceeds 150' an apparatus turn around must be provided.
Fire truck access has been provided within 150' of the entire proposed building. See fire
access road on sheet C4.0. Existing paved basketball court at end of road can be used for fire
truck turn around.
2. If the height of the building will exceed 30' then the travel way must be 26' of
unobstructed travel width.
Building height does not exceed 30'.
3. An on -site fire protection water supply should be considered. Provide the ISO needed
fire flow calculations for the structure to include the existing and new portion.
A fire suppression system is beyond the project budget and scope, given that the project is on
a well and the amount of storage and filtration would be required.
Albemarle Countv Service Authoritv — ACSA — Richard Nelson:
1. SDP201900055 is outside the ACSA jurisdictional area. There are no comments.
Virginia Department of Transportation — VDOT —Adam Moore:
1. Please note the final site plan must show conformance with the VDOT Road Design
Manual Appendices B (1) and F, as well as any other applicable standards, regulations,
or other requirements.

Virginia Department of Health — VDH —Alan Mazurowski:
1. Based on an assessment of the existing septic system, performed by Old Dominion
Engineering in 2017, the system is in need of some minor modifications. A permit (ID#:
101-17-040) for such was issued at that time but has since expired. The applicant will
need again to submit plans prepared by a professional engineer and an application for
another permit. In addition to the minor modifications and reserve drainfield area(s),
those plans will need to address the currently proposed addition in terms of anticipated
wastewater flows and any potential increases in numbers of students & staff.
Septic System is being reviewed as separate submission by Old Dominion.
2. Locations of all existing and planned septic components must be identified on the site
plan, including sewer lines, tanks, conveyance lines, existing drainfields, and reserve
drainfield areas.
Sewer Plans and information are being reviewed as a separate submission by Old Dominion.
Please refer to Old Dominion submission.
