ORIGINAL GROUND T 12,. DEEP The areas are currently open grassed areas at about 3 percent slope. Both areas are uphill from existing woods. An existing storm drainage pipe crosses the proposed building addition site and will be relocated. That pipe drains a small portion of the existing paved parking and drive to the northeast of the school and some of the school roof. That existing pipe outfalls at a concrete apron (6 ft. wide by 12 ft. long) within the woods and spills down into a draw within the woods. The proposed parking lot addition is to the west of the existing paved parking and service area west of the school building. The existing drainage from that existing paved area drains to the southwest into woods via a rip -rap lined channel along the drive leading to the Prep school. There are currently three mobile classroom units and paved driveway entrance that will be removed for the parking lot addition. Both drainage areas come together just upstream of Ivy Creek which is part of the South Fork Rivanno River Reservoir. ' ADJACENT PROPERTY Both sites are within the middle of property owned by The School Board of Albemarle County, Virginia. There is Greer Elementary to the north, Prep School to the south, and Albemarle County High School to the east. The County uses the area to the west as athletic fields. No offsite areas will be disturbed during construction of this project. SOILS There is no defined soil type for this area in the Albemarle County Soil Survey. However there was Soil and Foundation Investigation dated Feb. 24, 1998 by Earth Tech Inc., Charlottesville, VA for the Prep School to the south of Jouett. The Prep school has since been built within areas of cut and fill. There was a boring (S-9) in the curve section of the paved drive between Jouett and Prep. Based on that report there is generally about one foot of topsoil. "Beneath the topsoil ...... we found 1 to 2 feet of colluviol brown to red sandy silt with some quartz gravel." No groundwater or bedrock was encountered in the boring depth of 10.9 ft. "It is our opinion that the onsite soils should be suitable for use as fill beneath the building and paved areas. All fill should be placed in layers not to exceed 8 inches loose lift and compacted to at least 95 percent of maximum dry density and within 5 percent of optimum moisture according to ASTM D-698." Their report also says that "The entrance road passes over what appears to be an existing fill slope adjacent to the Jack Jouett property. We did not drill any borings in this area, but we recommend that the soils in this area be proof -rolled and any soft areas removed and replaced with properly compacted fill." It also says that "Most of the onsite soils are not adversely affected duringconstruction by either wet weather or construction equipment." Gooch Engineering & Testing, Inc. conducted a site specific soils analysis pertaining to the proposed addition areas dated January 28, 2002. This report supports the adequacy of the existing soil for construction of these additions. Gooch Engineering & Testing, Inc. recommends removing all topsoil before compacting any fill in the proposed building location and extending the building footings below the 30-inch frost line for the area. Refer to this report for further information. STORM WATER MANAGEMENT The Rational Method was used to calculate the amount of runoff in both the pre and post -developed conditions for a 10-year frequency storm event. See separate calculations. Pre -developed (for Bldg Addit.): Drainage Area (0.6 Ac.), a runoff coefficient C value = 0.9 and a time of concentration of 6 minutes, intensity of 6.6 inches per hr. the pre -developed runoff Q10 is 3.6 cfs. NOTE: THE BIO-FILTER BMP BASIN WILL BE VEGETATED IN Post -developed (for Bldg. Addit.): ACCORDANCE WITH "OPTION B WILDFLOWER MEADOW" Drainage Area (1.27 Ac.), a runoff coefficient C value = 0.9 and a time of concentration of 7.1 minutes, intensity of 6.2 inches per hr. the post -developed runoff 010 is 7.1 cfs. For the building addition, all runoff will be routed into the proposed storm water drainage system. The proposed flow velocity will approximate that of the existing flow velocity from the existing stormwater system and the proposed pipe outflow will not change from the existing. The velocity is and will be about 4 fps. The outlet pipe has been designed to exit at the some point of discharge which is an existing concrete landing in the woods. In order to release stormwater at about the existing velocity, the pipe sizes have been increased and the downstream pipe has been designed at 0.75% slope. The upstream pipe will be oversized. The top of the straddle structure will have a VDOT std. DI-1 grate for ORIGINAL release of any water build up if that should ever occur and would flow down into the woods in the direction of pipe discharge. GROUND Pre -developed (for Parking Addit.): 3:1 SIDE Drainage Area (0.60 Ac.), a runoff coefficient C value = 0.65 and a time of concentration of 5 minutes, intensity of 7.0 inches per hr. the SLOPES pre -developed runoff Q10 is 2.7 cfs. Post -developed (for Parking Addit.): Drainage Area (0 87 Ac) a runoff coefficient C value = 0.84 and a time of concentration of 5 minutes, intensity of 7.0 inches per hr. the NOTE: post -developed runoff 01'0 is 5.1 cfs. LINE DITCH WITH CLASS AI RIPRAP For the parking lot addition, the runoff from the existing paved area will be treated for water quality and quantity with the proposed pavement. PROPOSED BMP OVERFLOW WEIR This will be done using the Albemarle County biofilter system with stone weir and vegetative groundcover as specified in the latest County Water RECEIVING CHANNEL Protection Ordinance (updated Feb. 11, 1999). N.T.S. The proposed BMP water quality swale is oversized to detain the difference in runoff for the proposed building addition and the parking lot addition. As a result there is no net increase in runoff from the site. The BMP swale discharges by filtering down through the bottom into a gravel under drain that routes water into an existing drainage ditch. The water is released at the same flow rate as that of pre -development conditions. In the event of a 25-year storm, the water is routed over a stone weir into the some receiving channel. The existing channel drains over an existing berm that acts as a level spreader forcing the flow into sheet flow into the wooded area down below. There is no evidence of erosion or siltation currently on site. With the post -developed flow rates being the some as pre -developed flow rates there is no anticipation of erosion or siltation of the existing channel.
