Commissioner November 26, 2019 Bohler Engineering ATTN: Ryan Yauger, PE 28 Blackwell Park Lane, Suite 201 Warrenton, VA 20186 Re: Polo Grounds Road Ij provements & Brookhill Road PIan (Field Revision �L) Review #1 Dear Mr. Yauger: The Department of Transportation, Charlottesville Rsidency Transportation and Land Use Section has reviewed the above referenced plan as submitted by Bohler Engineering, revised 11 November 2019, and offers the following comments: 1. At station 16+50 newly proposed DI-3 Inlet Top; could the manhole on the south side of the road be relocated to the proposed grate inlet location? This would also allow for the level spreader to be connected through pipe crossings and remove the proposed flume. The existing drainage culvert must be crossed at some point regardless. This also allows for removal of the elbow (change of pipe directions should take place at an accessible manhole). 2. At station 22+90 the structure and elbow must be moved outside the travel lane. This could be moved to the median or outside the travel way. 3. Non-standard drainage items, if necessary to remain, must be more fully detailed (elbows, flumes, etc.). Non-standard items require perpetual maintenance land use permits. 4. Cross sections should show the existing and proposed grades (at minimum). 5. There are numerous cross section grade breaks greater than the 4-5% recommended by AASHTO. 6. Why is there a grade break to the opposite direction for the turn lane? It can be at a flatter slope than the existing lane, but it is not clear why it must transition so sharply here. 7. It appears that there are through lanes proposed in a crowned section with slopes greater than 2%. Why is this (in particular with the centerline curvature)? 8. If Polo Grounds is being reconstructed why does the new left turn lane go from 3.98° o to 2.65% then back up to 3.6%? Similar issue in both directions, not gradual and smooth. 9. Parabolic curves are necessary and should be noted where flow line drainage is to be accommodated. 10. The shared use path, signal pole, and control cabinet have changed locations. Please update the plans accordingly. 11. There are insufficient details on the plans regarding guardrail elements and required dimensions (shoulder widths, MASH standards). Please coordinate guardrail plans with VirginiaDOT.org WE KEEP VIRGINIA MOVING November 26, 2019 Ryan Yauger, PE Page 2 VDOT prior to installation as some may be able to be removed while other areas may need additional grading. 12. The cross sections refer to a proposed right turn lane when it appears to be a left turn Iane. 13. Culvert B60-61 appears that it may be oversized. Could a smaller drainage section work here? 14. Please note that other areas in the Polo Grounds roadway plans will need to be reviewed for existing cross slope compatibility with current design. Recommend cross sections showing existing vs. proposed roadway improvements every 25 or 50 feet. 15. Please schedule a field meeting with this office to discuss the plan submission.
