Dear Mr. Langille:
The Department of Transportation, Charlottesville Residency Transportation & Land Use Section, as well as the
Culpeper District Traffic Engineering Section, has reviewed the above referenced plan submitted by Collins
Engineering and associated TIA by Ramey Kemp & Associates, revised 11 November 2019 and 14 November
2019 respectively. The Department offers the following comments:
As noted in the TIA the proposed development with noted improvements will increase total intersection
delay 6.3% to 57.1 seconds compared to the "No Build AM Peak" scenario. The source of the additional
delay is primarily increased delays on the Rio Road E approach, specifically increases of 17% (89.4 sec.
to 104.8 sec.) in delay for the northbound through/left approach and 10% (74.4 sec. to 81.8 sec.) for the
northbound right approach.
2. As noted in the TIA the proposed development with noted improvements will increase total intersection
delay 7.5% to 64.4 seconds compared to the "No Build PM Peak" scenario. The source of the additional
delay is primarily increased delays on the John Warner Parkway approach, specifically an increase of
17% (76.8 sec. to 89.7 sec.) in delay for the eastbound through/right.
The existing signal poles are not shown on the conceptual roadway improvements drawing. If any signal
infrastructure must be relocated, an approved signal modification plan will be required prior to
construction permit issuance.
4. Although the dual "Green T" concept appears as though it will operate at acceptable levels of service for
the side streets the full roadway improvements plan must include evaluation of numerous design
elements that are not shown on this drawing. It remains possible that this concept may not be feasible at
this location.
5. If an acceptable design of the dual "Green T" concept is found operations at the Dunlora Drive/Rio Rd.
E intersection will likely be improved. The study claims improvements of up to 79% less delay in the
AM peak and 65% in the PM peak for the westbound left movements on to Rio Road E.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The owner/developer
must contact the Charlottesville Residency Transportation and Land Use Section at (434) 422-9399 for
information pertaining to this process.
