The Planner for the Planning Division of the Albemarle County Community Development Department (CDD) has
reviewed the development proposal referenced above, and has transmitted the application materials to the following
members of the Site Review Committee (SRC) for review and comment:

1. [Z.O. Section 32.5.2(a)]: Note 5 in the "General Information" notes on the Cover Sheet (Sheet C-1) correctly
identified the zoning as "RA Rural Areas." However, please revise this note to include reference to the
following zoning overlays: "FH Flood Hazard," "EC Entrance Corridor," and "AIA Airport Impact Area."
2. [Z.O. Section 32.5.2(d)]: Note 6 in the "General Information" notes on the Cover Sheet (Sheet C-1) includes
multiple references to "Steep Slopes." Because this property is in the Rural Area, please revise those references
to "Critical Slopes." (Note: "Steep Slopes" are a zoning overlay located only within the Development Areas.)
3. [Z.O. Section 32.5.2(r)]: Please add a legend with necessary symbols, abbreviations, and explanations to the
Cover Sheet (Sheet C-1) or the Initial Site Plan (Sheet C-4).
4. [Z.O. Section 32.5.2(f), (h), (s)]: Show and label the Water Protection Ordinance Stream Buffer on the Base
Map (Sheet C-2).
5. [Z.O. Section 32.5.2(t)]: Show and label the Dam Break Inundation Zones on the Base Map (Sheet C-2).
6. [Z.O. Sections 32.5.2(i), (j), (k), (1)1: Please ensure all existing and all proposed public and private easements
are shown and labeled.
7. [Z.O. Sections 32.5.2(i), (j), (k), (1)1: Please ensure Deed Book/Page references are included for existing
easements.
8. [Z.O. Sections 32.5.2(a), (n), (s)]: Staff acknowledges that DHR-identified historic resources are located
outside of the Phase 1 project limits.
9. [Z.O. Section 32.5.2(n)]: Please show the proposed location(s) of waste and/or recycling containers, if any are
proposed.
10. [Z.O. Section 32.5.2(n)]: Please show the proposed location(s) of outdoor lighting and provide a photometric
plan and luminaire details, if any outdoor lighting is proposed; or add a note indicating that no outdoor lighting
is proposed.
Please note that a Lighting Plan that demonstrates compliance with Z.O. Sections 32.6.21 and 4.17 is required
with the Final Site Plan application, if any outdoor lighting involving luminaires emitting 3,000 or more lumens
is proposed.
Additionally, because the subject property is within the Entrance Corridor Overlay District, this proposed
project (including the Lighting Plan, as may be applicable) is subject to review by the Architectural Review
Board (ARB) and ARB staff, and approval/issuance of a Certificate of Appropriateness by the ARB is required.
11. [Z.O. Section 32.5.2(p)]: Please revise the Landscape Plan (Sheet 6) to provide more details for the proposed
landscaping next to the proposed slide boat launch ("riverbank area to be revegetated with trees and shrubs").
Please note that County staff have been notified about a potential partnership opportunity that could help
support a more robust landscape plan for this riverside planting area. Please contact Parks & Recreation staff to
discuss this riparian landscaping opportunity.
Additionally, because the subject property is within the Entrance Corridor Overlay District, this proposed
project (including the Landscape Plan) is subject to review by the Architectural Review Board (ARB) and ARB
staff, and approval/issuance of a Certificate of Appropriateness by the ARB is required.
12. [Advisory / For Future Reference]: Please note that the following approvals will be required prior to
County approval (as may be applicable) of a final site plan for this proposed project:

Subject: Brook Hill River Park Boat Launch — Initial Site Plan (SDP201900080)
The Brook Hill River Park Boat Launch — Initial Site Plan has been reviewed by Engineering. The
following comments will need to be addressed before approval:
1. WPO Plan satisfying VSMP requirements must be submitted and approved before final
site plan approval.
2. Floodplain Development Permit (FDP) must be submitted and approved before final site
plan approval.
3. Fill is not allowed in the floodplain, therefore the proposed earthen mounds are not
allowed.
4. Ensure all proper permits are obtained (army corps of engineers, VDOT, etc.) It appears
the army corps must be contacted because the proposed detail for the boat launch shows
work below the mean water level. It appears drainage goes off site onto VDOT property,
so a land use permit or something else may be required.
5. The nearby Brookhill development is spelled as one word. (Just wanted to make sure you
were aware)

Dear Mr. Padalino:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Anhold Associates, dated 20
December 2019, and offers the following comments:
1. Please provide an MOT plan in accordance with the Virginia Work Area Protection
Manual. MOT plan should be on a separate sheet and designed for this project, include
the proposed the proposed mill and overlay, pavement marking, pavement removal, and
curb/gutter construction.
2. Provide stopping sight distance and profiles.
3. Show all entrance geometry. This use will require a commercial entrance as shown in
appendix F.
4. Low volume entrances should be paved to protect the edge of road from erosion and
damage.
5. Note that the final plan must show conformance with the VDOT Road Design Manual
Appendices B(l) and F, as well as any other applicable standards, regulations or other
requirements.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
