This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of all easements for facilities for stormwater management and drainage control. 3. Submittal of a tree conservation checklist with areas for tree preservation identified. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. A fee of $1,613. Please submit 10 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. It appears all new facilities will be connected to public water and sewer systems, and therefore I see no issues with the plan. With regards to the existing residence (3226 Proffit Rd), the existing private well that will be removed must be abandoned properly by a licensed well driller and will require permitting by the Charlottesville/Albemarle Health Department, however this is not an issue that should affect whether or not the site plan is approved. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Requirements: 1. [32.5.2a] The front maximum setback is listed incorrectly on the cover sheet. The maximum front setback for R15 is 25 feet. Revise. 2. [32.5.2a] List the building separation requirement of 10 feet. 3. [32.5.2b] The Land Use schedule needs a number of revisions: a. The open space listed on one location states 51,717sf, then is listed as 7,OOOsf below. Open space has a definition and it's unclear if there are elements being counted as open space that are permitted as open space under the definition. b. The percentages and square feet calculations don't seem to be correct. Double check the math. The amounts provided do not seem to add up. 4. [32.5.2b] The number of parking spaces listed does not meet the requirements of the ordinance. 2.25 spaces are required for each unit, which equals 90 total required spaces. Revise to meet the requirements. 5. [32.5.2n] Label the area between the emergency access and the main entrance. Will this be open space? 6. [32.5.2n] Sidewalk connections are needed from the public sidewalks to the front of the units for pedestrian access. 7. [32.5.2n] A sidewalk connection is needed to connect the sidewalks from Private Road A to the sidewalks on Private Road C. There is only a landscape strip and pedestrian access is needed. 8. [32.5.2n] Will ramps be provided for the corners of the blocks on the sidewalks for ADA access? Show ramps. 9. [32.5.2n] Label the materials for the sidewalks and paths. 10. Will lighting be provided? If so, a lighting plan that meets the requirements of the ordinance needs to be provided with the final site plan. 11. [32.5.2n] If the tot lot will contain the equipment required in the ordinance provide a note on the plan that states that tot lot equipment will be provided in accordance with 4.16. 12. Easements will be required for sidewalk and planting strips that are contained in the lots and not within the right of way. ITE Trip Generation should be for multifamily housing. 2. SR 649 labeled on proposed plan sheets. 3. Please show the posted or regulatory speed limit of SR 649. 4. Please label the edge of pavement on both sides of SR 649. 5. Turn lane warrant analysis should be for multifamily housing. 6. Provide distances to nearest entrances and/or intersections on Route 649. 7. Provide intersection sight distance lines and profiles. 8. Provide a profile of the entrance and connection to SR 649 for both proposed entrances in accordance with appendix B(1) VDOT Road Design Manual. 9. Emergency entrance should be blocked in a manner that does not allow for non - emergency use, or preferably utilize reinforced turf for this access. 10. Sidewalk should continue across emergency entrance to property line. 11. Please show mill and overlay on plans in accordance with WP-2. Show limits of "mill and overlay" to adjacent travel lane and include the proposed utility installation areas. Also, please add the WP-2 detail to the plans. 12. Please provide an MOT plan in accordance with the Virginia Work Area Protection Manual. MOT plan should be on a separate sheet and designed for this project, include the proposed mill and overlay. 13. Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians. 14. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. 15. Coordination of sign placement will be in accordance with Albemarle County and/or the Charlottesville residency office, not Louisa County. 17. Please check the VDOT Notes on the cover sheet for correct contact information, 18. Has the entrance location for the proposed development across the street been determined? As previously noted, these entrances should be in line with each other. If further information is desired, please contact Max Greene at 434-422-9894. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
