To say that this project has gotten complicated would be an understatement.
(History) It was determined that the portion of the Rivanna Ridge Shopping Center that was sold
to Dennis Enterprises for Dennis's planned expansion did not have the proper zoning because it
was still zoned PD-SC and that the Application Plan did not contemplate automobile sales.
Therefore, Dennis's portion would have to be rezoned from PD-SC to HC to allow for Dennis's
desired use. Jan has allowed Dennis to become a co-applicant with The Virginia Land Company
on ZMA 02-11. Therefore, our review on this application has expanded.
Thus, this ZMA will examine the following possible uses: Katurah has requested a rezoning to
change his use from"hotel"to 43,200 s.f of office to allow for the "South Pantops Office"
project(this is the original request). He is also requesting a reduction in square footage to
25,000 s.f. for the office space located in the northeastern quadrant of the Rolkin Loop Road/
Hansen Road intersection(i.e. the undeveloped corner behind the Giant and behind Carriage
Hill). Dennis is requesting a rezoning change for PD-SC to HC with no restrictions on the HC
uses. Planning is fine with the change in uses as long as the issues of traffic, grading, aesthetic
impacts, and the Neighborhood Model design principles are resolved. I am still investigating the
possibility of a reverse frontage road(i.e. Rolkin Extended),but this idea may go nowhere.
Katurah is unwilling to defer the Planning Commission's public hearing to resolve the above
issues. Therefore,we have to take his ZMA request to the PC. Staff will be recommending that
the PC either deny or ask the applicant to defer to resolve the above issues.
This plan in this packet is a"Conceptual Plan" for South Pantops Office's and should not be
confused with their"Preliminary Site Plan" submission(which I assume is deferred). Katurah
wants to resolve the rezoning questions before the tackles that site plan questions. However,
since this plan does not resolve the grading, ARB's aesthetic impact, or the Neighborhood Model
questions; so this plan may well be a waste of time. But, since he has officially submitted it, we
have to review it at least for resolution of the ZMA aspects. Please respond in your comments
correspondingly.
The PC public hearing date is Oct. 22. Please have any comments on this plan by next
Wednesday, the 9th. If you do not have time to review this plan, then simply state this in an
email to me and this will be another strike against the PC approving this plan. However, you
probably don't have to make extensive comments on the plan and may well be able to meet this
deadline.
