HomeMy WebLinkAboutZMA201900003 Review Comments Zoning Map Amendment 2020-01-14OF AL COUNTY OF ALBEMARLE Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902-4596 Phone (434) 296-5832 Fax (434) 972-4126 TO: Applicant FROM: Kevin McDermott; Principal Planner —Transportation DATE: January 10, 2020 SUBJECT: ZMA201900003 Albemarle Business Campus (formerly Royal Fern) Comments The Albemarle County Community Development Department, Planning Division, Principle Planner for Transportation has reviewed the above referenced resubmitted plan along with the previously submitted traffic impact statement and supplements and would like to submit the following comments: Application Plan: • The pedestrian and bike network appears well designed and able to address the needs both internally and externally in a thoughtful manner that will improve the overall environment for those users. Please include additional detail on potential attendant facilities that would be included in the development such as bike parking or pedestrian amenities. These should be identified as necessary components of the plan. • The identification of the transit stop and proposal to improve it are appreciated. Please include additional information on what type of improvement is proposed (shelter, bench, bike parking, etc.). Traffic Impact Analysis: • The previously submitted TIA and supplements examined a much lower level of potential development. The maximum daily trips proposed under the original submittal were 1,928. Under the new proposal, potential scenarios describe trip generation ranging from 2,428 to 8,798 daily trips. The requirement for a TIA is for it to examine the absolute maximum proposed density. As such, staff requests additional information to be provided in an updated TIA. The ZMA narrative describes the maximum buildouts as unlikely however the application should either restrict the uses to the likely scenario or will need to examine the impacts of the maximum buildout. At the higher levels of potential development additional surrounding intersections may require examination and additional examination of the Old Lynchburg Rd/5t' St Extended intersection may be necessary to ensure that the proposed solutions continue to work sufficiently. Please keep in mind that if the maximum development proposes uses that would generate more than 5,000 daily vehicle trips, VDOT requires submittal of the rezoning package and stipulates the contents of that rezoning package. I recommend the applicant reach out to schedule a meeting with me and VDOT to further discuss the update to the TIA.
