RE: Initial Site Development Plan — Regents School of Charlottesville
Dear Mr. Svoboda,
As per Section 4.12.6 of the Albemarle County Zoning Ordinance, Shimp Engineering is
requesting a determination of the minimum number of required spaces for a proposed private school use
on TMP 76-17 and TMP 75-66. Section 4.12.6 identifies private schools as a scheduled use, but states
that a parking study shall be submitted by the applicant and the number of required spaces shall be
determined by the Zoning Administrator. The Zoning Administrator, as per section 4.12.7(c), "may
consider the recommendations of any parking study relevant to the request, whether it is supplied by the
applicant or available from any other source, as well as traffic generation figures, including estimates by
the Institute of Transportation Engineers, peak parking demands, and other relevant information."
The parking study for this request is based on the attached `due diligence' level traffic assessment
for Regents School, dated October 12, 2018. Since this traffic assessment, the proposed number of
students has been changed to 328. Because the TIA does not include estimates for a student body of 328,
estimates for faculty and daily trips have been calculated based on what was provided.
The following table shows information from Table 3: Estimated Employees in the Year 2028 and
2038. Additionally, the TIA "assumed that employee student ratio will be the same in years 2028 and
2038" (2). This given ratio determined the column "Estimates for 328 Students," which holds additional
information estimated by Shimp Engineering, for the purposes of this report.

Based on the assumed employee student ratio, about 60 faculty members would be needed to support a
student body of 328, resulting in 60 faculty spaces.
In regards to the students, "the current 160 students have in total 44 trips and the rate is 0.275
trips/student" (2). For 328 students, total daily trips would increase to 90.2 trips. Though the ITE Trip
Generation shows higher daily trip numbers, according to the TIA, the majority of current students
carpool or take the bus. While a drop-off lane exists within the circulation of the site that accommodates
about 13 queued cars, it is significant to note that Regents School serves kindergarten through 12th grade
students. While older students are able to be dropped off, additional spaces are required for parents of

younger pupils to park and walk their children in. If we assume that kindergarten through 61h grade
students require a parent to park, this could constitute 1 out of 2 daily trips, or about 45 trips.
Additionally, we can assume that there are two main cycles of drop-offs, indicating a need for about 23
drop-off spaces.
In total, the site plan shows 90 parking spaces. This number was pulled from the 60 faculty
spaces, 23 drop-off spaces, 4 handicap -accessible spaces, and 3 extra spaces. Please let us know if you
