Date: January 17, 2020 To: Albemarle County Architectural Review Board From: Mark Rylander, KWLS rylander.kwls@gmail.com 434-981-0068 Location and Adjacencies: The property is located within an industrial park on the north side of Airport Road and is accessed by an internal road: Dobleann Drive. Neighboring properties to the west and north are within the industrial park, while the parcel to the east is occupied by a church. That property had been part of the Industrial zone but was rezoned to Rural Area in 2005 to allow construction of the church. Existing Condition: The owner of the property, Stemmle Enterprises Inc., operates a Rooter Man plumbing franchise on the property and rents office space on an adjacent parcel. There is a small existing one-story wood structure that is used as a warehouse. The lot is surfaced in gravel and used for parking of service vehicles as well as employee vehicles. The land slopes to the south toward Airport Road and rainwater sheet flows through a grass strip along the road to a curb inlet near the southeast corner of the property. The site contains one tree which is unavoidably in the location of the proposed building and will need to be removed. Proposed Building Use: The owner seeks to construct a 6,000 square foot structure to replace the deteriorated storage building and include new office, warehouse, and garage space. Certain vehicles need to be maintained indoors and/or stored in the winter to keep water in pipes and hoses from freezing. The relative locations of these three uses are identified in the plan diagram on sheet L2.00. Site Plan: The building is located at the high point of the site to the northwest. This siting reduces potential land disturbance and allows for a single contiguous parking area for service vehicles. Required employee parking is located adjacent to the west face of the building. (Note: Placement closer to Airport Road was studied but was found to be impractical for access, parking count, topography and drainage.) A continuous screen of trees and shrubs meeting ARB Entrance Corridor guidelines are located inside easements parallel to 101 EaSL High Street, Charlottesville, Va. 22902 Phone: 434.972-9003 / kwlsgreen.space KWL.S Airport Road property line. A second required screen lines the east property boundary to screen the site from the church. Additional plantings are proposed to screen the dumpster, the fenced HVAC area against the east side of the building, and around the main entrances to parking and to the building. Proposed Building Form and Appropriateness: The building is a single -story wood frame structure that is 100 feet long facing Airport Road, and 60 feet wide. The height of the building is based on required clearance of the garage doors. The visual rhythm of this fagade is based on six equal twelve -foot bays separated by four - foot wall sections. This regular spacing, combined with the hip roof is intended to recall a pavilion typology, with light colored piers and dark openings —a common form in the regional architectural language. The relatively deep eaves help to reinforce this reading. At the same time this is a utilitarian building in an industrial area, so proposed details and materials are appropriate to such use. The west fagade continues this rhythm with three large openings separated by four -foot piers in a symmetrical composition. This is the face of the office portion and the one that is presented to the arriving visitor. A cantilevered canopy projecting six feet from the building wraps around the south fagade and signals the main entrance to the building. It serves as a sunshade for the west facing offices. This wrapping cantilevered form relates to industrial architecture and is compatible with its context. The symmetrical east elevation incorporates the exit door from the garage and features a centered clerestory window that is consistent with the symmetry of the west side. The fagade incorporates a planted screen to soften the solid wall areas and to hide the wood -fenced mechanical equipment enclosure at the rear. The north fagade is not visible from the entrance corridor. Proposed Materials (refer to L2.00): The building is clad in light gray split -face concrete masonry. The hip roof uses premium quality medium -light gray asphalt shingles that provide scale and texture. (A gray standing seam metal roof is proposed as an alternative if the additional cost can be afforded). All storefront, windows, and doors are clad in medium -dark gray frames and "Solargray" glass. Solid panels in the storefront areas and the sectional garage doors will match this paint color. The eaves of the roof are painted bone white to provide a strong horizontal separation and contrast with the masonry. The shadow cast by the eaves will reinforce this reading. Additional Entrance Corridor Considerations: • The proposal incorporates a building design that recalls both the classical Jeffersonian tradition of the region along with aspects of modern industrial architecture, expressing both its place and its use. • The building setback is nearly aligned with, and parallel to, the industrial building to its west. • Because of its industrial use and substantial parking needs, the building has been heavily screened from Airport Road. The evergreen hedges will grow to hide much of the view of parked trucks and is visualized in drawing L2.01.
