Subject: SUB201900179 Woolen Mills Lots 4A & 5 - BLA
The County of Albemarle Planning Division will recommend approval of the plat referenced above once the following
comments, and those provided by other Site Review Committee, SRC, members, have been satisfactorily addressed. The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review. [Each comment is preceded by the applicable reference to the Albemarle County Code.]
1. [14-302(B)(5)] Zoning classification. List all applicable zoning overlay districts to which each of the existing lots is subject.
Regarding the Preserved Steep Slopes, also demonstrate where these areas are located on the plat map.
2. [14-302(A)(9)] Building site.
a. Show the building site location for Revised Lot 4A, in accordance with Sec. on the proposed County lot, per
Sec. 4.2.1.
b. Provide a note in accordance with Sec 14-302(A)(9) regarding the building site. (Note: The revised County
may not have a building site as defined by this chapter. That is acceptable as long as the revised lot is more
conforming, not less. If the site is unable to provide the required building site, use the given plat language to
note "...parcel x does not contain a building site...".)
3. [Comment] Setbacks. The setbacks provided in the County zoning notes do not align with current County regulations.
a. Align this information with the yards requirements provided in Sec. 4.20 for LI-Light Industrial districts,
noting minimum yards requirements of Sec. 26.5 for setbacks from abutting lots in dissimilar zoning districts.
b. Revise the setback lines provided on the plat maps.
OR
a. Remove the setback notes and linework from the plat.
4. [ 14-302(A)(4-5)] Easements. Show the location and dimensions of all existing easements on the property. Label with the
deed book and page number and the name of the owner of record.
5. [Comment] Parcel IDs. The County parcels IDs are known as Tax Map Parcel IDs, or TMP, not "ATMP" as identified
throughout the plat. Please amend the County parcel IDs references accordingly.
6. [14-302(B)(7)] Reservoir watershed; agricultural forestal district. Include a notation as to whether the land is within an
Albemarle County and/or City of Charlottesville water supply watershed or an agricultural -forestal district.
7. [14-302(B)(9)] Floodplain. If any portion of the existing lots are in the flood hazard overlay district, United States
Geological Survey vertical datum must be shown and/or correlated to plat topography and show existing and proposed
ground elevations. Also, provide the base flood elevation on the site.
8. [ 14-302(A)(16)] Dam Break Inundation Zone (DBIZ). Delineate and label the extent of the state and federal dam break
inundation zones. (Note: For the state dam break inundation zone, just make a note on the plat map sheets that the entire
subject property falls within this zone.)
9. [14-303(P)] Notary panel. Include a notary panel beneath the owner signature. for the notary to acknowledge the signature
of the owner.
10. [14-302(A)(2)] Vicinity map. Label "Broadway St" on the vicinity map as this is a prominent street and will help to provide
context for where the subject parcels are located in the County.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Roudabush, Gale & Associates,
Inc., dated 12 November 2019, and find it to be generally acceptable.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
