Brooks, Engineering Date of comment: 17 July 2002, Rev.1: 26 Aug 2002, Rev.2: 11 Oct 2002, Rev. 3: 11 Dec 2002 Date received: 8 July 2002, Rev.1: 13 Aug 2002, Rev.2: 4 Oct 2002, Rev.3: 26 Nov 2002 RE: South Pantops Office, rezoning, ZMA-2002-008 The Engineering Department will recommend approval when the following items have been satisfactorily addressed: Comments in response to revisions are below in italics (Rev.1, Rev.2...). 1. It is unclear how fill will be placed without erosion control measures encroaching on abutting property. Please provide a conceptual plan showing how this is to be accomplished. (Rev.1: More information is needed. Please refer to preliminary site plan comments.) (Rev. 2:A conceptual plan has not been provided. In addition,proposed grading information has been left off the revised plan, and more grading activity is taking place, which makes the existing topography more inaccurate than before.) (Rev. 3: The new conceptual plan shows grading very similar to the original submittal of July 2002. A supplemental untitled sheet shows a concept where the adjacent property would be filled to reduce the height of constructed slopes, and make the adjacent property more conducive to site construction. Should the adjacent property provide an application, or be included in this one, it could be reviewed, and may be workable. It raises concerns for handling drainage. Pipes should not be buried too deeply, such that maintenance cannot be performed without unreasonable site disturbance. Pertaining to the original comment above, matters of adequate erosion control protection for downstream properties have not been addressed.) 2. Please have the traffic study updated to indicate the levels of service at the intersections of Hansen Road with the entrance and access road, and with Rt. 250. The need for turn lanes into the site or the access road opposite should be analyzed. Please find attached the applicable summary sheets from the traffic study of Apr 1998. (Rev.]: Comment not addressed.) (Rev.2: Comment not addressed. No traffic information has been received.) V ,% r „ . •, (Rev. 3: Traffic generation figures were provided on 23 Oct 2002, and comments were v provided on 31 Oct 2002. These are included for reference. An updated traffic study has not been provided.) 3. (Rev.2: The revised plan shows the drainage system has been connected to the Rt. 250 storm drain, which is not in keeping with the original PDMC zoning master plan. All drainage was supposed to be directed to the stormwater management basin at the rear of the Giant site.) (Rev. 3:Drainage and stormsewer were not included on this revised conceptual plan, so it could not be determined if this comments has been addressed.)
