RE: Boys & Girls Club Letter of Determination
Mr. Svoboda:
As requested, we are submitting this Official Letter of Determination application for the Boys & Girls Club facility,
to be located on the campus of Jack Jouett Middle School. The subject parcel is TMP06000-00-00-078AO and
serves as the combined campus for Albemarle High School, Jack Jouett Middle School, Greer Elementary School
and several other associated uses. As you know, the Boys & Girls Club has operated from Jack Jouett Middle
School for over 15 years and is now planning to build their own larger facility on the same campus in an effort to
provide service to additional children in the community. They have already entered into an agreement with
Albemarle County Public Schools to locate their facility on the parcel. Attached is Exhibit A which outlines the
subject site on the Jack Jouett Middle School campus.
We have attempted to determine whether or not this Use is a permitted Use or if it requires legislative action. Our
research has not revealed how the Jack Jouett club was originally permitted to operate on this parcel, but we
suspect it was deemed an accessory use to the School. This request is an attempt to clarify this issue and provide
official guidance to the Boy & Girls Club on how to proceed with their expansions project.

RE: Northside Club — ACPS Entitlement Analysis
Per your request, I have analyzed the ACPS site to understand more fully the Entitlement
constraints, if any, that would impact the development process and time line for the new Northside
Club. The following is what I discovered:
General Analysis:
• From a search of CountyView it appears that Boys and Girls Clubs have been determined to be a
"Community Center' use.
• The Southwood Club required an SP for a Community Center in the R-2 zoning district. It was
recently amended to increase the number of people served to 200 and to expand the physical facility
• There is already a Jack Jouett B&G Club in operation. The website says it serves 200 people. I
can't find any evidence of an SP for this use on the parcel.
• The assumption is that the Jack Jouett Club is an ancillary use to the School and is using the
school's physical facilities and that is why there is no SP for the Jouett Club.
Albemarle High School Campus:
• Parcel is zoned RA, with `Community Center' being a use allowed by SP
• As noted above, the Boys & Girls Club website indicates they already operate a club at 210 Lambs
Lane (Jack Jouett Middle School) serving 200 people. It appears it has been in operation since
2003.
• 1 am unclear on whether or not there is a current SP in place or some other determination was made
regarding the use
• Given this, I am also unclear on if a new or amended SP would be required to construct a B&G Club
Facility on the site
• Since the Club already operates on the campus, one would think that even if an SP is required it
would not be a controversial use
• It could also be considered a `grandfathered' use since it has been there for 15/16 years
In conclusion, we will need to engage in conversations with Albemarle County Community Development to
receive formal determinations and directions on the above. The determination will have direct impact to the
complexity of the development process and have direct impact to the timeline for the new Club.
